The Council of the Municipal District of Kneehill #48 ecial meeting on Tuesday the 24th day of April, 1951 at 1.30 p.m. Councillors present: Mr J W. Olson, Mr. J. A. Ohl - hauser, I4r Matthew Schmaltz, Mr. Hugh Parry, Mr. S. C. Schmelke, Mr. F. C. Petersen and Mr. C. C. Campbell. The Secretary- Treasurer reported to the Council the results of his interview with Mr. J. W. Judge, Deputy Minister of Municipal Affairs, regarding the 1951 Estimates and Budget. An alternate Budget was submitted, providing for a municipal rate of 16 mill_ s in 1951. It was moved by Mr. J A Ohlhauser that By -Law No. 143, providing for a municipal rate in 1951 of Fifteen (15) mills be withdrawn and annulled as of this date. Carried.. It was moved by Mr. F. C. Petersen that the alternate budget submitted by the Secretary- Treasurer be accepted, and that fir .At reading be given to By -Law No 145 to provide for a municipal rate of Sixteen (16 )/mills in 1951. Carried. Second reading given to By -Law No. 145, and moved by Mr. J A. Ohlhauser that same be passed. Carried. by Mr. S be amend Drumhell Olds Sch Trochu V Red Deer and that the said Third reading given to By -Law No. 145, and moved C. Schmelke that same be passed. Carried It was moved by Mr J 1,1. Olson that By -Law lo. 142 by changing the 1951 rates of taxation as follows: r School Division No 30• From 21 mills to 20.5/-mills of Division 'No. 31: " 24.8 " to 23-8/ it lley School District: it 19.1 " to 19.0/ School Division #35 it 22.0 " to 21.8 / " first reading be given to By -Law No 144 to provide for alteration in rates. Carried. Second reading given to By -Law No. 144, and moved by Mr. Campbell that same be passed. Carried. Mr. S of costs and 1951 Third reading given to By -Law No. 144, and moved by tz that same be passed. Carried. The Council discussed Public Works from the standpoints of winter snowplowing, location of District highways, Government Road Grant. Mr Sc��maltz .moved that the Divisional Allocations for Public Works expenditure under Govt. Grant be on the same basis as last year, that is, that Divisions 2, 31 4, 5, and 7, be granted equal amounts, with Divisions 1 and 6 each granted X500.00 extra. Carried. The policy for basic allocations for Public Works not incl.1 Govt Grant work was discussed. Moved by sir Campbell that Divisions Q 2,3,4,5, and 7 be given an equal basic allocation, that Div. 1 be allowed 527000 extra, and Div. 6 X1,000. extra Carried Moved by 14r Campbell that Mr. Petersen be appointed to supervise the North Camp re working hours, etc Carried (See page 2) y//�_" to s Meeting of April 24/51 Page 2 Mr. Schmaltz moved that 141r. Ohlhauser be appointed ervise working hours, etc , in South Camp. Carried. Mr Schmaltz moved that application be made to have �he following described road declared a District Highway. I Ar. Schmelke moved that application be made to have he following described road declared a District Highway- From E- 2- 32 -25 -4 thence north 12 miles to NE- 35- 33 -25 -4 Carried Mr. Petersen moved that the Council waive notice of me ting in respect to this special meeting.
