The Council of the Municipal District of Knee-
hill No. 48 held a, regular meeting on Monday the 10th
day of November, 1947, starting at 10.00 a.m.
Councillors present. J. W. Olson, J. A. Ohlhauser,
M. Schmaltz, H. Parry (Reeve), F. C. Petersen,, S. C.
Schmelke and C. C. Campbell,
Moved by Mr. Schmaltz that the minutes of the
last Council meeting be adopted, Carried.
The Secretary - Treasurer read the Financial
Statement for the month of October, 1947.

Moved by Mr. Campbell that the Financial State-
ment be adopted. Carried.
Mr. Schmaltz gave a report on the condition of
the road bridge on the north side of NW- 35- 29 -25 -4
(east of Walter Hainingts), and moved that recommend-
ation be made to the 1948 Council that this bridge
be eliminated by the digging of a channel from the
site of the bridge in an easterly direction to the
Kneehill Creek, Carried„
The Secretary - Treasurer read a request from the
employees in the "South Camp ", requesting the Council
to give consideration for two weeks of holidays for
permanent employees. It was moved by Mr. Petersen
that the employees be informed that holidays for 1947
cannot be considered at this date, and that the
employees be advised to bring this matter before the
Council when the employees for 1.948 are being hired.

Mr. Schmaltz moved that a Surveyor be engaged to
make surveys at the following locations:
1. Sections 14 & 15- 33 -22 -4: Tolman ferry road
2. 5E- 10- 29 -25 -4: Bircham North Outlet
Carried,
Mr Oscar Keirle interviewed the Council on the
matter of the building of a cattle pass across the
road diversion in the north -east corner of NE- 36- »32 -25•
Mr, Schmelke moved that the Municipal District
undertake to build a cattle pass 5 feet high and
4 feet wide at this location in 1948, Carried.

made to the Canadian Pacific Railway Company for
3.48 acres of land taken from SW- 35- 33 -26 -4 for road
diversion., Carried.

made to W. W. Dawn for 0.50 acres of land taken from
SW- 14«- 31 -22 -4 for road diversion. Carried.

Mr. Ohlhauser moved that recommendation be made
to the Superintendent of Mothers' Allowance that the
allowance paid to Mrs. Emma Dobler be increased to
$45,00 per month. Carried.
Mr. Oscar Keirle discussed with the Council the
matter of advances of Seed Grain, etc. charged to
NW -19 -29 -24-4 (William Houghton, former owner), and
offered to settle the said account for $105.00
(Gross amount is $313,66)
Mr. Schmaleke moved that this offer be accepted,
and that the Secretary- Treasurer be instructed to
accept said payment as settlement in full for the said
account, Carried.
The Secretary- Treasurer was instructed to notify
the Department of Trade and Industry that R. W. Milne
is not in business at Sunnyslope, Alberta.
The Secretary - Treasurer was instructed to notify
the Secretary - Treasurer of the Village of Acme that
this Municipal District is not interested in purchasing
a chemical fire engine.

Mr. Olson moved that debtors for Seed Grain, etc.
who do not wish to settle their accounts in accordance
with the resolution recorded on Page 3 Minutes of
Dec. 16th, 1945, (which provides floe discounts of
50% for Veterans, and 25% for civilians) be given the
privilege of interviewing the Council in the settling
up of Seed Grain Accounts, Carried,
The Secretary- Treasurer read a letter from the
Department of Public Welfare to the effect that Mrs.
Ida Bechthold of Kelowna, B. C, (formerly of Beiseker,
Alberta) is ill and indigent, and the B. C. authorities
wish to return her to Alberta. The Secretary- Treasurer
was instructed to notify the Department that the resi.
dente of Mrs. Bechthold in Alberta is in the Municipal
District of Serviceberry No. 43,
W. J. Kocher, pepresenting Cruikshank Road
Machinery Co. was present, and submitted plan and
profile of the proposed cut - and -fill at the Linden
cheese factory (NW- 20- 30- 25. -4).
Moved by Mr. Petersen that we purchase 59 culverts
from Cruikshank.Road Machinery Co„ Carried.
Moved by Mr, Campbell that the following members
of the Council be appointed as Court of Revision:
Mr. Olson, Mr. Ohlhauser, Mr, Schmaltz' Mr. Parry
and Yr. Petersen. Carries..
Court of Revision Nov. 10. 1947.
The Court of Revision of the Municipal District
met at 2.00 p.m, on Monday the 10th day of Nev. 1947.
Members present: Mr. 0 son, Mr. Ohlhauser,
Mr. Schmaltz, Mr. Parry aL ir. Petersen.
Mr. Parry presided, and A. J. Purvis acted as
Secretary.
Mr. Waldock and Mr. Havens interviewed the Council
on the matter of an appeal lodged by The Prairie Bible
Institute against the assessment of certain buildings
of the Institute, aggregating $27,410
Mr. Schmaltz moved that the appeal of the Prairie
Bible Institute be dismissed, and that the assessment
of $27,410 be confirmed. Carried,
Mr. Havens informed ,t)6$X the Council that it is
the intention of the Prairie Bible Institute to carry
the appeal to The Alberta Assessment Commission.
The business of the Court of Revision was
concluded at 3.00 p.m.
Mr. Campbell moved that the Staff be authorized to
engage the services of Mr. J. E. Brownlee to represent
the Municipal District in the hearing of the appeal of
The Prairie Bible Institute before The Alberta Assess-
ment Commission. Carried.

