I The Council of the Municipal District of Kneehill #48
held a regular meeting on Monday Oct. 13, 1947, starting at
10.00 a.m.
Councillors present- J. W. Olson, J. A. Ohlhauser,
M. Sc ltz, H. Parry, F. C. Petersen, S. C. Schmelke and
C. C. C mpbell.
Moved by Mr. Ohlhauser that minutes of last meeting
be adopted. Carried.
The Secretary Treasurer read the Financial Statement
for month of September, 1947:

Moved by Mr. Campbell that the Financial Statement
be adopted, Carried.
The Secretary Treasurer reported that a Tax Sale
had been advertised to be held today at 2.00 p.2P. It was moved
by Mr. Schmaltz that a reserve bid of 50% of assessed value
be placed an all vacant lots in Grainger and Swalwell to be
offeredfor sale; that a reserve bid of $650 be placed on
Lots 41& 429 Blk. 3 in Swalwell: and that the following reserve
bids be!placed on the Hesketh lots being offered for sale:

Mr. Ohlhauser moved that a grant of $100.00 be
paid to the Sisters of Charity. Carried.
Mr. Olson moved that the Old Age Pensions Dept*
be informed that no relief will be paid to Mrs. Kate Muir
after Oct. 31st, 1947, Carried.
Mr. Schmelke moved that approval be given to the
application of J. 0. Smith for a License to sell Binder Twine
and Farm Implements. Carried.,
Mr. Parry moved that Milton Smithers be appointed
to the �acancy on the Three Hills Hospital Board, Carried.
Mr. Schmaltz moved that the Secretary and staff
be instructed to prepare a by -law to provide for the control
of building in the hanlets of the Municipal District, Carried,
Mr. Petersen moved that the account of Dr. H. J6
Lambert Lambert for $76.00 (Medical Health Officer's fees) be paid.

Mr. Campbell moved that the following be appointed
Medical Health Officers of the Municipal District, and the
territory of each be as follows:
Dr. Hay: that part of the Trochul Elnora and Olds
Hospital Districts within this M. D.
Dr. Lambert: that part of Three Hills and Drum-
heller Hospital Districts lying north of the correction line.
Dr. Fowler: that part of the (dissolved) M. D. of
Norquay south of Knee Hill Creek.
Dr. Elliott: that part of the (dissolved) M. D. of
Norquay north of Knee Hill Creek; also Tp. 30, Rgs. 22 & 23.
Dr, McFarlane: Tps. 28 & 29; Rgs. 22 & 23.
Dr. Whitmore: Tps. 28, 29 & 30; Rgs. 20 & 21.

Mr. G. G. King, Asst. Secretary - Treasurer read
the pay- sheets for the month of September also the public
Works statement for month of September. �t was moved by
Mr. Schmaltz that the rates of pay on Pay - sheets #3 -147 and
1 -104 be accepted. Carried.
Mr. Schmelke moved that the Public Works Statement
for Sep ember be accepted. Carried.
Mr. Schmaltz moved that the pay - sheets for month
of September be passed for payment. Carried.
Mr. Campbell moved that the application of Mrs.
Isabelle Murray for an Old Age Pension be approved. Carried.
Mr. Petersen moved that the charge of $12.00 for
tractor work, billed to J. A. Lemayt be withdrawn. Carried.
Mr. Schmaltz moved that Mrs. Mary Goertzen be
advised that the Municipal District is not prepared to pay
more than $50.00 per acre for land taken for road diversion
in SE- 13- 31 -26 -4. Carried.
Moved by Mr. Ohlhauser that $27.00 be paid to
H. L. Toews for road diversion (NE- 7- 31 -25 -4: O,54 acres
$50.00 per acre). Carried.
Moved by Mr. Olson that Mr. Schmaltz, Mr. Parry
and Mr. Schmelke be appointed a Committee to investigate
the building of a cattle -pass on the road diversion in
NE- 36..32 - 25-4. Carried.
Moved by Mr. Schmaltz that $17.70 be paid to
Prudential Insurance Company on account of H. J. Sarasin
for road diversion (SE- 18- 30 -25 -4: 0,59 acres @ $30.00 per
acre) . Carried.
Moved by Mr. Petersen that compensation for
land taken for road diversions be AMA as follows:

NE -33 -3 -22 -4: $40.00
To J. A. Frolek: for 0,50 acres of land taken
from M- 22- 31 -22 -4: $40.00
To C. W. Thomas: for 0.52 acres taken from

To W. W. Dawn: for 0.50 acres taken from

the said offers to be for land taken only, and
no compensation to be paid for fencing or other costs.

