Those present were Mr. A. H. Church Div. 1 Mr. Noah Boese 2 Mr. Ralph Brown Mr Dune Peters 4 Mr L P Meston 5 (Reeve) Mr. S. C Scbmelke 6 Mr. C. C. Campbell 7 Mr. Church moved that the minutes of the meeting of May 24th, 1956 be adopted Carried. The monthly statement for May, 1956, as included with lutes was presented and discussed, this showed a net bank if $1,670.95, with `34,000 owing on loans. Its adoption I by Mr Boese, Carried. Mr. •Leston moved that the Sanitary Inspector of the Drumheller Health Unit be asked to investigate a complaint that pigs which had died of Erysipelas had been placed along the banks of the Ghost Pine Creek by Frank Vasseur, the location being along the West side of 5- 32 -22 -4, Carried Correspondence was read as per the agenda. Mr. Brown moved that the Council approve of the applic- ation male by Vernon Hanson for a P.F R A Dam in the 5E- 24- 29 -25, on condition that a culvert be installed to provide a water outlet to the a joining lands if same should be required Carried JMr. Peters moved that Poll Tax of $4.00 paid by Erwin Klassen n 1956 be refunded to him as he was not resident in this Municipa District. Carried. Mr. Schmelke moved that a letter be written to the Departme t of Municipal Affairs to find whether or not a Poll Tax should b charged a teacher whose husband is a taxpayer. Carried. Mr L P iAeston moved that the Secretary investigate the 1955 Frontage Tax charged against the M.D. Shop property in Three Hi is and if found correct be paid Carried. Mr H Hanson, Assistant Secretary- Treasurer presented the accoltnts and pay sheets for consideration. Mr. Brown moved that the General Accounts be paid as present e . Carried. T i Page 2 COUNCIL MEETING June 8, 1956 The Secretary - Treasurer showed the Council the existing ne and stream bed profile as completed by Mr E Belsheim, District Engineer,in respect to the location for bridge 6 at SSE- 17- 31 -24 -4 Mr. Brown moved that Mr. Belsheim ted to include a proposed grade line and that the details orwarded to the Bridge Branch at Edmonton. Carried. Mr. Meston moved that the Highway Traffic Board be I . to name the following road as a District Highway; NE- 10- 31 -22 -4 west 26 miles to the NW -9- 31-26 -4 Carried. Mr Peters moved that the following payments for land for road widening be made. Sam R. Scott SE- 6- 32 -26 -4 E. H. Scott SW- 6- 32 -26 -4 John Molendyk N2 - 3.1 -31 -26 -4 (being 110 for land 30 for fe: Motion Carried. $55.00 ,e X20& v 55.00 W Z o /. 11.0.00 Z ace) The Council adjourned for dinner fnom 12 noon to 1 00 P M A committee of Brown, Boese and King gave a report of a poLu.d dispute between Stanley Price and John Brielsman; Stanley Price has an accredited herd and was having considerable t .vouble with Brielsman's cattle coming onto his property He had impounded 18 head and laid a damage claim of 1i ,115.50, This being at $6.00 per head plus $7.50 for trucking expense. Mr. Pric met the Council and gave his reasons for claiming damage. Mr. Brielsman had been notified of the meeting but was not resent. Mr Schmelke moved that Mr Stanley Price be allowed damages f lt% 00 (18 head CO, $3.00 ea.) and that his deposit of 'x$2.00 be refunded to him Carried. Mr Church moved that the $2.00 pound deposit be refunded to Mr John Brielsman. Carried, Mr. C. E. Ruby, Field Supervisor met with the Council and subm tted a report with special reference to the following. 1 1 The New Grass Seeder has arrived and is being set up. 2• Number of calves vaccinated from October, 1955 to June, 1956 was 5,404 3 2,754 head of livestock have been sprayed this spring on 69 farms for warble fly and lice control. 4 49,950 trees have been planted on 34 farms 5 He recommended purchase of f lex1ble harrows for use with the grass seeder. Mr. Boese moved that Mr Ruby be authorized to purchase two sections of flexible harrows. Carried. Mr. Peters moved that the report as given above be adopted. Carried. Meston, Brown, Peters, Campbell and JMr C. J Christie, Assessor,was present to report :view of the appeals, and Mr. G. King acted as Secretary. Tha following assessment appeals were heard Mrs. McBrIatney NE- 27 -31 -25 and SE 27 -31 -25 Mrs. McBratney was present. On NE -27 she referred to the poor road, weed problem along the road allowance, etc She has recently sold this at 50.00 an acre. The Assessor recommen ed that the former assessment of `i: "2,280. be confirmed On SE -27 she referred to 5 acres of gully and other reasons as above, not as valuable as SW- 26 -31 -25 which has a lower assessment. It was suggested that Henry Tippe be to the No. 12 Patrol, that Marc Reed work with Alex on the TD18; that Ted Paquette work with A M Petersen 1 -8, and that a new man be hired for work with the d Payloader The application of Rollin Bruneski was read Alvin Koch me with the Council and discussed employment A vote was tak n and this favored the hiring of Rollin Bruneski Mr. Peters moved that the recommendations as above be carried out and that Rollin Bruneski be hired as the new man at fl.00 per hour for the first 200 hours, then 'Iia 25 an hour for the balance of the season. They between ';4500. and $5000. for the FWD Truck if traded Mr. C. Boman, of Union Tractor and Equipment, met it and quoted the following, D -8, hydraulic dozer, and CCU 33,500.