The Council of the Municipal District of Kneehill # 48
!egular meeting at the Municipal Office, Three Hills, on
1956, commencing at 10:25 A.M.

Mr. Church and Mr Boese reported on their investigations

Mr. H. J. Hanson presented the paysheets and general
accounts1for consideration
'Mr. Peters moved that Mr. Church contact Wm. Walker
and advise him that no further relief is authorized as from
May 15/56, and that the North Drumheller Arocery be advised
of this by a letter sent with. the cheque now due. Carried.
Mr. Campbell moved that Eric Reissig and Raymond
Scheuner be paid only for the work done on the Knievel Flat;
he will let more details of their other work. Carried.
IJIr Campbell moved that the general accounts be passed
for payment as presented. Carried
Mr. Brown moved that Tom McKee be advised that he
will not receive pay for future work, unless same has first
been authorized by the Councillor Carried
Mr. Boese moved that the paysheets be passed for pay-
ment as presented, except as noted above for Eric Reissig and
Raymond Scheunert. Carried.
Mr Peters moved that the Council adjourn for dinner
from 12 noon to 1 P M.
Mr. Boese moved that the Council approve of the
application for a licence for a Sewing Centre at Linden for
Mrs. Walter Regehr and Mrs. Bernard Regehr. Carried
Mr. Meston moved that authority be granted for a temp-
orary skating rink to the west of the Curling Rink in Swalwell;
and for a children's playground on the former tennis lots --

re Wagner equipment and quoted the follwoing prices:
Wagner Tractor and 12 C.Y. Scraper $32,912.
Dozer for the above Z)4 7I.
Cab for the above 587.
Delivery time app. 3 weeks; Prices FOB Three Hills,
will consider trade -ins if desired. No cash discount.
Correspondence as per the agenda was read to the Council
Mr Schmelke moved that Mr. Peters and Mr. Meston
investigate re the proposed subdivision in SW- 6- 32 -23 -4 Carried.
Mr. Schmelke moved that Mr. Meston, Mr. Campbell, and
G King investigate re the requisitions for Trochu Valley School
District and Trochu. Municipal Hospital District, especially in
respect to the unbalanced mill rates as between the Village of
Trochu d this Municipal District. Carried.
Mr. Orville Hart again met with the Council He stated
that he had work in Calgary and felt that he should leave this
District and go to Calgary

Mr. Robert Hogg, foreman, met the Council. It was

Carried.
Mr. Ainsworth quoted the price of -'" cable as $25.32
per 100 ft.

Mr. Church moved that 64' of 42" C. I. Pipe be
from Rosco Metal Products (Ferguson SupplyO with 2.1
Inds, 14 a., for delivery to Kaiser bridge S /SW -25-
price 810.38 ft ; delivery in app. 3 days. Carried.
Me. E. McLennan, of Waterous Equipment, met the
Council and quoted the following*
TS -200 Rubber tired machine, with 10 - -13.8 scraper
Price $32,576.
HD -16 -- 150 h.p., with torque $24,000. less sales tax
HD -16 -- standard 138 h.p. $227739. it
Bull -dozer $4,515. less sales tax
Mr. Church moved that the line extensions proposed by
Canadian Utilities as per the five maps presented be approved,
subject to the following.
1. All extensions on District Highways to be set
back 1 ft.
2. Extensions where grading is to be done this year
to be delayed, if possible, until the grading is completed

Mr. Church moved that the Director of Town Planning
be advi ed that this District approves of the proposed sub -
divisio in SW- 1- 29 -20 -4, but that he be advised that this
locatio is outside our boundaries Carried
I Mr. Meston moved that 100 scotchlite metal strips
each 2" x 14" be ordered from Westeel Products Carried
Mr. Meston moved that Mr. Peters and Mr. Schmelke
investigate the complaint of Mrs. Hausauer re vicious dogs in
Torrington; and that the complaint re keeping of horses in
the hamlet be referred to the Health Unit. Carried
Mr. Meston moved that the follow up inspections as
requeste by the Fire Inspector be made by the above committee
of Mr. P ters and Mr Schmelke Carried.
Mr. Peters moved that the Bridge Branch be asked to
supply a new bridge with 24' roadway for the location near Hall's
bridge f le 70426 S/5E- 17- 31 -24 -4 and that it be pointed out
that thi may later be a main traffic road. Carried.
Mr. Peters moved that we order 2000 ft. of P" Cable
from the Association for delivery to Carbon; price $22 66
per 100 ft Carried.
Mr G King, Sec.- Treas., reported on other bridge
inspections recently made with the Bridge Inspector, with
particular reference to the following:
S/5E- 1- J3 -25 -4 (Albrechts) may get a new precast
68' long with 24' roadway; road levels hve been taken for us
by Mr. E Belsheim, Asst Dist. Engineer.
W/NW- 2- 34 -25 -4 -- Inspector suggests a rocked low level.
Knievel Flat -- no further help from the Bridge Branch
Goerlitz Stream Diversion -- letter sent to Kirby
Cartage outlining further work required was read
S & W- 29- 32 -26 -4 -- two new bridges may be installed soon.
Mr. Brown moved that the Council refuse the application
of J. A. Parson's for a lease of the road allowance just north
of his residence as there is the possibility of others requiring
this road. Carried. (Location W- 26- 28- 20 -4.)

