HomeMy WebLinkAbout1955-07-08 Council MinutesCOUNCIL MEETING JULY 8, 1955 The Council of the Municipal District of Kneehill #48 held a regular meeting at the Municipal office on July 8, 1955, commencing at 9 A.M. The following councillors were present throughout the whole meeting. Mr. A. H. Church Div. 1 Mr. Noah Boese 2 Mr. R, W. Brown 3 Mr Duncan Peters 4 Mr. L. P. Meston (Reeve) 5 Mr. S. C. Schmelke 6 Mr. C. C. Campbell 7 Mr. Church moved that the minutes of the meeting of June 13 h and 14th, 1955, be adopted. Carried. Carried. Mr. H. Hanson, Asst. Sec.- Treas., presented the pay - sheets for consideration Moved by Mr. Schmelke that the ,/ paysheets as signed by the Councillors be passed for payment. Carried. Mr. Peters moved that the board bill of E. Schmidt be referred to him for payment with the request that he settle V directly with R. E. Bent, the cook. Carried. t Mr C Christie, Asst. Sec.- Treas., presented the general accounts to the Council. Mr. Brown moved that the account of the Calgary General Hospital for $38 90 for Shirley Trenchuk be refused as her residence is in the M. D of Mountain View. Carried. Mr. Brown moved that the other accounts be passed, with th exception of the labor account of 1 "lilton ring at the l� cemeter at Sarcee Butte Carried. d Moved by Mr. Peters that the account of Mrs jean V Richardson for 072.00 for work in the office be paid Carried. 1 Moved by Mr. Church that adjustments be made in assess- ments w ere schools have opened or closed and for bus routes, said adjustments to be effective Jan. 1, 1956. Carried. Correspondence as listed in the Agenda was then dealt with. see page 2. SW-26-28-20-4 be approved, subject to all regulations of the Provincial Government. Carried. Mr. Schmelke moved that the Shop Committee be in charge of all insurance. Carried. .. Mr. Schmelke moved that Mr. J. Findlay, �'hild Welfare Officer' be notified that the residence of Elaine j'Iary 5taite is the �illage of Trochu, and that it be suggested that he notify the said Village of the Court nearing tobe held July 18/55; and that a copy of the letter be sent to the Village of Trochu. Carried. Mr Peters moved that i"Ir. G King, Sec. -Treas , represent the Municipal District at the Hearing in respect to the Ohild Welfare case of Elaine Mary "taste. Carried. Mr. Church moved that the Municipal District of Calgary # L}4 be paid $11,000. as part settlement of our account, and that the balance of 010,000. be paid after we have received settlement from the M. Mr. Peters and Mr. Schmelke reported on their investig- the pound dispute of Schneider and Bigelow. Mr. Peters ed that the damage claim be dismissed and that refund be Wm. Schneider of $27.00; and that Pete Bigelow be paid 0 due him for impounding the bull. Carried. Mr. Boese, Brown, Schmelke, and. King reported on their investi ation for a nuisance ground to serve the Linden area. Mr. Boese moved that an endeavor be made to buy 2 acres of land fo* a nuisance ground in 5E- 25- 30 -26 -4 Carried. I Mr. Schmelke moved that Mr. Brown and Mr. Boese be 4L co_mmi4ee to arrange for the purchase of the said land for the nui *ance ground. Carried. be Mr. Brown moved that water rates of X6.00 charged the following businesses at Linden: Sam Toews (Egg- grading station) Co -op 'tore Atlas Service Station Tom Toews (Telephone office) Three n: of wate3 140 ft. monthly per month Aaron Toews (Cgfe -- store). Motion carried. I Mr. Peters moved that a letter be written to the fills School Division requesting .$500. as prepayment h rates; that the said School Div. be charged for ,of frontage, and that Mr. Brown investigate the water rate to be charged. I Council Meeting July 8, 1955 Page 3 1 Mr. Judt and Sons of Wimborne met with the Council and discussed a possible compromise of the tax arrears on S.E.1- 11- 3t+-26 -4 -- total of arrears and penalties as at this date were `1,911.33; title had been in the name of the Crown until Feb. 4, 1955 After considerable discussion, the Council proceeded to pass By -Law # 219 to accept $1,600. in full settle- ment of!arrears and penalties to date, subject to the approval of the �inister. s Mr. Brown moved that lst. reading be given to the said ByrLaw # 219. Carried unan. Mr. Peters moved