- Used LeTourneau 15 -18 scraper 6,200. (2 years old) Power Steering booster for #12 Motor Patrol 1,076. — Snow Plow, Wing and Steering Booster 4,721. 2% discount for cash if no trade -in He offered $11,500 for trade -in of TD -18 with dozer. scraper. Mr. Boese moved that Mr. Orville McArthur be notified should not do any further work for this District unless ;ed by the Council. District respect COUNCIL MEETING June 8, 1956 Pace 6 Mr. E McLennan and Herb Fiedler of Waterous met the Mr. Fiedler will be the representative for this as of June 28th. They spoke to the Council in to the HD -16 tractor. Mr. Peters moved that Mr. Simon Megli be notified to remo e his old wagons and machinery from the ditch along the roae south of 1- 32 -26 :4 Carried. Mr Meston and G. King reported that they had made f ollowi g tentative arraggements for the land required for road wi ening south of 17- 30 -21 -4; N2- 8- 30 -21 -4 L M. Cole `;75.00 per acre for the land required, water dugout to be left as is. 5E- 17- 30 -21 -4 John A. Moar 05 00 per one acre SW- 17- 30 -21 -4 Thomas Johnston x;75.00 per one acre There were no fences on either side Mr. Meston moved that the above report be accepted and pay ents made accordingly. Carried. Mr. C. King reported that he had interviewed a number f the employees in both road crews regarding a scheme for medical and /or hospital benefits. The general opinion was thal the employees would favor a prepaid doctors scheme by agre ment with Medical Services Incorporated Mr. Church moved that this i4unicipal District agree to pay 10%o of the costs of the proposed M.S.I. Scheme for prepai doctor services for employees. Carried. Mr. Brown moved that all employees who wish to come under t e M.S.I. must first have a hospital contract unless covered as a taxpayer Carried. Mr. Peters moved that the July Council Meeting be held on July 6th as the regular date falls at the beginning of Stain ede Week. Carried. Mr Peters moved that road employees be allowed leave of abse ce for the last two days of stampede week, if they so desire. Carried, paid to Drumhel Mr. Church moved that the quarterly requisitions be all School Districts and Hospital Districts and to the .er Health Unit. Carried. See Page 7 M or, -1-0 COUNCIL MEETING June 8th, 1956 Page 7 Mr. Bampbell moved lst reading to By -Law ;x235, this being a By -Law to authorize the Reeve and Secretary - Treasurer to borrow on behalf of this District a further sum of $100,000. in 1956 with the borrowing to be split between the Royal Bank and the Treasury Branch, both of Three Hills. Carried Mr. Church moved 2nd Reading. Carried. Mr. Peters moved 3rd Reading. Carried. Mr. Schmelke moved that G. King, C. J. Christie, and L P M ston be delegates to the refresher course in Banff from June 20th-21st and 22nd and that they be paid their expenses Carried Mr. Schmelke was absent for the balance of the meeting-. Mr Bowman again met the Council and stated that he would notify them earl -NT next week as to whether or not his Company would approve of his offer for the trade -in of the TD -18 Ad equipment. Councillors again in attendance Mr. Martin Winther ;ative of the Three Hills School Division was present of the forenoon A letter was read from the Three Hills School Division asking that our Council be represented at its meeting on July 11th, 19 6 to discuss the Western Boundary. Mr. Church moved that all members of the Council attend. Carried. Mr. Schmelke moved that the Board of the Three Hills School D vision be asked to attend our meeting on July 6th at 2 00 P.M. for a preliminary discussion of the above. Carried. Mr. Peters moved that $271.53 be accepted in full settleme t of the Tax Account of Sub - Surface Exploration Co. as this Company had been declared bankruipt Carried. Mr. Meston agreed to investigate re the offer of 025 00 for an o d grader at H.C. Currie's Mr. Meston moved that the Council approve the admission of Mrs. Hiller Sr. to the Old Folks Home at Red Deer if she can make the necessary arrangements, and that the Council accept responsibility of m;17.50 per month for her account. Carried. The Secretary- Treasurer reported to the Council that the one ton Ford truck had been upset accidenteljty and that the Insurance Co. was making arrangements for its repair. Mr. Meston, Boese and King reported on the cattle crossing at S SE- 30- 30 -23 -4. This now unsafe for traffic. Mr. Meston amd King were asked to get information re cattle passes while at the Convention at Banff. Mr. Brown moved that the Reeve and Sec.- Treas. be authoriz d to sign the Crop Share Lease with Watson Reed for the NE -7 31 -22 -4. Carried, Mr. Boese moved that a second letter be written to the A.P.
