Moved by Mr Schmelke that $12 00 refund of minimum
taxes ( 950 - 1951 -1952) be made to Aarne Keila, Trochu. Carried,
Moved by Mr. Schmaltz that we ask the Department of
Public if they have made an investigation into the

ances of Mrs. Nellie Hart, Olds, Alta. Carried.
Mr Christie gave a report on his investigations
of the ircumstances of Airs. Alma Friesin, and moved by Mr.
Schmalt that report be accepted Carried.
Moved by Mr. Schmaltz that Mr. Parry, Mr. Schmelke
and A. J. Purvis meet with Torrington residents regarding
the building of community hall, and the proposed building of
an oil marehouse on Lot 3, Block 1. Carried.
Moved by Mr. Ohlhauser that Arthur Becker be ordered
to remove rocks placed by him on the road west of N14- 10- 29 -24 -4,
and that Alfred Ziegler and Spitzig Bros. be ordered to remove
rubbish deposited by them on the road west of SW- 26 »29- •24-4;
the said work to be done within thir .ty days. Carried.
Mr. George Mills and Mr. Gus, Schmidt met the Council
regarding the road West 22- 31 -24 -4; discussion centred on the
damage to the east ditch due to extra water from the slough
being drained to the north Mr Schmidt gave his approval to
the Council widening the easterly slope of the fill, if desired
Mr Mills agreed to help pay the costs if further damage isdone
to the r ad Mr Schmidt and Mr. Mills agreed to fill the deep
hole at the northerly end of the ditch with manure Moved by

and that first reading of By-Law No. 195 be passed

Moved by Mr. Ohlhauser that the Town of Three Hills
be advis d that the Municipal District will supply machinery
to move ind leval earth at the Three Hills Cemetery. Carried.
Moved. by Mr. Meston that Municipal District requires
that the increased pensions now being received by Mrs. Trentham
and Mrs. McCleary be applied on the cost of maintenance in
St. Mary s Hospital, Trochu. Carried„

The following report was submitted by the Secretary-
A Committee of the Council met in Room 5 of the
Hotel, Torrington, Alberta, on June 4th, 1954 at
Present: Mr. A. H. Church, Mr. J A. Ohlhauser,
Mr. Hug Parry, Mr. L P Meston, Mr. S. C. Schmelke, Mr. Martin
Winther, and A. J. Purvis, Secretary- Treasurer.
Mr. W. D Roach, Torrington, and Mr. S 0. Robinson,
of Soldi r Settlement, Olds, were present,
The Council discussed with these two men the matter
of alleged damages suffered by Mr. W. D. Roach on *- .13- 32 -26 -4
by reason of flooding of lands. Mr. Roach claims that the
flooding has been aggravated by reason of a road grade con-
structed by the Municipal District on the east side of
SE-3332 26 -4.
Moved by Mr. L P. Meston that the Municipal District
undertak to do the following:
(a) Pay W. D. Roach $300,00 withour prejudice in
full settlement of alleged damages.
(b) Undertake to install in 1954 an 18" culvert in
W. D Roach's farm crossing, and 18" equalizer culvert in the
road gra e 4 mile south of the northeast corner of his farm,
and an 1 ft culvert in the farm crossing approximately 100 yds.

road froin Ehrman gravel pit to north Moved by Mr. L P.
Meston that Mr. Schmelke investigate this matter Carried.
Mr. Gordon Ward and Mr. Alex. Vorrath interviewed
the Coun it regarding the road from Berkley School 1 mile east,
12 miles north. They were informed that their request would be
given co sideration.
Messrs. Page, Milne, Rauner, Paul and Page interviewed
the Council regarding the road from 5E- 18.- 31.-26."4 2 miles north,
2 miles east, and 2 miles south. R. Page offered to donate
gravel, those interested might donate one -third of cost. Mr.
Parry promised this matter would receive consideration
Six ladies from Ghost Pine interviewed the Council
regardin, the road to Sarcee Butte school, and submitted a
petition requesting a bridge across Ghost Pine Creek west of
the Sarc e Butte school, and the grading and gravelling of the
road west and south from the Sarcee Butte school They were
informed that copies of the petition will be sent to Hon. Gordon
Taylor, inister of Highways, and to the Bridge Branch, Dept. of
Highways and that the Municipal District agrees to build the
requeste roads, if bridge across the Ghost Pine Creek is built
Jos Heaton, representative of Sundre Construction
Co. interviewed the Council regarding gravel work He quoted
the following rates for crushing gravel: 12" 60¢5 1 65 ,
1" 70¢ He was authorized to start work at the pit west of
Beiseker on June 21st, 1954
Mr. Ken Arkley, representative of Westeel Products
Limited, Calgary, interviewed the Council
Mr. Ace Eskola, of Waterous Limited, Calgary, inter-
viewed the Council, and quoted prices on brush cutting machine
Mr. Rokosh, of Rokosh Engineering Co. met the
Council, and gave a resume of his company's activities,
Mr. Moore, of Union Tractor and Equipment Co. inter-
viewed 4e Council.
Moved. by Mr. Ohlhauser that Council adjourn
until Tu sday June 15, 1954 at 9.00 a.m. Carried.

