The Council of the Municipal District of Kneehill No. 48 met on April 3rd, 19549 as provided in Section 39 of The Munic pal District Act, 1954, at the hour of 9.30 a.m. in the Municipal Office, Three Hills, Alberta, showing t existing Councillors present: Mr, A. It 7 The Report of the Returning officer was read, iat the following have been duly elected to fill the tacancies on the Council, viz,: Mr. A. H. Church: Division 1. Mr, Matt, Schmaltz: to 3. Mr. Martin Winther: it 7. The Oath of Office for Councillors was subscribed to Mr. Ch rch, Mr. Schmaltz and Mr. Winther, Mr. Schmaltz nominated Mr. Parry as Reeve. No other do s were made, and it was moved by Mr. Ohlhauser that do s close. Carried. Mr. Ohlhauser nominated Mr. Schmaltz as Deputy Reeve. furthe nominations were made, and it was moved by Mr. Mest&n t nomi ations close. Carried, Mr. J. A. Ohlhauser moved that the minutes of the previous ouncil meeting be approved. Carried. The Financial Statement for month of March, 1954, was read, viz.: Net balance on March 1st, 1954: $ 1327714.05 Receipts in March, 1954: 17,222,82 Subtotal: $ 149036e87 Disbursements in March, 1954: 1241750,,94 Net balance on March 31st, 1954: 6 25,185.93 Moved by Mr. Schmelke that Financial Statement be approved. Carried. Moved by Mr. Parry that D. J. Brodner be paid for 2j hours now-plow work at $4 #00 per hour; and that he be notified ;hat no further accounts will be paid unless work is first authorized by the Council. Carried, Mr„ G. G. King, Asst. Secretary - Treasurer, submitted the pay• -s eets for month of March, 1954, and it was moved by Mr. Ohlha ser that same be passed for payment„ Carried. Moved by Mr. Ohlhauser that Raphael Hagel, of Beiseker, Alberta, be asked to pay $5.00 for snow - plowing of his lane, and advise him that other ratepayers have paid for similar s rvices. Carried. Moved by Mr. Schmaltz that Brownlee & Brownlee, !s, of Edmonton, be engaged by the Municipal District to L1 procedure to collect the 1953 taxes owed by the .11ing Co. Carried. Moved by Mr. Schmaltz that Secretary -Treasurer be instruct d to secure additional information regarding the charge o dynamite alleged to be unexploded and in a drilling h6le at location south of 25- 30-26-4. Carried, Moved by Mr. Ohlhauser that Council adjourn from 12.15 p. . to 1.30 p.m. Carried. Business resumed at 1,30 p.m, All Councillors in attendan e. Moved by Mr. Schmaltz that Mr. Parry and Mr. Meston arrange or the removal and disposal of timber from the bridge 2J miles1west of Three Hills, Carried. Moved by Mr. Schmaltz that arrangements be made for the ouncil to meet with Mr. P. J. Rock on May 10, 1954 at the g avel excavation site on the Red Deer River. Carried, Mr. Hopkins, of Hopkins Contracting Co,., Lacombe intervie ed the Council regarding gravel work in 1954. Mr, Arnold Boese and Mr. Bernard Regehr interviewed the Council regarding the proposed water -works scheme for the Hamlet Q Linden. Moved by Mr. Schmaltz that the council approve the said scheme in principle, providing 531000 is raised in cash by the ratepayers, and that the total estimateo cost does not exceed $10,000. Carried. Mr. Wm. Dyck and Mr. Dan Boese met with the Council regardin improved mail service for the hamlets on the C.P.R. line from Acme to Wimborne. They stated that there is a poss- ibility that a mail truck will be put in this area operating from Acm to Wimborne, instead of from the towns on Highway No. 21, s at present. Council suggested that a petition be circulated asking for this service, Mr, William Toews met the Council, Moved by Mr. Ohlhause� that one 3-ton built -in trolley and hoist, and one 3 -ton tr lley be ordered from Fairbanks - Morse, Carried. Moved by Mr. Schmelke that the budget be approved, and municipal mill rate of nineteen (19) mills be authorized for 1954, and that first reading of By -Law No. 201 to author- ize said levy be passed and approved. Carried. Second reading given By -Law No. 201, and moved by Mr. MestEon that same be approved. Carried. I Third reading given By -Law Nip. 201, and moved by Mr. Ohl auser that same be approved. Giedk, liams, James Ohlhauser and John Campbell be increased per hour, effective April 1st, 1954. Carried Moved by Mr. Schmelke that wages for inexperienced employee be $1.00 per hour for first 200 hours, then $1.25 