Mr. Schmelke moved that the members of the Court of
Revisi be Councillors Church, Brown, Peters, Campbell, and
Meston I Carried.
Mr Peters moved that Mr. Church and Mr. Boese be
the representatives of this District on the Board of the
Drumheller Health Unit. Carried
Mr Peters moved that the road, finance, and shop
committees be the same as last year, viz.*

Shop: Church and Peters
Finance: Meston, Boese, and G. King
Carried.
Mr Boese moved that C C Campbell be the represent-
ative o this District at meetings of the Board of the Three
Hills S hool Division Carried.

from 12 noon to 1 P.Y. Carried
Mr Meston moved that H J. Hanson be appointed as
Civil D fence Director for this District. Carried
Mr. Hansonpresented the paysheets for consideration
Mr. Peters moved that the paysheets as signed by a Councillor
be passed for payment as presented Carried.
Mr. Joe Kubinec met the Council re the following roads*
North o 107 11, & Pt. 12- 32 -22 -4 -- for regrading and gravelling,
he offered to donate one -third cost of gravelling if this is done.
West of 11- 32 -22 -4 -- new grading. The Council agreed to
inspect these projects

I At 6.10 Pall on April 3rd., Mr Peters moved that the
meeting adjourn until 9 A.M. on April 4th. Carried.
April 4th, 1956
The meeting re- convened on April 4th, with all
councillors again in attendance
The general accounts were read by Mr. C. H. Christie
and pa sed for payment on motion of Mr D Peters. Carried.
Mr Schmelke moved that the Council fees be set the
same as last year, viz.: $10.00 per day for meetings,
supery sion, and committee work, 10¢ mile for mileage
Carried.
Mr. C. E Ruby met the Council and presented his
report as Field Supervisor He reported that there might be
rats al the John Frere farm adjoining Trochu and that pois6n
had been set. Mr Church moved that the report be adopted.
Carried.
Mr Brown moved that the wages for C. E. Ruby as
Field lurervisor be raised to $300.00 per month Carried
Hail Suppression was then discussed at length
Mr Brown then moved lst. Reading to By -Law # 229,
this being, in brief, a By -Law to arrange for Hail Suppression
over the whole 11.1unicipal District by an agreement to be made
with W R D.C. Corporation Ltd , with the maximum expenditure
not to exceed $91,410.00, and with the provision that the
By -Law must receive the assent of two- thirds of the proprietory
electors voting thereon; and to apply for 1956 only
1st Reading Carried.
Mr Boese moved 2nd Reading to said By -Law Carried.
Mr Church moved 3rd Reading to said By -Law. Carried.
I Mr. Wm Conner, of W R.D.C. Corp. Ltd met the Council
and discussed terms of a proposed contract for Hail Suppression
He stated that liability insurance was being considered to an
amount equal to the contract, but that this could likely be
increased to about $200,000 if desired.

Correspondence was then read as per the agenda forming

Mr. Boese moved that the Council approve of the
extens on of the power line of Canadian Utilities to provide
power or J. Reid in NW- 21- 29 -23 -4 Carried.
Mr Schmelke moved that the Bridge Branch be asked
to insp ct and supply a culvert 6011 or 7211 on the stream
west of 2 or 11- 34 -25 -4 (Schuh's) Carried
The meeting adjourned for dinner from 12 noon to 1 P.1%
Mr. Meston moved that Bradley's Nursing dome at Calgary
be noti ied that this Municipal District will be responsible
for the account of Mrs. Daubert up to $100 00 per month
less $47 50 per mo from her pension, and that Mr Chrhq ie
investigate this matter further Carried.
Mr Peters moved that the letter re disposal of
1080 bait be referred to the Field Supervisor Carried
Mr. Peters moved that the Central Alta. Association
of Muni ipal Districts be advised that 6 from this District
will attend the Spring meeting at Red Deer on Apr. 14th,
and also that the dues of $17.50 be paid. Carried
The scale of wages for the roadmen was discussed
Mr Peters moved that the rate of pay for the following
be incr ased from $1 25 hr to $1.30 hr.:

Mr. Schmelke moved that the rates of pay for the other
roadmen, including foremen and cooks, be the same as in 1955•

