Moved by Mr. Olson that Mr. Schmaltz be elected Deputy Reeve. darried. Moved by Mr. Schmaltz that minutes of previous meeting be approved. Carried, The Secretary- Treasurer read the Financial Statement for Marc l, 1953' Net balance March 1st, 1953: 160,015.97 Receipts in March, 1953: 9,099.87 Total, 169,115.84 Disbursements in March, 1953: 111,218.45 Net balance on March 31st, 19534 577897.39 Moved by Mr. Ohlhauser that Financial Statement be approvedA Carried. Bd, Carried. j Lengthy discussion took place regarding the engaging of Field Supervisor. Applications from 0. U. Bray, Michael P. Reiter, Thos Adkin and D C Maltais read. T J Cloutier intervie ed the Council regarding this position. Secretary- Treasurer was instructed to get in touch with 0. U. Bray and request that he be present on April 7th, 1953. Mr. Schmelke moved that applicants be informed that the wages would be $2,800 per year, to be increased to $3,000 per year if services are satisfactory. Carried. Mr. J. A. Findlay, Child welfare officer, was present, and reported on his investigations at the homes of Lillian Dixon, Mrs. Joyce Regamble and Eva Bruneski, He recommends that Lillian Dixon's relief allowance of $20,00 per month be continued; Councillors present* J. Any person or persons duly authorized or appointed by the Council for such purpose, shall immediately destroy all dogs found running at large." Carried. Second reading given, and moved by ,�r. Mr Schmelke moved that Ban on truck, trailer and tractor traffic be removed on Tuesday April 7th, 1953 at 6.00 a.m and that Secretary- Treasurer have this publicized by radio Carried. David Ratzlaff interviewed the Council regarding nuisance ground for Hamlet of Linden. Moved by Mr. Schmaltz that Mr. Parry, Mr. Gimbel and Mr. Bell (Sanitary Inspector of Drumh ller Health Unit) meet Mr. Ratzlaff at the proposed site on Monday April 6th, 1953• Secretary to make arr npgements. Carried. Mr. Schmelke moved Council adjourn for dinner Carried. (12.00 - 1.15) Meeting resumed at 1.15 p.m. All members of Council resent. Mr Ohlhauser that R.C.4.P. be appointed to take charge o by -law regarding control of dogs. Carried. Mr. G. G. King, Asst. Moved by Mr. Ohlhauser that the Bridge Branch be requeste to replace the culvert which was installed (by the Municipa District in 1952) at the Swalwell nuisance grounds gz97 East of - 8- 30 -24 -4: 36 ft. of 36" C.I.P. Carried. Sr Jje +' e Moved by Mr. Campbell that request be made for 48 ft. of 60" C.I.P. for west of N'd-18- 33 -23- -4 in new location (file 13477) This location is near Dick Adams. Carried. Mr. Muddle and six other men interviewed the Council regarding the assessment placed on trailers owned by students of the Prairie Bible Institute and parked on SE- 6- 32 -23 -4. They were informed that the matter of appeals against the assessments will be dealt with by the Court of Revision on May 11, 1953• Carried. Moved by Mr. Schmaltz that the Court of Revision consist of Mr. Olson, Mr Ohlhauser, Mr. Parry, Mr. Meston qd Mr. Campbell; and that Court of Revision be held on May 11th, 1953 at 2.00 J.m. Carried. Mr. Ellithorpe, of Sundre Contracting Co. interviewed the Coun it regarding the increase in rates for hauling gravel effectiv after July 29, 1952. Mr Ohlhauser moved that the increase rate, as paid by the Provincial Government, be also paid by 1his Municipal District. Carried. Mr. Sam Eslinger and six of his truckmen met the Council regarding this matter of increased rates, and they were informed of the above motion. Carried. Mr Schmelke moved that Mr. Parry, Mr.Mbston and Mr. G. G King be appointed a committee to investigate the pur- chase of a new 1 ton truck for use in the North camp. Carried. Council adjourned from 6.15 to 7.15 for supper, Business resumed at 7.15 p.m. 811 members present. The Council reviewed the 1953 Estimates as prepared by the S cretary- Treasurer. Moved by Mr. Ohl - hauser t at Sidney Bram.ley, Gordon Bramley and Gordon Hunt be engag d as tractor men, and that their wages be $1.30 per hr. from Ap 1 1st, 1953; that