that 2nd reading be given. arried unan. Mr. Church moved that 3rd. reading be given and that the By -Law be finally passed. Carried unan. Mr. A. �asselin met the Council regarding gravelling of roads in the vicinity of his farm. He offered to donate the gravel for the following roads. From NW corner of 11- 31 -23 -4 south app. 12 mi. North of 10 and 11- 31 -23 -4 ( 2 miles) He agreed to contact others interested in these roads and to find whether or not they would donate The Council meeting adjourned from 2 P.M. to 4.15 P -M- to allow the Court of "evision to be held. MINUTES OF COURT OF REVISION The Court of Revision consisting of Councillors Meston, Church, Boese, Campbell, and Schmelke met in the Municipal Office at `Three Kills on July 8/55, commencing at 2 P.M. o hear assessment appeals. Mr. C. J. Christie (Assessor) was present and gave information as to the assessments. Mr. G. King (Sec.- Treas.) acted as Secretary of the Court o Aevieion. The following appeals were considered 1. N.E-- 20- 29 -22 -4 R. G. Sayler, owner, was present and stated the assessment was oonsidered too high mainly due to sloughs on the land. It was pointed out to him that 7 Acres have ben allowed for this now. Mr. Schmelke moved that the present assessment of $3,860. be confirmed. Carried. 2. N.E 4- 12- 33 -23 -4 Fred Haller was present -- claimed the low land of en flooded Mr. Boese moved that the assessment be reduced from 03,140. to $2,750./ Carried. 3. S.W I -4 and S.E.41- 5- 31 -23 -4 Mr. Brunken and Mr. G. Janz were present -- claimed NW corner of SE -5 was poorer land. Mr. Chinch moved that the assessment of S.W.i- 4- 31 -2� -4 be confirmed at $1,190.'/and that the assessment of S.E.g- 5- 31 -23 -4 be reduced from U.160. to $4,000.1 Carried. 4 S.E 4- 13- 34 -23 -4 0. Mr. Boese oved that the assessment be reduced from X3,490. to $21920. /Carried. 8. S.W. - 24- 30 -23 -4 Wm. tiahite was present -- claimed that the pasture acreage was approx. 40 acres instead of 10. Mr. Schmelke moved that the assessment be reduced from $3,330• to 62,700. Carried. 9. NE�4 -13; N.E.2-24; S.E.4 -24, all in 30 -24 -4 Mrs. Olga Beagrie; -- she was not present. Mr. Schmelke moved that the asses ment of the building be reduced from $5,700. to $5,130 7 and that the assessment on theland remain at $80. Carried. Mr. Brown moved that Herman J. `jtoews be appointed a poundkeeper, with pound to be located on SW- 26- 30 -25 -4 Carried. Mr. Brown moved that we advertise for tenders for the dirt work for the stream diversion in NE -34 & NW- 35- 29 -26 -4, subject to suggestions from the District Engineer. Carried (Note advertisements to be placed in Drumheller Mail, Calgary Herald, and Red Deer Advocate.) Mr. C. E. Ruby, Field Supervisor, and Mr. H. Hanson (as Secretary of the Ag. Service Jboard) met with the Council The minutes of the Service Board meeting of June 20th were read Mr. Peters moved that the compulsory vaccination age for heifer calves against Bang's disease be changed x to 4--13 months instead of 4--9 months. Carried. Mr. Boese moved that the minutes of the Agricultural Service''Board meeting of June 20155 be adopted. Carried. Mr. Boese moved lst. reading to By -Law # 220 to prohibit_ field or roadside planting of trees within a distance of 125 t from the centre line of any roadway. Carried Mr. Bro moved 2nd. reading to the said By -Law. Carried. Mr. Chu ch moved trd. reading to the said By -Law Carried. Mr. Meston moved that i�lr Ruby have authority to use thelMunicipal sprayer for roadside spraying of mustard, etc., to his awn judgment. Carried. Jee page 6. Carried. Mr. Meston moved that the road leading to the elevators at Swalwell be gravelled, on condition that the Elevator Companies donate one -half of the cost Carried. Mr. Church moved that we order the balance of the aerial maps required for this District, so that same may be used for assessment and other purposes. Carried. Mr. Schmelke moved that assistant assessors be paid a total of $2.25 per quarter section for completed land valuations and calculations, that no extra payment be made for mileage; and that adjustment of the assessment for distance from market, school, bus, highway advantage, etc., be not include in this contract price. Carried.