I Mr. Church moved that a letter be written to the
Bethel Home, Wayne, Alta to find the dates of admittance of
Mrs Elizabeth Smith and Mr Steve Simon and also particulars
as to their prior places of residence. Carried.
Mr Peters moved that G King, Sec -Treas , investigate
re Vary Haffner's first Pension cheque to find if it has been
applied on her account. Carried.
Mr. Peters moved that David Haffner be allowed $15.00
now for clothing, etc., and that he be given $5 00 per mo.
in the future. Carried.
Mr. Brown moved that Bradley's Nursing Home, Calgary,
be paid,$95.70 for Mrs Dorothy Daubert's account from Mar. 23
to April 30, 1956. Carried. The Sec -Treas was asked to
notify the Dept. of Public Welfare to send her pension cheques
directly to the said Home.
Mr. Peters and G. King reported that they had made
the foll wing arrangements for land for road widening South
of 5-32-p5-4.
A Rilling -- South rod of Si- 5- 32 -25 -4 $60. acre,
with paynent to be made to Mrs ;Abbey, registered owner
L. Gillard -- north rod of NW- 32- 31 -25 -4 $60. acre;
wire to be rolled up by this District, payment to be made to
Mr Mrs Quick registered owners.
J J Smith -- north rod of NE- 32- 31 -25 -4 --
no paymelit for land, this District to build a fence with cedar
posts 2 rods apart and pickets between, material from present
fence to be used as much as possible.
Mr. Peters moved that this report be adopted and that
payments be made accordingly. Carried
Parr 11eston moved that Harry Baker be paid $75. for
south rod of 5E- 4- 32 -22 -4 for road widening, and that this
District arrange for the moving of the short piece of fence.

Mr Church reported on his investigation re the
Wm. R. Ferguson family. Mr. Meston then moved that the
account of this family with the Municipal District for relief, etc.,
be entir 1y written off, subject to the consent of the Dept. of
Public Vi lfare Carried
Mr. Boese, Church, and King reported on their
investig tion on May 11/56 re the Gibson -Graff complaint, had
met with he parties involved and with Mr. Knight, of the
Dept. of Water Resources Mr Boese moved that this be tabled.

Mr Boese moved that Cecil Paget be appointed care-
taker of the Swalwell well at $2.00 per mo. Carried.
Mr. Campbell moved that no free work be given to
farmers fpr filling in gullies. Carried.

Mr. Heston moved that Robert S. Hagerman,be advised

I A letter from the M. D. of Rocky View # 44 was read
regarding gravel pit in NW- 4- 28 -26 -4. Mr. Brown moved that a
letter be written to the said District asking if they will
give us a cash offer for the said gravel pit; and advising
them that we may buy our requirements from them if they make
the purchase. Carried
Mr. Church moved lst. Reading to By -Law # 231, this
being a By -Law under the Tax Recovery Act for the sale of the
house only located on Lots 41 & 42 Blk. 3 Swalwell Plan 5050 A.K.
subject to the following:

Mr. Boese moved that this District buy, for purposes
of a road? the south 33 ft of S•? -8 -32 -24-4 from the owner
Mr. H W. Johnson, of Three Hills, at a price of $70. acre;
Total acreage required to be 4 acres Carried
Mr. Meston report that P. J. Rock & Son wish to hire
our equipment for $500. -- $1,000. worth of work along the Red
Deer Ri r making a private road.
Mr. Schmelke asked that the Sec.- Treas. get information
regarding rates charged for bull - crushing
A letter from Mr. 0. Keirle was read regarding the
cattle pass S/SW- 17- 30 -25 -4 stating that the tenant on his farm
would repair the under- structure if the Council will keep the
top in repair
Mr. Boese moved 1st. Reading to By -Law # 232, this
being a Fy -Law to set the mill rat for Municipal Purposes
for 1956 at 19 mills./ Carried ;;i

It was agreed that a committee go to Lacombe Municipal
District on Thurs , May 17th, to inspect a Tourna- Tractor,
then on to Edmonton to be there on Fri., May 18th to inspect
the used D -8 (1G54) referred to by Wm. Preston. The members
of the comm. named were: H. J. Gimbel, R. Hogg, A. Church,
N Boes , and R Brown (with S Schmelke as an alternate);