Gus. Gieck be engaged as gradermen and help r with wages of $1.25 per hour from April 1st, 1953, that James Ohlhauser be engaged as gradermen and helper with wages of $1.00 per hour for first 200 hours, then 41.25 per hr. if satisfactory services are being given. Carried. Sidney Bramley, Gordon Bramley, Gordon Hunt, Gus. Gieck and James Ohlhause accepted employment. Alex. Williams interviewed the Council. Moved by Mr. OlsoL that Alex. Williams be engaged as gradermen and helper for South camp, wages at �1.25 per hour from April lst, 1953. Carried,; Alex Williams accepted employment. Robt. Deans, A. ITT Petersen, Dennis Howell, Verne Bogner, rhos. Sloan and John Campbell interviewed the Council. Moved by Mr L P Meston that Robt. Deans, A. 14. Petersen and Dennis H well be engaged as tractor -men, with wages at $1.30 per hr. from April 1st; that Verne Bogner, Thos Sloan and John Campbell be engaged as gradermen with wages at $1.25 per hr from April lst, 1953- Carried, Robt. Deans, A. M. Petersen, Dennis H well, Verne Bogner, Thos. Sloan and John Campbell accepted employment. Albert Mottern interviewed the Council. Moved by Mr. Ohlh user that Albert Mottern and R. E. Meston Purvis be appointed shop and machinery committee Moved by Mr Schmaltz that C. C. Campbell_, J. W. Olson King be appointed public works committee, Carried. Moved by Mr. Ohlhauser that By -law be passed to provide for Muni ipal Dill -rate of 18 (eighteen) mills in 1953• Carried. Second reading given By -Law no. 178, and moved by Mr Schmaltz that same be approved. Carried. Mr. Cramer and Mr. Wilson, representing the Board of the Druifflieller Hospital District No. 31 interviewed the Council, and requ sted the !Municipal District to guarantee the bond issue of $200$000 being issued by the Hospital District for extension of building. Moved by Mr. Olson that this Municipal District accept responsibility to guarantee 14% of the Bond issue, subject to the approval of the Minister of Municipal Affairs. Carried. (14% of the assessment of Drumheller Hospital District lies within this Municipal District.) H. J. Gimbel and G. G. King reported on their inter- view witli the '1VW Engineer of the Board of Transport Commission- ers at the Sharples Over -pass. The C.P.R. Roadmaster had also been at the location with the committee They reported that the Engi eer had stated that he would not recommend the proposed level crossing as vision would be too limited. Mr. Schmaltz moved that the report be accepted, and that a letter be written to the C P R asking for the following information: 1. Original cost of the Over -pass 2. Rated capacity of the structure as to loading 3 Whether or not the said Company is willing to assume a portion of the costs of the major repairs now required 1lotion carried The same committee as above had also inspected the level crossing and bridge at Entice. They recommended that the level crossing be moved a short distance west to allow a good approach to the bridge, the Engineer had voiced his approval to this And the Roadmaster had concurred. Moved by J,1r Ohlhauser that the C. P. R. be requested to ,rant permission to make this change Motion carried. Moved by Mr. Schmaltz that first reading be given By -Law No. 179 to provide for the purchase of a new 1 ton Ford truck from Highi, %y Motors, Three Hills, Alberta, for $2,500, cash. C rried. Second reading given By -Law No. 179, and moved by Mr. Ohlhauser that same be passed. Carried. Third reading given By -Law No. 179, and moved by Mr. Meston that same be passed. Carried. Mr. Olson reported that he had visited the home of Mrs. Eva Bruneski in Drumheller, that Mrs. Bruneski is now living n ar Edmonton, that her invalid son is living alone in her home and receives $20000 per month assistance from the M. D. of Red Deer, also the $14.00 per month grocery allowance granted lo his mother, also some limited assistance from relatives and from City of Drumheller, He is not willing to enter a home and has Epplication in for the pension for disabled persons provided in recent legislation.
