Those present were: Mr. A. Church Div. 1 Mr J A Ohlhauser 2 Mr. Matt Schmaltz 3 Mr. Hugh Parry 4 (Reeve) Mr. L. P. Meston 5 Mr S. C. Schmelke 6 Mr. M. Winther 7. held on May 21/54) Moved by Mr. Meston that this meeting deal with any busine s which may be brought before it. Carried unanimously Moved by Mr. Winther that a letter be sent to Mr. C. C. Campbell expressing appreciation of his services while Councillor. Carried. Correspondence regarding the new Entice Crossing was read. Moved by Mr. Ohlhauser that the Municipal District get a sure y made of the new road and crossing at Entice; also of the change in diversion in the road W. 25 & 36- 33 -25 -4. Carried. Mr Winther moved that a letter be written to the C. N. notifying them of a broken culvert in their right - of -way near the Huxley elevators. Carried Mr Schmaltz moved that a letter be written to the Superintendent of the C P. R. asking for the closing of the crossing W/SW- 29- 29 -25 -4 (north of Acme) on condition that the C. P. F. assume responsibility for the crossing in SIV- 19- 29 -25 -4. (South of Acme). Carried. A general discussion was held regarding maintenance and road building Following this an estimate was made of the tractor hours required for the projects listed on the "List of Inspections" made in each division, certain projects were deleted by the local Councillors and certain others were added. The following totals were arrived at: Div 1 905 2 815 3 850 4 1670 6 1405 7 920 Total 5650 Based on roadmen starting work at 7 A.M. and stopping work at 7 P.M., it was estimated that each tractor would be able to do 1,000 hrs. work, this would give a total tractor time of 6,000 hrs. Mr. Schmelke moved that the limit of work per division for the first round of work be 600 hrs., with 4 50 hrs overage if nece sary to allow for completion of a project underway Carried. It was agreed that the Road Comm should make further investi ations for the following. 1. Outlet for Thos. Armstron & others in vicinity of NW-15-29-21-4 (# 23 on Div 1 list 2. Outlet for Jakobs and Elvin (Sec 25 cx 35- 32 -22 -4) Refer t ) # 16 & 17 of Div. 5 list. 3. Road through la.s. Bishop land (NE- 20- 31- 2 ?_ -4). This was not listed previously. See page.2. J V J` 7orm 149 -P— Special Council Meeting May 21/54 Page 2 Mr. Ohlhauser moved that the Government Bridge Branch be ask Ed to supply a culvert to replace the bridge at the Mchinn n Coulee -- location S/SE- 27- 29 -22 -4. Carried. Mr. Meston moved that Mr George Mills and Mr Gus Schmid be asked to meet the Council on June 14th. Carried Mr. Parry moved that this District again endeavor to get a nlew bridge for W/NW- 7- 31 -26 -4 (Pages) Carried. It was agreed unanimously that no work be done this year on the road West 17 & 20- 31 -23 -4. Carried. A letter from the Alta Pacific Grain Co. regarding road work on the Taylor Siding hills was read. Moved by Mr. Ohl auser that the said Co. be advised that no part of the hil s are in this Municipal District. Carried. Mr. Gimbel foreman, reported that no 3 ft. extension for the Elevating grader was in stock in Calgary, and that they had no price list for same. He also reported that a W -9 motor would cost app. $2,300. complete, and that a U -6 Motor would cost ap . $1,600. complete. Mr. Schmaltz moved that the Shop Comm be given authority to order a 3 -ft. extension and to arrange for purchase of a suitable motor Carried It was agreed that the following be the next work for the roa crews: South Camp: -- 1 Install culverts E- 34-- 29 -23 -4 (Hays) 2. West 17- 30 -22 -4 (Grand Forks hill, etc.) 3. Work for Div. 4, commencing ith E. 13 & 24- 30-24-4 (Gardner & Beagrie). North Camp: -- Sunnyslope East hill; S. 26- 31 -26 -4 being mile of road at new bridge (Keiver), W. 28 A 33- 31-26-4 (Jas. Raffan) . Mr. Schmelke moved that the Government Bridge Branch $� be asked to supply a culvert as replacement for the bridge �3 between 20 & 21- 32 -26 -4 (South of Roy Morley). Carried. moved Mr. Schmelke agkad that the District Engineer be asked to inspect the road West 30 & 31- 32 -26 -4 (Smouse Creek) to give ad ice re the hill near the north, and also about the replace nt of the bridge Carried Mr. Winther moved that the Govt. Bridge Branch be asked to supply a 40 ft. bridge for the flat South of N- - 28- 33 -23 -4 as the culvert installations are not satisfactory. (Knievel s). { Carried Mr. Winther moved that we endeavor to find which Oil Crew left a flowing well S /SE- 30- 34-## 23 -4 about 80 rods west from the fence at the Highway, Mks), and that the Co. responsible be asked to plug same Carried ' Mr. Schmelke moved that a local councillor and /or Mr. G. Ring arrange for the purchase of land, removal of fences, etc., where same is necessary for road -work to be undertaken this year. Carried. Mr. Ohlhaaser moved that the following be the maximum prices allowed* 1. For cultivated land $75.00 per acre 2 For pasture land $35,00 It 3 Removal of fences, etc" $100.00 per mile each side. 4. Change of power lines $125.00 mile. Mr. Schmaltz moved that letters be written to the local Te -phone Companies where moving of telephone lines is necessar for widening of roads this year. Carried. It was agreed that any gravel taken from the following pits hould be crushed to a size not exceeding 11 ": Ehrman, River stock -pile, Buyer; Thorburn; Steward, Nacmi e; Linden area; Knudsensi Calverts It was also agreed that pit run gravel might be used from the following: Swalwell east, Coates; R. Rices. Moved by Mr. Schmelke that this District approve of the a placation of Mr Eli Scheurer to build an Oil Ware- house on the north end of Lot 3 Block 1 Torrington, and that this District guarantee not to approve of any building on the south 30 ft. of Block "R" Torrington. Carried. Moved by Mr. Winther that Mr. Schmelke investigate regarding a location for the proposed Community Centre at Torrington Carried. A letter from the Canadian Utilities was read regarding improv d street lighting They offered to change the bulbs from 1 0 watt to 250 watt for an additional charge of 50¢ per li ht per month. (Hamlet Street Lights). Mr. Schmaltz moved hat this be approved and that the Canadian Utilities be authorized to make the change. Carried Govt. letter regarding Mrs Nellie Hart was read. Mr ScImaltz moved that a letter be written to the Child Welfare Dept, giving full particulars, and that the said Dept. be asked to conduct any further investigations deemed necess ry by them. Carried. Mr. Ohlhauser moved that the following accounts be authorized paid* 3941 Robert Hogg $20.00 / difference in licence 3942 Crown Trust Co. 2.00' for refund 3943 A. J Purvis 57.61` petty cash account 3944 Knee Hill Coal 2.00 / for refund Carried. It was agreed that a start should be made this year in securing additional right- of -waX and rebuilding certain locations of District Highways to ovt. Standard The loc- ations agreed upon were as follows: 1. W. 16 & 21 -28 -24-4 (From # 9 north 2 miles toward Grainger) 2. N. 7 & 8- 30 -26 -4 (Acme -- Carstairs road) 3. S. 11 21 & 3- 32 -23 -4 (Three Hills East) 4. S. 11 27 & S/SE- 3- 33 -26 -4 (Torrington East). Moved by Mr. Schmelke that this meeting adjourn. Time 7:00 P.M. Carried.