The Council Meeting adjourned from May 14, 1956,
reconven d at the Municipal Office on May 24, 1956, at 9.00 A.M.,
with all councillors again in attendance.
The letter from the Dept. of Highways regarding the
1956 roal grant of 4191,698.00 was read and discussed in detail.
PreliminLry discussion then took place regarding the projects
which sh uld be included in the road Grant Agreement to be
completel at this meeting
Mr. R. Brown and G. King gave a report regarding the
gravel pit owned by this District and located in NW- 4- 28 -26 -4
and commonly referred to as the Beiseker Pit. Acreage owned
is 5 acres, pit is now outside the boundaries of this District;
considerable gravel has been taken without authority and a
hazard i being created adjacent to the road, 15,000 to 20,000
cu. yds of gravel remain
Mr Otto Tetz met the Council and offered f50 00 for
the 5 ac es of land in the above gravel pit, plus 22¢ cu. yd
for the ravel as it is removed, OR $300.00 cash as full
payment or the 5 acres of land and the gravel remaining therein,
plus $86.00 for gravel removed by him during 1955.
Mr. Boese moved 1st. Reading to By -Law # 233, this
being a Ey -Law to sell to Mr. Otto Tetz, of Beiseker, the 5 Acres
of land in NW corner of NW- 4- 28 -26 -4 now owned by this District
as per T tle 61 N 210, together with all gravel contained
therein?` and that the peeve and Sec -Trews be authorized
to execu e the required Transfer lst. Reading Carried unan.

Mr Brown moved that this District accept $86.00
from Mr Otto Tetz as full settlement for all gravel removed by
him from the Municipal pit in NW- 4- 28 -26 -4 up to this date

Mr C. J. Christie met the Council and outlined the
progress to date on the new assessment, with particular refer-
ence to he two new men assisting with this work, viz. Mr.
H. Unrau and i'lr. G. Voysey
Mr Harley Dean, agent of Cruickshank- ijichardson, met
the Coun it and discussed the Wagner 4 -Wheel Drive Tractor
with 12 a y bucket, delivery of a new machine would take
app 3 weeks from date of order, discussed trade -in of FWD
and Lowboy Trailer. He offered a cash discount of $587. if
there is no trade in (price of cab). Correction of minutes
of May 11-th Page 2 Price of Dozer is $2,479 (Not $2,497.)
Mr. Peters, Meston, and King reported as to the
proposed subdivision in SW- 6- 32 -23 -4 and recommended that
a 24 ft. outlet be provided from the south end of the street.

Mr J D. Graff met the Council re the drainage

Mr Church moved that the Dept of Water Resources be

Mr. Robert Fogg met with the Council and discussed
road work and medical ¢overage
Mr. Boese moved that the Secretary get more information
regardin Medical Services Inc. or any others, and investigate
with oth r employees. Carried.
It was agreed that the north crew should finish the
mile Sou h 6- 32 -26 -4, then grade one mile South 17-32-26-4- -
these to be completed by Wed next, then move to Dist. Highway
north of Wimborne to grade app 3/4 mile
Mr. parley Dean again met the Council and offered the
followin prices for trade -ins FWD 3,500., Lowboy $500.
Mrs. Roy Wacker, of Swalwell, met the Council and
reported that Bennett & Hurst Drilling Co had drilled shot -
holes on their propertyin 5E- 19- 30 -24 -4 without permission;
no hazarl had been created Mr. Peters moved that the Sec. -Treas
write to the Company re this. Carried.
Mr. Arnold Boese and Doug. Hazelton met the Council
re grave work, they offered crushed gravel from the stockpile
at 1v. Wi d's at 90¢ cu yd loaded on trucks
Mr. Peters moved that B & T be authorized to start
crushed gravel work from Municipal pit in 5E- 16- 32 -26 -4 and to
do 12 mi es for Div. 4 and 6 miles for Div 6 from this pit,
then to move to the Megli pit Carried
Arnold Boese mentioned that there might be a good
gravel p t about 2 mi. east and 1 mi. north of Bob Arthur's
Service 3tation noiath -west of Elnora
Arnold Boese stated that he did not wish to keep the
job of e etaker of the Linden well, etc Mr Boese then
moved t t Mr Brown be given authority to appoint another man
to take n this work Carried
Arnold Boese reported a probable water shortage in
the well at Linden. Mr. Brown. suggested that the well pipes
be pullel and a test run, if the comm. deemed it necessary
The Sec. - Treas. was asked to prepare figures for the
next mee ing of the assessment and revenue of the Hamlets of
Linden d Torrington, as these might consider incorporation
as Villa es.
xMr. Peters reported that the present caretaker of the
Torrington well wants $85. yr He and Mr. Schmelke agreed to

Mr. Peters reported that the garages at Torrington had
with the requests of the Fire Inspector
Mr Peters reported that the dog complained of at

contacted. Mr Schmelke agreed to see Mr. Temple

Mr E. Belsheim, Asst. Dist. Engineer from Red Deer,
met the 0ouncil and discussed the 1956 Road Grant agreement
in detail. Mr Boese moved that the Reeve and Sec. - Treas. be
authorized to sign the Agreement as per the particulars drafted
at this Meeting, and that a copy be included with these minutes
Carried.
The 1956 Estimates were then considered. Mr. Church

Mr. G. King, Sec.- Treas., reported that Nary Haffner
had received a Disability Pension cheque for $120. for the
first 3 rionths, and that this had been turned *x.tm over to the
Linden H me, 4ti10. had been used for clothing, etc He also
reported that David Haffner had phoned from the Gleichen Home
expressi g some dissatisfaction but had agreed to remain there.
Sec -Treas also reported on the following-