The road foremen and the roadmen present met the
Council and the follrwing were discussed:
Pension plan discussed with foremen -- tabled for
more information
Rates of pay -- accepted by all men
Foremen to have authority to say who may get planks,
etc , from old bridges and culverts. loads
James Grant -- preferred 6 cu. yds,\only in gravel work
Regular patrol men having first opportunity to operate
their u5ual patrols for snowplowing, etc - -no decision
Shop comm. to investigate re the coal stove in the
big bun -car at Carbon.
There was one vacancy on the road crew and the
following applications were read:
Eric Jantz, Alvin W Koch; John P Campbell;
Glen Ilatrz, Don Mashford, Norman Cranston; L Courville.
The app ication of L. Courville was withdrawn at his request.
The following applicants met with the Council:
Don Mashford: Single, 20 yrs. old, a little experience with D -6;
free to work full time; leg hurt at 6 yrs. age.

Glen Maerz. Married, age 27 yrs ; 2 children, a little
work on D -8; experienced truck driver; free to work full
time, reference from Turner Transport
Alvin Koch- Single, age 22 yrs.; No cat experience;
experienced truck driver.
Eric J tz• Married; age 26 yrs., has worked as driller
on dri ling rigs, used cat to skid logs in bush; has his
own buik car.
A secret ballot was taken and Glen TvZaerz received
the most votes

Mr. Boese then moved that Glen Maerz be hired for the
crew at $1 00 per hr. for the first 200 hrs.; then $1.25 hr
for the rest of the season. Carried
Mr. Brown, Meston, and King reported on their inter-
view w th the Secretary of the Highway Traffic Board and
report d that it might be possible to get authority to allow
our em loyees to use the regular licence on their trucks,
with t e Municipality to get a permit from the Board to allow
them to do Municipal work at no extra fee.
Mir Church moved that the Council request the Board
to allow the above Carried.
Mr. Brown moved that no relief assistance be granted
to Alex. Tetz and family as they are not considered indigents.
Carried.
Mr. Boese and 11r G. King reported on difficulty
in purIhasing the required land for road widening in the
Graing r area
Mr. Schmelke moved that Pete Kanderka be offered
$60.00 per acre for the land required for road widening and
that, if he refuses to accept, the matter be referred to
arbitration. Carried
Mr Church moved that Mrs. Frank Powlan be xdixx
advise that this District will not make any further payment
for gr vel taken in 1955 from the pit in NW- 19- 30 -25 -4 for
the f o lowing reasons:
10¢ a cu. yd. is the maximum paid for any gravel, and
the Municipal District did the stripping
Carried.
The monthly statement for March, 19567 was presented
to Co cil, showing a net balance at end of March of $20,565.92;
copy i corporated with these minutes Mr. Broom moved that
this monthly statement be accepted Carried
'Mr Campbell that our Hail Suppression Comm. be
atthori ed to meet with the Council of the Til D of Mountain -
view on April 10th at Didsbury, if this is deemed advisable.
Carried.
Mr. Meston moved that the Sec - Treas. arrange with
W R D.C. Corporation Ltd for a meeting with our Council
in Calg ry on April 12th. Carried

The Sec - Treas. was asked to contact the legal firm
lee, Brownlee, & Fryett of Edmonton for a suggestion
legal firm in Calgary with which they work- -for

Mr. Peters moved that provision be made in the
budget for the same charitable grants as in 1955 aj}d also
for the $$200.00 grant to the Drumheller Agricultural Society.

Mr Meston moved that mileage rates be the same as
in 195 for the Field Supervisor and for roadmen and others.

