D. of Kneehill # 48 held a meeting at the Municipal Office, Three Hills, on .955, co^mlencing at 9:20 A.M. throughout Mr. Church moved that the minutes of the special meeting of April 29th and May 2nd be adopted. Mr. Schmelke moved that Mr. Peters make the necessary arrangements for this Carried Notice of admission of Mr Christian Itterman to Calgary General Hospital was read. Mr. Peters moved that Mr Cam bell investigate re his residence and hospital privileges. Carried. Mr Ben Pickering, of Ghost Pine Creek, met Council re work for D -4 and Overhead and /or up to 10 trucks; willing to work at Government rates. Letter from Major Broom was read in which he advised that 14r. Dan Srigley planned to return to Wimborne May 12/55• Application of P. S. Carried 4 Mr Brown reported on the proposed transfer of Pt. NE- 19- 30 -25 -4. Afer discussion, Mr Schmelke moved that Mr Brown and Mr. Boese investigate this matter further Carried. Mr. Meston reported that contact Clay Thomas re the grader, Mr Boese moved that the cancellation of the old road survey in El- 21- 30 -24 -4 on condition that crossings be maintained. Carried Mr. Brown moved that a letter be sent to Mr G Berreth of Bircham requesting him to fill in the old base- ment in Pt NE- 3-29-25 -4 adjacent to Bircham, as the basement constitu es a hazard. Carried Mr C. J. Christie presented the accounts for payment Mr. Church moved that the accounts be passed, except f r Mr Ruby's mileage which should be tabled for discussi n later in the meeting Carried. e Mr. G. King presented the paysheets for consideration. Mr. Church moved that the paysheets be passed for payment. Carried. The Sec. -Treas was instructed to write to Tony Reimer d notify him that no further road work will be paid to him. the work is first authorized Mr. Brown and Mr Boese agreed to meet John Esau and to d scuss mileage payments with him I Mr. Campbell agreed to see `'ack Christensen and to discuss mileage payments with him, with special mention of mileage to and from work. for the Mr Peters moved that Mr. John Esau be paid $31.00 Afference in truck licence plates. The meeting re- convened at 1 P.S., with all the councillors present Mr. G. King reported that he had received the Permit to trap muskrats as requested by Council. I Mr. R. Brown reported on mileage payments as requested by Mr. Fuby, yield Supervisor Mr. Ruby then met with the Council and discussed mileage rates and the living allowance of $25 Imo. voted to him; he declined the 25 mo granted to him as a living allowance After discussion , Mr. Church moved t at the mileage rates for Mr. C. E. Ruby as Field Supervisor be as follows. 100 mile for mileage without load 15¢ mile when hauling the tree planter 20¢ mile for all spraying, roadside seeding, etc Motion carried. a A letter from the Field Crops Branch, Dept of Agricult re, requesting that e.ur Field Supervisor do weed inspecti n work in L I D # 42 was considered, maximum service equested was to total $200.00. Mr. Brown_ moved that the said Dept. be notified that the Field Supervisor has full s. time work with this District and cannot be released to act as Weed Inspector of L.I.D. # 42. Carried Sam Eslinger met the Council He may buy a new small crasher; estimated his price for crushing to 1 lit size and loading at 55¢ c.y., price for screening and loading price 35¢ c. Y. Mr Ed Belsheim, Asst. District Engineer, met the Council and discussed the Contingency Grant He also sub- mitted r ugh estimates as follows: Jutras Job South 1- 29 -21 -4 $2,500. for dirt work, plus cost of 4 or 5 ft. culvert; 18 ft fill required to give 10o grade; Bridge Branch might supply the culvert Sarcee Job South 16- 31- 22- 4-- estimate of $7,000. to include earth work, gravel, land survey, etc. dirt work Smouse Creek West 31-32-M-4 est. $5,000 for He advised the Council to apply in writing for the Contin_bency Grant, with the application to be sent to the Red Deer, office. Mr Peters moved that the Council do not grant permission for any building to be erected in Torrington on that area which is reserved for Public Works and /or Park Carried Mr. Heaton, of Sundre Contracting Co. , met with the Council. Mr Ray Burgoyne, of Trochu, met the Council re obtainin work with the road crew; experienced with D -7 and TD-1 . Mr Lyle Munro, of Carstairs, met the Council re stockpiling of gravel from the River and gave his price of not over 50¢ cu yd for 12,000 to 15,000 cu. yd. contract He outli ed his plan for a cable across the river and proposal to drag he gravel out. He would charge only for the gravel put into the stockpile Mr. Meston