Those present were: Mr. A. H. Church Div. 1 Mr. Noah Boese 2 Mr. Ralph Brown 3 Mr. Duncan Peters 4 Mr. L. P. Meston (Reeve) 5 Mr. S. C. Schmelke 6 Mr. C. C. Campbell 7 Mr. Peters moved that the Council waive notice of this me ting and that the Council deal with any business which i brought before the meeting. (Sec. 49) Carried unan- imously Mr. Church moved that the Hail Suppression Comm. be granted an interview with the Council from 11:30 A.M. to 12:00 noon. Carried Mr Brown moved that the minutes of the meeting of April 41;h, 5th, and 16th be adopted. Carried. Mr. Brown requested that By -Law # 213 be advertised in local papers as soon as possible Correspondence as per the Agenda included with these minutes was presented to the Council. Mr. Church moved that the Director of Rural Planning be advised that the Council approves of the Transfer of a portionlof S.W.J- 26- 28 -20 -41 said parcel lying to the north- ✓' westerl:t side of Highway # 9 and near the south -west corner of the said quarter. Carried. Mr. Church moved that the Minister of Highways be advised that the Council approves of the application of Mr. r G. J. Vdgan to move his house on to a foundation a p. 10' west and 10' south of its present location in N.E.- 22- 28 -20 -4 Carried. Mr. Peters moved that the Council refuse to cancel the existing survey in N.E.- 14- 31 -26 -4 as there is no other legal in�l.et to S.E.4- 23- 31 -26 -41 and that Mr H. E. Crowle be so notified. Carried Mr. Brown moved that the complain -rof E. K. Balderson re a ti blow -out on the Buoyant bridge be referred to the Insuran Co. Carried Mr. Schmelke moved that the Council approve of the addition to this Municipal District of Secs. 1 to 6 incl of 35 -24-42 and of having same added to Division 7. Carried unan. Mr. Schmelke moved that a start be made on a new assessment by assessing the new territory added to this District, and by starting to prepare field sheets for the whole ar'a. Carried. Westeel Council Monday, Assets Council Meeting April 29, 1955 Page 2 Mr. Peters moved that an order be placed with Products Ltd. for the following culverts. 14 lengths of 1211 -- 16 ft. 14 it -- 14 ft. 200 ft. of 4$11, with sufficient balev bevelled ends Mr Peters moved that this Council meet with the of the Mun. Dist. of Calgary at this office on May 2-155, at 10:00 A.M. to discuss division of nd Liabilities. Carried. At 11 :30 A.M. the following were granted an inter- view with the Council re Hail Suppression: Mr Wm. Connor, the District Representative of W R.D C' Modification Corporation Ltd., of Brandon, Manitoba IMr Jas. Bishop, Mr. Edward "Kober, Mr. Arthur R. Tetz, a#d Mr. Jas. Christie- -these being local committee memberst They outlined the possibilities of Hail Suppression; reported on activities to date including the interview with the Minister of Agriculture and others at Edmonton; presented references in support of the standing and record of the said Corporation, requested the co- operation and moral support of the Council; invited the Councillors to attend a meeting in Threo Hills on Apr. 30th at 8 P.M., suggested that the best method of financing would be privately as far as possible, with final assistance from the Prov Govt. and the Municipal District; estimated cost for the whole District at $907000 to $95,0,0., asked if the Municipal District might finance it if a 75% petition favored it, and if a special mill rate might belevied on a portion of the District Mr. Peters moved that the Council adjourn for lunch from 12.30 to 1:30 P .M- The Council re- convened at 1:30, with all members again in attendance. Mr. Brown moved that the Sec. -Treas write to the Dept. oflMunicipal Affairs for information as to the powers of the C�uncil in respect to the scheme for Hail Suppression. Carried. Mr. Harper, Jr , of Drumheller requested permission to erect a second dwelling on the property in S.E.J- 27 -28- 20-4 which is owned by his father and mother Mr. Church moved that this be approved. Carried. Mr. Peters moved that the Calgary General Hospital be notified that Mr. Adolph Rilling is a property owner.& and not indigent, though perhaps unable to pay his account immediat ly, and that the said Hospital be notified that Mr. RilAng is a ratepayer of the Three Hills Municipal Hospital District. Carried. Mr. Boese moved that the District Engineer be asked to estimate the cost of road work at the following locations as these may apply for Special Contingency Grant: South of 1- 29 -21 -4 (Jutras) South of 16- 31 -22 -4 (Sarcee West:Creek) West 31- 32 -26 -4 (Smouse Creek). Motion Carried. Mr. Boese moved that the Council approve of the closing pf the original C. N. R. crossing North of 9 -30 -24-4 on the direct road allowance. Carried. I Mr. Schmelke moved that the Huxley Fish and Game Association be advised that this District is not paying any bounty for destruction of crows or magpies. Carried. Mr. Church moved that Mr. Brown bring in a report re the possible transfer of a portion of NE- 19- 30 -25 -4 from Jacob L. Baerg to Armien E. Toews Carried Mr. Meston agreed to bring in a report re the possible sale of a grader to Clay Thomas and Bruce Ruby. Mr. John Callaghan met the Council to request the District to grade app 4 mile of road in to his house in S.E.4 32 -24-4. Mr. Peters moved that this work be auth- orized t $6.00 per hr. for a Motor Patrol. Carried. Mr. Boese moved that 3rd. Reading be given to By -Law 209. (Sale of Swalwell lots to Janzen). Carried. Mr. Meston moved the Panther Oil & Grease business be referred to the Shop Committee. Carried. Mr. Church moved that the District pay the diff- erence between X and E licences for trucks for those requiring same, and that further details be secured from the riighway Traffic Board at Edmonton. Carried Mr. Boese moved 3rd. reading to By -Law # 208 (Sale of Swalwell lots to Paget) Carried. Mr. Brown moved that the Council approve of the redempt on of $11,000 of