The question as to whether or not gravel donations
should`be accepted for 1956 work was discussed at some
length Mr. Boese then moved that this matter be tabled until
the next meeting. Carried.
Mr. Campbell moved that the offer from Richard Adam,
of Trochu, of $5.00 for an old fresno be accepted Carried.
Mr Boese moved lst. Reading to By -Law # 230, this
being a By -Law to authorize the Reeve and Sec. - Treas. to borrow
on beh if of this District a maximum of $100,000. in 1956,
with t e borrowing to be split between the Royal Bank and
the Tr i asury Branch, both of Three Hills Carried
Mr. Church moved 2nd Reading. Carried
Mr. Peters moved 3rd Reading. Carried.
Mr Brown moved that the Reeve and Sec -Treas
investigate interest rates, exchange rates, etc., with the
two banks. Carried
Mr. Peters moved that the following annual requisitions
be accepted, and that the first quarterly payments be made
to each:

Mr. Schmelke moved that 50 eight foot x $l° grader
blades be ord.ered from Ferguson Supply, Calgary Carried.
The Sec -Treas was asked to get prices from various
firms bolts for grader blades
Mr Church moved that tenders be Balled for a car-
load of 31' Fir Planks, lengths 12' to 201, FOB Three Hills
or Carb n, tenders to be accepted until Apr. 19th, and
that notices of this be sent to:
Manning -- Egleston of Calgary
Crown Lumber Co., of Three Hills and Carbon
Beaver Lumber Co., of Three Hills
Atlas Lumber Co , of Acme
Mr. Campbell moved that permission be granted to
McCullough Tool Co. to move certain oil equipment to the
well near Torrington, on condition that it be moved on the
frost and that the Gulf Oil Co. accept responsibility for
any undue road damage. Carried.

1The Meeting was continued in the York Hotel, Calgary, on
April 12, 1956, commencing at 1:00 p.m , with all Councillors presen'
Moved by Mr. R Brown that the following territories be
deleted n respect to By -law No 229 regarding the Plebiscite to be
held on ail Suppression. All of Township 35 which is within this
MunicipaL Districtq All of Township 34 which is within this Munic-
ipal District and all of the balance of Division 6 In favor,
Mr Brown, Mr. Boese and Mr Campbell. Against, Mr Meston, Mr.
Peters, Mr Church and Mr. Schmelke Motion lost.
The next part of the meeting was held jointly with Councilli
from the M.D. of Mountain View and with W.R.D.C. Corporation in
respect Ito Hail Suppression.
Those present were:

M.D. of Mountain View #49 all councillors except Mr. Miller, and
the assistant Secretary- Treasurer.

It was agreed that the last two named above would be
allowed to sit in and hear the discussion.
It was also agreed that the date of the Plebiscite should
be the same for both M.D.'s, and that the date should be May 14,1956
The tentative agreement with W.R.D.C, was discussed in
detail. It was agreed that the dates for the operations should
commence{ on June 25th and end on September 30, 1956. The two legal
advisors were to reword certain other sections so as to make them
clearer and acceptable to both parties.
Following the above discussion the councillors of the M.D.
of Knee bill held a brief meeting.
Mr. Peters moved that the Plebiscite on By -law No. 229
regarding Hail Suppression be held on Monday, May 14, 1956. Carried
Mr. Peters moved that Mr. R.C. Milligen be appointed as
Returning Officer for the above. Carried.
Mr. Campbell moved that the road ban be lifted entirely
on Tuesday, April 17th, 1956 at 7.00 a.m.
The meeting then adjourned, to reconvene at the home of
Mr. R. W. Brown on April 17th at 9:30 a.m.

The Tenders for supplying the carload of 3" planking were
opened and considered. Mr. Schmelke then moved that a carload of
3 x 12 lanking be ordered from Beaver Lumber with delivery to be
to ThrJ Hills at the price of $106.75 M. Carried.
Mr Boese moved that the first quarterly installment on
requisitions be paid as follows;
Trochu Pontmain School District $446.25
Olds Municipal Hospital District X1062.00
Three Hills Municipal Hospital Dist. $6811.00
Motion Carried.
'A letter from Clarence Elvin was read asking for an advance
of $500.00 for gravel now in the stock pile. Moved by Mr. Campbell
that Clarence Elvin be paid $500.00 for this. Carried.
Mr. Church moved that all patrols and snowplows be in
charge oC the foremen for all winter snow plowing Carried.
Mr. Campbell moved that the new Super 99 Austin Western
Motor Pa rol work in Division 7 for summer work and that it be
operated by Jack Christensen Carried.