moved that the Council guarante him payment for 12,000 cu. yd at a price not to exceed 5 ¢ cu. yd.; no extra ee expenses to be charged to this Dis rict Locations to be Bear Morrin and Munson ferries Carried See page 4. Council Meeting May 9, 19155 Page 4 Mr. Munro also stated he had a Cedar Rapids Pitmaster Crusher and quoted the following prices for crushing & loading: 1.11 --55 , lilt- -app. 62¢, 111--70¢; spreading -- 50 extra The Council then discussed Hail Suppression with a Comm o Jas Bishop, Harold Howe, W Unruh, H C. Currie, R. Rice, Ed. Kober, and David Wiebe They gave evidence in support of the Company and dealt on general public support, stating that from 70 to 90% of those contacted had signed a petitiorl requesting the Municipal District to increase its budget this year by app. 8 mills to provide for Hail Supp- ression on a Municipal basis. The, turned over to the Municipal District cheques from farmers for a total of to be used as payment on taxes on condition that HaIng Suppression is undert�kken on a Municipal basis. Mr. G , S ec -Treas of this M. D., then told the committ e that he had contacted the Dept of Municipal Affairs by telephone as to the authority of a Municipal District to expend money for Hail Suppression. The matter had bee discussed by the Deputy - Minister, two chief Municipal Inspect rs, and officials of the Dept of Agriculture; the reply received was that, under the present Act, the Listrict could n t expend money for Hail Suppression, but could give a grant under Sec. 295(b) which allows grants to a maximum of 42,5 0. in any year. The committee then requested that two members of the Council be delegated to go to Edmonton with a Dail Suppression Comm to discuss this matter further with Government officials. Mr Peters moved that fir. Brown and Mr. Campbell be the del gates for the above Carried Mr. Hugo Toews and Mr. R. Milne met the Council and complained that a farmer, Mr David Falk, was retailing fuel oil on his farm and asked if Council had granted permission Mr Meston moved that Mr. Peters and Mr. Brown investigate Carried. Mr. Peters moved that the Council adjourn for supper from 6:20 to 7:20 P.M. Carried. The Council re- convened at 7:20, with all members again resent Mr. Ed McNair, of Beiseker, met the Council re gravel 14ork. Price '18,048. Also qu ted price on used Adams #12 Elevating Grader, with Int. P 0 Motor and new belt $2,250. Mr. Smith, of Costello Equipment met the Council re a Huber Warco Motor Grader. Price $17,289. Mr. Harley Dean, of Cruickshank- Richardson Equip , gave pr>ce of 4-:21� cu. yd. Scraper for Hough Payloader $4,075. F.0 B. FOB Three Hills Mr McLennan, of Waterous Equipment, and his Branch Manager. et the Council Price of AD -40 $19,802 Mr Ken Arkley, of Westeel Products, met the Council re culverts and signs Mr Peters moved that the following be ordered for delivery to Three Hills: 14 lengths 1211 by 16 ft.; 14 lengths 1211 by 14 ft.; and 20 DANGER signs (scotchlite) Carried 3 Mr. Ron Ainsworth, of Ferguson Supply, met the Council re Champiion Motor Grader Price $17,850. Mr. Reuben Dick, of Concrete Drainage, met the council re concrete culverts. No order was given, but Divs. 2, 6, and 7 may order some small sizes later Note: Prices as listed for Motor Patrols are for machines of similar size and with about the same equipment; fuller details were outlined by the salesmen By ballot vote, it was determined that the majority of the Council favored the purchase of a #12 Motor Grader Mr. Meston moved lst reading to By -Law #217 to purchase a # 12 Motor Patrol from Union Tractor and Equipment Co. at i price of $17,693. Carried Mr. Meston moved that the Shop Committee and Robert Hogg (foreman) inspect the used Adams # 12 Elevating Grader for sale by Union Tractor, and that they have power to act Carried Mr. Schmelke moved that the Shop Comm and the 'peeve be empowered to hire an operator for the new # 12 Motor Patrol. Carried. Mr Boese moved that this District apply for Conting- ency Grafts for the following: 1. Jutras 'Job South 1- 29 -21 -4 $2 500. plus culvert 2. Sarcee Job South 16- 1 -22 -4 7,000 including gravel and all other costs 3. Smouse Creek West 31- 32 -26 -4 $5,500. incl. gravel 4. Bitz Coulee in NW -9 and SW- 16- 29 -24 -4 $39000 plus culvert (incl gravel) 5 North of Gelinas West 1 & 2- 34 -25 -4 $5,000. Incl. gravel and all other costs. 6. Dundas Hill South 4- 32 -26 -4 $4,000 incl gravel (Total of above projects $27,000 ) And that the Municipal District agree to pay for land purchases, surveys, and fencing as its contribution to the projects as listed.
