The Council of the Municipal District of Kneehill No. 48 ;gular meeting on Saturday the 8th day of October, 19491 at 10.00 a.m. Councillors present: Mr. John W. Campbell " 7 It was moved by Mr. Schmaltz that the minutes of the meeting be approved and adopted. Carried. The Secretary - Treasurer submitted the Financial State - the month of September, 1949, viz,- Receipts Bank balances on Sept. 1st, 1949• 1327 203. 05 Cash on hand on Sept. lst, 1949: NIL Receipts in September, 1949: 437 386. 56 0 -S cheques on Sept. 30th7 1949: 17 497. 23 Total Payments O-S cheques on Sept. lst, 1949: Payments in September, 1949: Bank balances on Sept. 30th. Cash on hand on Sept 30th: Total 177, 086. 84 3, 112. 88 110, 942. 02 6o, 442. 07 2, 589, 87 177, 086. 84 It was moved by Mr. Ohlhauser that the Financial be approved and adopted. Carried. It was moved by Mr. Schmaltz that the contract to insulate the office building be awarded to Alberta Rock Wool Insulato,s, Calgary, for amount of $450.00 Carried, It was moved by Mr. Ohlhauser that the Municipal District of Kneehill No. 48 join the Central Alberta Associa- tion of 4unicipal Districts; that the 1949 dues of $ 10.00 in the said association be authorized paid; and that Mr. Parry, Mr. Schur lke and Mr. Purvis attend the meeting of the said associat on in Red Deer on October 29th, 1949. Carried. 1 The Secretary - Treasurer read the report of Richard Garrett, pound - keeper, respecting the auction sale of 4 horses (which w re not sold at the auction, but subsequently sold by priva a sale for $55.00 to S. U. Gouldie). It was moved by Mr. Pete sen that Richard Garrett be paid fees of $58.19, as per his tatement. Carried. The Secretary - Treasurer reported that an offer had been rec ived from William Howell to purchase the used lumber now at tae site of the Three Hills municipal shop for $30.00 It was m ved by Mr. Olson that the matter of disposing of this lumber b given to Mr. F. C. Petersen, as his discretion. Carried.r It was moved by Mr. Schmaltz that Mr. Ohlhauser be delegate to investigate the matter of the well in the Hamlet of Swalw 11, and if necessary, to arrange for the purchase of a new p p -jack for the said well. It was moved by Mr. Ohlhauser that a grant of $100.00 be paid to the Sisters of Our Lady of Charity in 1949. Carried. Third reading was given to By -Law No. 118, being a by -law to provide for the cancellation of taxes on crown lands. It was moved by Mr. Campbell that third reading of By -Law No. 118 be passed and approved. Carried. Moved by Mr. Schmaltz that Council adjourn until 1.30 p.m. Ca T ied. The Council resumed business at 1.30 p.m. with all f the Council in attendance ' Mr. Parry and Mr. Schmaltz reported to the Council on their inspection of the house occupied by Carl Schmaltz of Beis- eker. It was moved by Mr. Campbell that Mr. Schmaltz be delegated to have the house repaired and renovated, and some mattresses and bedding purchased for the Carl Schmaltz family. Carried. An application to lease lots 8 -15, block 3, Huxley, was submitted by Mr. Harry Lloyd of Huxley, and it was moved by Mr. C mpbell that said lots be leased for one year for $10.00 rental, , d that first reading be given to By -Law No 119 to provide for said lease. Carried. Second reading was given to By -Law No 119, and it was moved by Mr. Petersen that same be passed and approved. Carried. The Council reviewed the position of the taxes on SJ-5 -29. 1 -4 and NW- 17- 28 -21 -4, farmed by John Peck, and it was moved by Mr. Schmaltz that C. J. Christie be instructed to inter- view Mr Peck, and if necessary, make seizure of sufficient grain to give the Municipal District proceeds of one -third of the 1949 crop on the said lands. Carried. It was moved by Mr. Petersen that Mr. Peck be asked to attend the next meeting of the Council on Nov. 14, 1949. Carried. Schmaltz It was moved by Mr. 0Xjj6i that Mr. Olson be delegated to inves iggte the living conditions in the household of Wm R Ferguson and that he be empowered to have his house moved onto its foun ation. Carried, It was moved by Mr. Ohlhauser that Mr. Schmelke and Mr. Rice investigate the conditions of housing, etc. in the househol of Jacob Enzie, Torrington. Carried. It was moved by Mr. Schmaltz that compensation at the rate of 50.00 per acre be offered to Richard Ratzlaff for land taken fo "rounded corner" at NE corner of 2429- 26-4. Carried Moved by Mr. Ohlhauser that payment for the new "D -811 tr, etor, recently purchased from Union Tractor and Equip- ment Co. be authorized: $16,124.00 less $322.69 discount: Net amount $15,811,31. Carried. ' Mr. Morrison, representative of Union Tractor and Equipment Co., Calgary, interviewed the Council on the matter of non-delivery of Bull- -Dozer and Cable Control Units on the new I'D-811 tractor. The Council informed Mr. Morrison that the Municipal District will keep possession of the old "D »7" tractor until su h time as the auxiliary equipment is supplied for the new "D.»811 tractor. Moved by Mr. Olson that Mr. Schmaltz and Mr. Parry be deleg ted to interview the Union Tractor and Equipment Co. Calgary on this matter, also the contact for purchase of the new "H -A', engine. Carried. Mr. S. F. Torrance, Carbon, interviewed the Council regardinj the withdrawal of certain lands from P.F.A.A. awards in 1949. It was moved by Mr. Schmaltz that the following lands be withd awn: Twps. 28.21, 28 -22, 28 -24, 28 -25, 29 -22, 29 -24, 30 -231 31-22, 32 -227 33 -22, W2 of 3323. Carried. Lillian Dixon, of Carbon, interviewed the Council, and appealed for assistance in providing for herself and children (Anne 6 years, and Linda 10 months). Secretary was instructed to have Mr. Findlays the CHILD WELFARE officer, investigate this matter.