per hour for balance of 1954. Carried. Moved by Mr. Meston that Council approve application of E. G. Cullum, Three Hills, Alta. for a license to sell home pasteuri ers and electrical equipment. Carried. I Moved by Mr. Winther thatThos. Lynch be paid $100.00 for land taken for road way: 4.8 acres from SW-23-33-22-J+ and 5.52 acr s from NE- 15- 33 -22 -4. Carried. Moved by Mr. L. P. Meston that steps be taken to acquire land from Oiva Anderson (SW- 38- •32 -23 -4) and from John Hanra (SE- 28•.32 -23 -4) for creek channel diversion, and that the5 be offered compensation at the rate of $50.00 per acre. Moved by Mr. Schmaltz that in 1954 the policy of the Council in the matter of donations from ratepayers for ravel w rk be: The the Municipal District will allocate 2.00 fot each $1.00 donated, amd the Council to approve each proposaliat a regular meeting of the Council. Carried. The Secretary - Treasurer submitted a list of arrears of 1953 axes on personal property; and it was moved by Mr., Schmaltz that Secretary - Treasurer be instructed to take steps to collect same, using the services of Ferguson and Ferguson, barristers, Trochu, Alta. and Mr. Kirkeberg as bailiff, if required.; Carried. The Secretary - Treasurer submitted a list of propertieis which have passed through tax sales in 1951 and 1954, and which have not improved in position since the tax sales were held. Moved by Mr. Schmaltz that Mr. Guard tr asked toattend the next meeting of the Council to discuss the taxes on Lots 1 and 2, Block 1, Wimborne. Carried, Moved by Mr. Schmaltz that Mrs. Price be asked to sign ease requiring the payment of one-third of the 1954 crop on NNE - 7«31 -22 -4 to the Municipal District. Carried. Moved by Mr. Ohlhauser that C. E. Reub be asked to atten the next meeting of the Council to discuss the position lof taxes on Lots 21, 22 & 23, Block 41 Torrington. Carried. At 2 00 p.m, the road work employees were present, as reque ted by the Council. i Moved by Mr. Ohlhauser that the following employees be engaged, and paid wages of $1.35 per hour: Sydney Bramley, Gordon Bramley, Gordon Hunt, Robert Deans, Dennis Howell, A. M. Petersen, Aubrey Hazel, Paul Elvin, Jack Christensen, Gordon Park, Norman Will and John Esau. Carried. Moved by Mr. Ohlhauser that H. J. Gimbel and Robt. Hogg be Ongaged as foremen, and paid wages of $335.00 per month, effective April lst, 1954. Carried. The employees listed above met with the Council, and agretdc to accept employment on the terms given above. Carried. Moved by Mr. Ohlhauser that the following employees he engaged, and paid wages of $1 30 per hour, effective April 1st, 1954: Gus. Gieck, James Ohlhauser, Alex. Williams, John Campbell and James Grant, Carried, These employees with the Council, and accepted employme:t on these terms. Moved by Mr. Ohlhauser that John Esau be engaged to operate the motor grader out of Carbon. Carried. Moved by Mr. Ohlhauser that Dick Poole be enga%d as employee: wages $1.00 per hr. for first 200 hours, then $1.25 per hour. Tippe, H. Pelchat, L. L Rist, Fred Staite, rman, Kenneth Hill, Lloyd Will, Leonard McCullough, right. Moved by Mr. Schmelke that L. L. Rist be engaged as motor grader operator: wages $1.25 per hour. Carried* Moved by Mr, Schmelke that the Shop and Machine Committe (Ohlhauser, Meston and Purvis) be authorized to secure p ees on a new 3-ton truck chassis. Carried. Moved by Mr. Schmelke that the Municipal District re- i*burse Robert Hogg, H. J. Gimbel, John Esau$ and Aubrey Hazel for the difference in cost of an "X" license and a "CV" license for their J ton trucks. Carried. Moved by Mr. Meston that Secretary-Treasurer be instructed to advertise for male cook for north camps wages $225.00 Fer month. Carried. It was agreed that next meeting of the Council be on May 10th, 1954, starting at 9.00 a.m. By -Law No. 190 to authorize the borrowing of $50,000 from Royal Bank of Canada, and $501000 from the Treasury Branch was read, and moved by Mr. Ohlhauser that first re ing be approved, Carried. 1 Second reading given By -Law No. 191 and moved by Mr. Meston that same be approved. Carried. Third reading given By -Law No. 193; and moved by Mr. Schmelke that same be approved, Carried. Moved by Mr. Schmaltz that H. J. Gimbel and J. A. Ohl4hauser where and when the South Camp will start work.
