D. of Kneehill # 48 held a Special Meeting in the Municipal Office at Three Hills on Apr. 28/53, commencing at 10:00 A.M. Councillors present: Mr. J. W. Olson Div. 1 Mr. J. A. Ohlhauser 2 Mr. Matt Achmaltz 3 Mr. Hugh Parry (Reeve) 4 Mr. L. P. Meston 5 Mr. S. C. Schmelke 6 Mr. C. C. Campbell 7 Schmaltz Mr. moved that notice of meeting be waived and tha any business brought 16efore the meeting be dealt with. Carried unanimously Mr. Wm. Howell and Mr. H J. Gimbel, road foremen, were pr sent for the meeting as it was called mainly to deal with the Public Works programme for 10/53. A letter dated Apr. 13/53 from the District Highways Board w4s read stating that the following roads are approved as additional Li_strict Highways. Highway # Location (In brief) 41 -6 -110 Top of Nacmine Hill S.W. to # 9 41 -6 -79 From N.E. -35- 33-25 -4 south for 12 miles 41 -4-10 Beveridge Lake-School via Hesketh south and west to # 9 at NE- 10- 28 -22 -4. 41 -6 -111 From NE- 21- 30 -24 -4 west 13 miles, then south 2 miles. (Linden road). The said letter also stated that the following roads were not approved as District Highways: 1 NE- 20- 28 -20 -4 South 4 mi. & E. j mi. (Robson Lake) 2. NE- 32- 31 -22 -4 south 15 mi. (Ghost Pine-- Sharples). Mr. Ohlhauser moved that a letter be written to the District, Highway Board re the road from Swalwell east 7 mi. as this had been requested as a District Highway and no decision had beer, given in the letter. Carried. Letter from Dept. of Highways was read re the costs of the Joad thru 11- 29 -23 -4. This was tabled. Mr. Schmaltz moved that Mr. Clyde E. Ruby be hired as Field Supervisor and Weed Inspector as from April 20, 1953, with salary of $233.33 for the first month, then $3,000. per year if services are satisfactory, and with mileage at 10¢ per mile. Carried. Mr. Olson moved that the Field Supervisor be appointed as Pest:Control Officer for the Municipality. Carried. Mr. Ruby met with the Council, and accepted the terms as outlined. Roadside seeding and coyote control were discussed briefly. Mrs Meston moved that Yr. Ruby be allowed to get James Jant to assist him is seeding roadsides Carried. Letters from I.Zr J. W. Judge (Deputy - Minister) and Mr. Hugb Isaac (Sec. of Carbon F X X were read re the harples to Ghost Pine Mines road. The Council agreed to include in the 1953, programme the gravelling of the road from Sharples westerly' and northerly app. 2 mi. to NW- 20- 29 -22 -4, but not to include the regrading of road west of 29 & 32- 29 -22 -4 as other roads were deemed more urgent. Mr. James Grant work as gravel checker. for this work Carried met with the Council and requested Mr. Schmaltz moved that he be hired 'v April 28, 1953 page 2 A petition from D J. Brodner and 11 other rate- payers was read, requesting the bilunicipality to build two miles o all weather road from NW- 8- 31 -23 -4 to SW- 29- 31 -23 -4. After d scussion, Mr. Campbell moved that Mr. Brodner be notifie that it will be impossible to grade the said road this ye r. Carried. Antler) teacher Mr. Parry moved that a letter be written to the School at and request that no further askes or rubbish be put in the ditch adjacent to the school Carried. Mr. Campbell moved that a letter be written to the Wheatland School Division asking them to either remove or repair the foot -walk across the ditch at the Linden School as same is considered dangerous Carried. Mr. Olson moved that Messrs Brodner and Torrell be allowed an amount not to exceed $100.00 to repair the Creek Crossing at NW- 31- 30 -23 -4; the said amount to cover both labor and materials Carried Mr. Schmaltz moved that a letter be written to Mr. Sam Kahler giving hies 30 days to remove the rocks which he and /or Iis employees placed in the ditches north and east of N-&-2---34-22-4 Carried A tentative road grading programme for 1953 was then drawn up. The tentative gravelling and/or regravelling for District Highways in 1953 was discussed An estimate of 36 miles at a rough estimate of $35,000. cost was made It was agreed that det ils of this and other proposed gravelling would be left until the next meeting. Mr. Olson moved that each foreman be asked to bring in an es imate of the time required for the various grading projects as listed; each to do only his own territory. Carried. Mr. Schmaltz moved that the south camp start with the project ?3/24- 30 -267 then go to SW- 3 -31 -26 near Kimmells Carried. Mr. Schmelke moved that the north camp work first in Div. , then Div. 7, then Div. 5. Carried. Mr. Schmaltz moved that the Shop Comm. investigate re a sal of an old oil wagon to Wm. Howell, with power to act. Carried. Mr. Ohlhauser moved that Mr. John Kaiser be paid $150.00 Cor land taken for diversion and damage done in 1952 in SE-26-29-23-4. Carried. Mr. Ohlhauser moved that emergency work be arranged by the 1 cal councillor and road foreman. Carried Mr. Olson moved that the meeting adjourn. Carried. Time 8:00 P.M.