The Secretary - Treasurer read a letter from
Dr„ H. M. Elliott, of Swalwell, to the effect that
in 1921 or 1922 Dr. Elliott purchased Lots 27, 28
and 30, Block 6, Swalwell, at a Tax Sale held by
the Municipal District of Norquay No. 279, and that
the Municipal District has not given Transfer to the
said lots, It was moved by Mr. Schmaltz that the
Council authorize the Secretary - Treasurer to take such
proceedings as are necessary to issue Transfer of the
said lots to Dr, Elliott. Carried,
Mr, Ohlhauser moved that the account of Mrs.
Kate Shyjka for $27.60 at Drumheller Municipal Hospital
be paid, Carried,
The Secretary- Treasurer read a claim for $49,00
submitted by Walter Helwig for damages sustained by
him at an accident on a bridge between Sections 4 & 59
Tp. 32, Rge. 26. It was moved by Mr. Schmaltz that
payment of J0J00 $49,00 be authorized as settlement in
full of this claim. Carried.
Mr, Schmaltz moved that the Reeve and Secretary -
Treasurer be instructid to negotiate with the Town
of Three Hills, and endeavor to secure the Titles to
the land occupied by the Dam and Reservoir on the
Three Hills Creek in 5E- 27- 31 -24 -4; or secure some
satisfactory agreement to the effect that Titles will
be delivered to the Municipal District after the Town
has acquired the said lands, Carried.
Mr. Petersen moved that Dr, Lambert and Mr, G. G,
King investigate conditions at Hesketh slaughter house
as soon after Nov. 23rd, 1947 as can be arranged, and
report be sent to the Provincial Department of Health.

Mr. Schmaltz moved that G. Kraft be advised that
the Council again refuses to compensate him for his
claim for damages caused by the public making a road
across his lands. Carried.
Mr. Olson moved that the Council withdraw its
application for the payment of P. F A. A. awerds
on the 1947 crop. Carried.
Mr. Parry moved that Mr, Pryor be informed that
further work will be done on the Schaffer hill. if, and
when, weather conditions permit. Barried.
Mr. Olson moved that the Council approve the
application of A. A. Ud.erson for permit to build
an irrigation dam on SW- 25_28 -21 -4. Carried,
Mr. Petersen moved that Correspondence be filed.
Carried.
Mr, Campbell moved that the relief allowance of
Mrs. Rasmussen of Huxley be increased to $20.00 per
month for the winter months. Carried,
Mr. Stirling, represeting Attridge and Muller,
Calgary, interviewed. the Council re Overhead Gravel
Loader* Cost $4,275 on D -4 Tractor.
Mr. G. G King, Asst. Secretary - Treasurer, submitted
the pay - sheets for the month of October, Moved. by
Mr. Ohlhauser that the pay - sheets be passed for payment.

It was moved by Mr. Schmaltz that the following
arrangements be made for the Nomination of Councillors
and Annual Meeting of Ratepayers:
1. That the Nomination and Annual Meeting be
held in the Lyric Thaatre Three Hills, on Monday the
23rd day of February, 1946.
2 That R..0 Milligen be appointed as Return-
ing Officer.
Mr. Petersen moved that the Municipal District
render an account to W W. Davidson for work done for
him by the Municipal District's equipment. Carried.
Mr Campbell reported that he and Mr. F. C.
Petersen had investigated the claim for damages made
by Tom Lynch against X. de Beaudrap and John Lynch,
the said claim arising out of the trespassing of
certain horses of de Beaudrap and John Lynch on Tom
Lynch's land. Mr. Campbell recommended that an award
of $50.00 be made to Tom Lynch, and Mr. F. C. Petersen
concurred to this recommendation.
Mr. Ohlhauser moved that the report be accepted,
and payment of $50.00 to Tom Lynch authorized. Carried.
Third reading was given to By -Law No. 83 (A By -law
to authorize the sale of Lot 31, Block 4, Huxley, to
David Murray for $15.00) . Moved by Mr. Campbell that
third reading of By -law No. 83 be passed, Carried.
Third reading was given to By -Law No 87 (A By -law
to authorize the sale of Lots 1 and 2, Block 2, Huxley
to Sam Johnson for $20.00) Moved by Mr. Petersen that
third reading of By -law No. 87 be passed. Carried.
Mr. Schmaltz moved that Secretary - Treasurer be
instructed to have seizures made to satisfy the uncollect-
ed Hail Tax accounts of the Municipal District, Carried.
Mr. Schmaltzz moved that Council adjourn. Carried.

Mr. Petersen moved that the Municipal District

third reading of By -law No. 87 be passed. Carried.
Mr. Schmaltz moved that Secretary - Treasurer be
instructed to have seizures made to satisfy the uncollect-
ed Hail Tax accounts of the Municipal District, Carried.
Mr. Schmaltzz moved that Council adjourn. Carried.