Edward Maerz intervewed the Council on the matter
of getting the road between Sections $ & 10- 32 -25 -4 graded*
Mr. Schmelke promised to have (11) work done on
the hill on the said road. Edward Maerz promised to make a
contribution toward the gravelling of said hill.
Hager Mr. Schmelke moved that approval be given to the
application of Leonard Hager for a License to sell. Groceries,
Notions, Smallwares and bakery Products in connection with his
Restaurant business in Torrington. Carried,

Kate Shyjka Carbon, for relief be accepted, and that
allowance of $20.00 per motth be authorized (at C. H.
store, Carbon), Carried.

and passd to By -Law No. 87 (A By -Law to provide for the
sale of ots 1 and 2, Block 2, Huxley, to Sam Johnson for
$10.00 p r lot). Carried.
Mr. Petersen moved that second reading of By -Law
No. 87 be passed. Carried.
Mr, Schmaltz moved that Mr. Olson investigate and
get further information regarding the proposed contract
between this Municipal District and the Drumheller Hospital
! Carried,
Mr, Schmaltz moved that, in order to facilitate
the regi tration of plans of new road diversions, the following
plans ofsurvey be nancelled:
{ 1. Plan No. 1780 MD in NE- 8- 30 -26 -4
2. " " 2667 in SW- 16- 30 -26 -4
3. " " 4743 MD in SW- 1- 30 -25 -4
4, " " 6779 in SE -1 - 33 -22 -4
Carried.
Mr. Petersen moved that the account of $37.50
submitteA by Alberta Municipal Districts Office Employees
.Superannuation Board for pension contract of C. J. Christie
be accepted and paid. Carried.

Mr. Schmelke moved that the Council give approval
to the application of Franz Fricke, Torrington, for Old Age
Pension.; Carried,
Mr. Parry moved that application be made to the
Dept, of Public Works for 120 ft. of 48" metal culvert pipe
to replace the bridge at the Linden cheese factory in
NW -20- 30.»25 -4. Carried
Mr. Campbell moved that W. J. Kocher be hired
to give an estimate of cost of the earth -fill across the
water- course at the Linden cheese factory, Carried,
Mr. Ohlhauser moved that correspondence be filed.
Carried.
Mr. Schmaltz moved that a resolution, regarding
the dangerous condition of bridges, be sent to the 1947
Convention of the A. A. M. D. Carried,
A letter from G. Kraft was read, in which he made
• claim for damages to his crop, caused by the public making
• road across his property. Moved by Mr. Campbell that this
claim be refused, and that Mr, Kraft be adtised accordingly,
Carried.
Mr. Petersen moved that the contribution of $22,50
per month toward the Three Hills Ration Board be dis- continued
on Oct. 31, 1947, Carried.
Mr, Petersen moved that $ 9,60 be paid to Anton
Larson, being refund of fine and court costs. Carried.
Mr. Petersen moved that the relief allowance of
Mr, John Boronet be increased from $15.00 to $20.00 per month.

Mr. Schmaltz moved that an order be placed with
n Tractor and Equipment Co. for a set of cylinder
and sleeves for the RD-8 and RD -7 tractors of the
amp". Carried.
First reading was given to By -Law No. 85 (A By -Law
to provide for a Plan of Superannuation of Bffice Employees
of Municipal Districts). Mr. Schmaltz moved that first reading
of By -Law No. 85 be passed. Carried,
Mr. Olson moved that second reading of By -Law
No. 85 be passed. Carried.
Mr. Campbell moved that third reading of By -Law
No. 85 be passed. Carried,
First reading was given to By -Law No. 86 (A By -Law
to pro de for the purchase of a LeTourneau "LS" Scraper from
Costel1 Equipment Co. for $ 6,920.00). Mr. Ohlhauser moved
that fist reading of By -Law No. 86 be passed. Carried.
Mr. Schmelke moved that second reading of By. -Law
No. 86 be passed. Carried.
Mr. Petersen moved that third reading of By -Law
No. 86 be passed. Caried.
Mr. Schmaltz moved that the Reeve and Secretary -
Treasur�r be appointed a Committee to deal with the case
of Bars. {Jane Price; and that a payment of a maximum of $400.00
be authorized to provide for her, the said payment to be
made through The Salvation Army. Carried,
Moved by Mr. Olson that a letter be written to
Mr. Ewing, Secretary- Treasurer of the M. D. of Serviceberry
requesting that application be made for the payment of
P.F.A.A. awards in Tp. 27, Rge. 22. Carried,
Mr. Christie, Assessor, submitted a list of
assessments made after July 15th, 1947, and it was moved
bybMr, Schmelke that said assessments be accepted and approved.