Dominion of Canada Bonds which had been ca led for Redemption by the Dominion; and that the Council also approve of the deposit of the $11,000. in the Royal B at Three Hills Carried. Mr. Brown moved that Mr. Peters and Mr. Schmelke investigate the advisability of the use of Block R at Torrington for the site of a Community Centre building. Carried The minutes of the Agricultural Service Board meeting held on April 21/55 were read to the Council by Mr. H. Hanson, Secretary of the Board. Mr. Brown moved that the Council adopt the said minutes. Carried. Mr. Brown moved that Mr. C. E. Ruby (Field Sup.) be given a $25.00 per month living allowance in addition to his regular wages, as from April 1, 1955• Carried. Mr. Schmelke moved that the tentative program of the Agricultural Service Board be adopted as presented and that th Dept. of griculture be requested to draw up the require Agreement -on this basis Carried. Mr. Church moved that the Council hire Dr. J. Greenwayl to vaccinate calves for Bangs at the same rate as last year Carried. See page 4 Form 149 -P— Special MUNICIPAL SUPPLIES LTD. Council Meeting April 29, 1955 Page 4 Mr. Schmelke moved that no change be recommended in the ang's Vaccination age for calves of from 4--9 months. Carried. Mr. Brown moved that all correspondence not other- wise dealt with be filed. Carried Mr. and /or Reeve limits f Sec. Boese moved that the rate of pay for Councillors be $10.00 per day and 10¢ per mile within the 55 of the Municipal Districts Act. Carried. Mr. Peters moved that all other mileage rate of 10¢ mile, except that the Field Supervisor 15¢ mile when using his truck for weed spraying. be at the be paid Carried. Mr. Jim Blanchett and Roy Schrock, of Morrin, met the Council re ravel work- -have a Cedar Rapids Crusher (new a in 1954) and -yd dragline with 30' boom. Crushing rates 550; 1 60¢, i" -- 65¢, separate Cat tractor will do limited stripping, etc., at no extra charge, charge for spreading gravel app. 5¢ c.y., stockpiling from the River -- 50¢ c.y., has 5 regular truckers ; last year received 40¢ yd flat rate for hauling for first 3 miles The estimates of probable revenue and expenditure for 195 were then considered and discussed in detail and a tents ive partial list of estimates was drawn up for referen e to the Finance Committee when completing the final Estimates for a later meeting; full details of these will be shown - -with the complete estimates when duly passed at a later'meeting. Mr Brown moved that an allowance of 8% be added when setting mill rates for all Municipal Hospital Districts and School Divisions or School Districts, so as to provide for non - collections and discounts. Carried At 7 P.C. Mr Peters moved that this meeting adjourn to re- convene on Monday, May 2nd , at 9:00 A.M. adjourn, May 21 1955 The Council re- convened at 9:15 A.M on May 2/557 with all Councillors again present The Council then discussed the statement as prepared by Mr. B. Ramsay, Municipal Inspector in respect to the division of Assets and Liabilities with the new Calgary Municipal District for 28 -25 -4 and 28 -26 -4 A copy of this statement forms a part of these minutes and shows the proppose amount owing to the said Calgary Municipal District as $21, 25.46 At 10:15 A.M. the following representatives of Calgary.Municipal District met with our Council and discussed the di v Sion of Assets and Liabilities* Mr. Bull (Reeve), Mr. Ros nberger, Mr Bittle, Mr. Robinson, Mr. Reumiller, Mr. Ec in, and Mr. Joyce as Councillors; and Mr. D. N. Gardiner (Sec.- Treas.) Mr. B. Ramsay, Municipal Inspector, was also present, he stated that any agreement mutually decided upon would be acceptable to the Department, and that the proposed statement did not necessarily have to be accepted See page 5 stated the M The f of others: Page 5 May 2, 1955 Mr. L. P. Meston (Reeve) opened the discussion and at this District had accepted a reduced figure from of Red Deer and requested similar consideration wing points were mentioned and discussed along with I The two townships lost& to Calgary Municipal District were about the best in our former area from the standpoint of both assessment and road conditions Road work had been carried out in that area late last fall--2 miles of District Highway had been graded and gravelled; 2 other miles had been graded; other minor work had also been done. The tax arrears that were transferred with the land were all likely to be collected. About 10 hrs. snow_gowing had been done in that area in 1955 and no account had been sent After the above were discussed, Mr. Meston on behalf of our Council requested that they accept $15,000. as full settlement, without prejudice. Our Council then withdrew to allow the Calgary councill rs to discuss the offer of $15,000. Both Councils again met and Mr. Bull stated that they wer willing to accept $21,000 as full settlement He and his Council then withdrew. Mr. Boese moved that our Council make a counter offer of $18,000. as full settlement, without prejudice Carried Both Councils again met and further discussion took place Mr. Bull and Mr. Gardiner suggested that perhaps the original proposal was too low The offer of $18,000. was refused. The Calgary Council again withdrew. Mr. Schmelke moved that the Calgary municipal District be asked to reduce their claim to $20,000 , having regard to 1954 roa work, etc., but, if this be refused, that settle- ment be ade in full of all claims at $21,000. Carried. The above motion was outlined to the Calgary Council and they discussed it privately. They then notified our Council they were not willing to accept the $20,000. offer and that they therefore would expect $21,000 in full settlement. r. Bull then thanked our Council for the conducting of the disc ssion in a friendly manner and for the courtesies extended to them Mr. Meston replied briefly and also thanked them for the wav in which the discussions had been handled.