Mr. G King reported that J Douglas Hunter, of Drumhelle1
ed about 400 cu yds gravel from the Kralik Pit without
of the Municipal District and that this had been investigat

as to the works to be undertaken under Government Grant.

In reply to his inquiry, Mr Belsheim was informed that
he Munso River hill. will not be gravelled this year, also that
o major *ork is planned for the John Zeigler road.
A list of donations received for 3 -way gravelling was

Mr. Schmaltz moved that Messrs Schmelke, Parry, and
a committee to investigate regarding the purchase of
h gravel, or the gravel only, in the Allingham --

Mr Parry moved that Mr. Winther and Mr. Schmelke be
a commi tee with authority to prospect for gravel in the
vicinit� of the Gelinas Pit, Meehan, and the Ashcroft area.
Carried.
It was agreed that Mr. Winther should make arrangements
to have the culverts installed lower at the Knievel Flat --
in Section 28- 33 -23 -4
Mr. Schmaltz moved that, for 1954, the allocations
for Public Works be 60 of the estimated Municipal collections
in each of the following* Wimborne, Torrington, Linden,

Mr G King reported to Council that he had been
appointed Sec. - Treas. of the Alberta Association. of Municipal
District Secretary - Treasurers Association, and he requested
that the Council approve of his accepting this position
The Cowicil agreed to this.
Mr Harry Johnson met with the Council regarding
contemp eted changes on Lot 3 Block 4 Three Hips Subdivision
Plan 4617 F.N. -- location. of Propane Storage tank, etc. He
asked that Council approve of the installation of a larger
Propane storage tank After discussion, Mr. Winther moved
that approval of Council be given, subject to the following.
1. That the consent of the Fire Commissioner be
first obtained
2 That the new tank be located midway between the
east an west boundaries of the lot
Motion carried
Moved by Mr. Ohlhauser that Messrs. Parry, Schmaltz
and Purvis be appointed a committee to carry out and supervise
the Linden waterworks program, and that they be empowered to
engage Haddin, Davis and Brown, Engineers, Calgary, to supervise
the said program Carried.
Messrs. Schmaltz, Church and Purvis gave verbal reports
of the remier's Highway Safety Conference held in Edmonton on
May 19t1, 1954 Moved by Mr. Ohlhauser that said reports be
accepted, and payment of travelling expenses authorized. Carried.

Articles of Agreement between the Minister of Highways
and the I•iunicipal District of Kneehill No. 48.

The MMinister of Highways hereby agrees to pay to the
said ;Municipal District 75% of the cost of the work on
the roads as listed.
The total payment by the Department to the said Municipal
District under this agreement shall not exceed $88,955,00
The said Municipal District agrees to commence work on
stated projects within thirty days of this agreement,
and to complete all works prior to October 31st, 1954.
The said Municipal District hereby agrees to carry out
the work in a manner approved by, and satisfactory to,
the Department of Highways.
The said Municipal District hereby agrees to submit all
vouchers covering the cost of the work to the District
Engineer for the purpose of checking the cost of work.
If, in the opinion of the Minister, the cost of any
piece of work undertaken under this agreement exceeds
the value of the completed work, the Municipal District
agrees to accept the valuation placed on the work by
the Minister as the basis on which contribution shall
be made.