A circular entitled II A New Deal in Municipal Finance"
issued by the Hon E W Hinman, Provincial Treasurer, was
read and discussed at considerable length- -this circular had
been forwarded from the Alta Association of Municipal
Districts. Mr. Brown moved that a letter be sent suggesting
that statistics be gathered by the Provincial Government as
to the revenue that might be derived from:
Assessment of all farm buildings
A Sales Tax -- and methods under consideration for
distribution of this if it should be levied
Costs of making an assessment of farm buildings and
of keeping such records up to date.
Costs of collecting a Sales Tax

A road tour had been made by the Council, foremen ,
and Sec` -Treas , during which they had inspected all roads
where petitions or written requests had been made for improve-
ment an /or where the Councillors considered that work was
advisable A written report of this had been prepared by
the Sec: -Treas and each Councillor received a copy

Item # 4 Mr. Brown moved that the Dept. of Mines
and Ain rals be asked to investigate the seismic hole near
the NW orner of NE- 32- 29 -26 -4, as the water flowing from
this ho lazard. e causes icing conditions in the winter which creates
a road Carried.
Item # 13 Mr Schmelke moved that a letter be
written to Ar barker, A. P Grain Agent at Sunnyslope, Advising
him that he must gather up the =Rd rubbish on the road
allowan e E- 1- 31 -26 -4, as it appeared evident that the rubbish
had come from his place Carried.
Item # 14 Mr. Meston moved that Ar 0 Keirle be
advised of the dangerous condition of the cattle pass

notifie that the matter of water drainage on his land does

Item # ?3 Mr. Meston moved that the Bridge Branch be
again requested to consider allotting a new bridge on a
channel diversion oil the road allowance 5- 5- 32 -22-4 to allow
straightening of the road and elimination of the present
hazards. Carried.
Item # 88 A letter dated April 30/56 from Milvain,
MacDona d, Cheeseman and Moore (Solicitors in Calgary acting
on behaLf of Stanley Gibson) was read to the Council
Mr. Church moved that the Dept. of Water Resources be asked
to make further investigation of the Graff- Gibson drainage
dispute as soon as possible Carried.
Item # 91 Mr Schmelke moved that this District
arrange to get Title to the north 66 ft. of NE- 3- 29 -23 -4
by voluntary transfer from the present owner (Diede) as a
road has been built on this to provide an outlet from the
NW- 3- 29 -23 -4. Carried
Item # 93 Mr Peters moved that Mr. Boese, Mr. Church,
and "Ir Gimbel investigate further regarding the dangerous
railway crossing at W- 16- 29 -23 -4 (Albert Bramley's), and
that their recommendation be referred to the C. P. R if
they consider a new location is advisable. Carried
Item # 111 Mr Campbell moved that the Road Committee
investigate the road situation for Mrs. Edith Morse at the
north of Sec. 31 and 32- 34 -21 -4 She resides in this District
but the road is in the 14. D of Red Deer Carried
# 138 1r4r M Winther was present and offered to
donate ttie land required for the channel diversion in W1
35 -24 -4, on condition that this District build a fence on
the east side of the said diversion It was agreed that

A letter from A B Young of Three Hills was read,
requesting approval of the Council to the following transfers:
W -2 of Lot A Plan 4617 F N. from Donald L. Smith
to Gus lave Honecker
E2 of Lot A Plan 4617 F.N. from Donald L Smith
to Ida Armbruster
Both of the above are in the Three Hills Subdivision
in the NW part of SW- 6- 32 -23 -4
Mr. Peters moved that the approval of Council be
given Carried.
The 1937 and 1933 accounts for fuel, feed, and
seed g ain obtained by C. H. Morse and amounting to $94.25
were discussed A lien was registered against the NW -4-
34-22-4 in respect to these Mr Morse has since died and
his widow requested cancellation of the old accounts as she
was fi ancially unable to pay same Mr Campbell moved that
the ac ounts be cancelled and the liens released Carried
Mr Ruby, Field Supervisor, met with the Council
Mr. Church moved that the Agricultural Service Board purchase
a Century Grass Seeder and have it mounted on a trailer.

Mr. Peters moved that the Council accept thetentative
Agricultural Service Board program as drafted by the said
Board and the Dept, of Agriculture Carried
Mr. Schmelke moved that the Shop Comm. investigate
regarding a Frig for each camp, with authority to purchase
