March 12th & 13th, 1956 A regular meeting of the Council of the M. D. of # 48 was held in the Municipal Office, Three Hills, 12th & 13th7 1956, commencing at 9:30 A.M. Those present were: Mr A. H Church Div. 1 Mr. Noah Boese 2 Mr Ralph Brown 3 (From 1 PM Mar 12th) Mr Dune Peters 4 Mr. L. P. Meston 5 (Reeve) Mr. S. C. Schmelke 6 Mr C C Campbell 7 Mr. Boese moved the adoption of the minutes of ing of Feb 13th & 20th, 1956 Carried The monthly statement for February, 1956, as included with 4ese minutes, was presented and discussed; this showed a net alance of $123,445 98 The adoption was moved by Mr Peers Carried The Sec.- Treas. was requested to get a new Abstract of Title for NE- 16- 32 -26 -4 so that payment for gravel might be further discussed at a later meeting. Mr. C. J. Christie presented the general accounts for consideration Mr Schmelke moved that further information be obtained re the account of the Holy Cross Hospital for the late Mr. H. Wulff, and that the other accounts be passed for payment as presented Carried The Council then went out into the country and saw a demonstration of a DW -15 with V -Plow, as arranged by the Union Tractor Co Mr. Hanson presented the paysheets for consideration Mr. Church moved that these be passed for payment. Carried. A road petition signed by J. Alvin Hazel and 16 other iatepayers was read, requesting road improvement for 1-� MU ES of road West of 10 & 15- 32 -25 -4. Mr. Peters moved that t is be tabled until spring. Carried Mr A Haarstad (Reeve of M. D. of Lacombe) and two of their councillors met briefly with our Council and exchanged greetings, they were shown our Three Hills Shop and given information regarding it The Council adjourned for dinner from 12 noon to 1:30 P.M. The Council discussed Capital Expenditures for road machinery to be included in the 1956 budget, with particular reference to: Snow Plow and Wing for # 12 Patrol One new Motor Patrol (Possible trade -in of AD -3 or 99M) Good used Cab -Over 5 -ton Truck (Est. $4,500.) Mr Peters moved that 200 bolts for Grader Blades for each shop be ordered from Mr Dean. Carried. Mr. C. Smith, of Costello Equipment, met the Council and qu ted the following: Huber -Warco Motor Grader, with Torque Model 6 -D 100 h.p. complete $20$06. Model 7 -D 140 h.p. 11 $24,290 V -Plow and Wing ----------- - - - - -- $ 37866. Mr. Gordon Bell, of Industrial & Road Equipment, met the Council and quoted the following. Galion Motor Grader T -500 125 h.p. with hyd. shiftable mouldboard, power steering $22,000. T -600 140 h.p. about $47000. higher V -Plow for above --------------- - - - - -- $ 11746. Mr. Arnold Boese, of Linden, met the Council and report (d re the Linden Waterworks. Line to south part frozen -- no water to 5 houses. Break in line at north end of Hamlet Also suggested a test on the well The above were referred to the Waterworks Committee. Mr. E. McLennan, of Waterous, met the Council and quoted the following. Mr. Church moved that the Requisition from the Three Hills School Division # 60 for $355,092 41 be accepted, and the first quarterly requisition be authorized paid Carried. Mr. Brown moved that the Requisition from the Elnora Mun Hospital District # 44 for $5,279. be accepted, and the first quarterly requisition be authorized paid. Carried Mr Schmelke moved that the Sec. - Treas. write to Mrs. Nellie Hart and advise her that no extra relief for coal or other requests will be granted as she could save rent and certain other expenses by returning to Sunnyslope. Carried Mr Brown moved that the complaints re road damage by Seigmic Crews at the following locations be referred to the Government Board for reports: 1. Rock Hill in Sec. 4- 31 -21 -4 2 South 15- 32 -24 -4 (West of Edmond Koch's) Carried Mr Boese moved that Robertson, Anderson, & Co. M of Red Deer be appointed auditors for 1956 at the same fee as las year, viz. $675.00. Carried. Mr Peters moved that the Reeve and Sec - Treas. be authorized to sign the Proof of Loss Form to Canadian General Insurance Co. re the repairs made to the International Truck. Carried. Mr Church moved that the Reeve and Sec -Treas be authorized to sign the authority as requested for Canadian 4 Utilities to reconstruct and add to their power line to the west of 13 & 24- 29 -22 -4 (N of Hesketh) Carried Mr. Boese moved that the petition complaining about f the serfage disposal from the Town of Three Hills be referred to thelllDrwnheller Health Unit for a report. Carried. Mr Meston moved that the report of Mr A Church and G. King re the disposal of the horse from the pound of Doug. Pallesen be accepted, and that Doug. It was agreed that our culvert order could be delivered anytime after May 1st. Mr Danchuk (District Engineer) and Mr Belsheim (his assistant) from Red Deer met our Council and discussed the application for Contingency Road Grant. Mr Brown moved that we apply for 4 miles of the Acme- CaFstairs road (N 7 & 8 and E 5 & 8- 30 -26 -4) for grading and gravelling this year at an est. cost of $18,000., with the next 4 miles to be requested for 1957. Carried Mr. Danchuk stated that he would approve of our application for Contingency Grant on the three locations noted above, but that they would have to be approved by the Dept of Highways, Edmonton The Sec - Treas. was requested to write to the Dept of Municipal Affairs and ask that each of our councillors be mailOd a copy of the new publication "The Alberta Municipal Counsellor " -- published monthly by the said Dept. The resignation of Herman Toews as poundkeeper (SW- 26- 1�0 -25 -4) was received Moved by Mr. Boese that this resignation be accepted. Carried. Notice of the Agricultural Service Board to be held in.Calgary on April 5th & 6th was read. Mr. Peters moved t a.t C. E. Ruby, R Brown, and Jas.
