Page 1, I The Council of the Municipal District of Kneehill #48 held a regular meeting on Aug, 11, 1947, starting at 10.00 a.m. Councillors present: J. W. Olson,.,J. A. Ohlhauser, M. Schmaltz, F. C. Petersen, S. C. Schmelke and C. C. 'Campbell, Mr. Parry, the Reeve of the Municipal District, presided, Mr. Schmaltz moved that the minutes of the last Council meeting be approved. Carried. Minimum tax re: Plebiscite costs re: 1947 requisition re: Accident i Mr. Schmaltz moved that the Secretary - Treasurer of the Carbon branch of the Alberta Farmers' Union be informed that the matters mentioned in the resolutions submitted would mean a re- writing of The School Assessment Act Carried. Mr. Olson moved that a copy of the letter addressed to the Dept. of Public Works regarding bridges be sent to the Secretary- Treasurer of the Carbon branch of the A. F. U. Carried. Mr, Ohlhauser gave a further report on Miss Viola Heyd, da ghter of Henry Heyd of Grainger. His report shows that alt ough Miss Heyd has spent a considerable part of the last year outside this Municipal District, she did not reside in any o e place long enough to establish residence qualifica- tions, aid therefore her hospital account for $133,90 at the Royal A xandra Hospital, Edmonton, is the responsibility of this Municipal District. Mr. Ohlhauser moved that this account be paid. Carried. Council Meeting Aug. 11. 1947. Page 2. Gravel Mr. Parry reported that he investigated the securing His report shows of a supply of gravel in the All.ingham area. a supply of gravel on NF; of that there are evidences of good 16-32 -26 -4, which lard is assessed to Ed. Ehrmann, Torrington. Gravel Mr. Campbell moved that the Secretary - Treasurer be instructed to make investigations into the possibility of buying a gravel pit on NE- 32 -26 -4. Carried. Gravel ; Mr. Olson reported that he had investigated the the adjacent to Dunphy securing of a supply of gravel in area siding. His report shows that he had interviewed Gideon Tinlin, Owner of 5-2:L- 21- 29 -21 -4, and that there are evidences of of a good supply of gravel on the said land. Caterpillar Motor Grader sipped to Carbon.) Torrington ! i Mr.. Petersen moved that Messrs. Gaetz, Scheurer be that the Council gasoline and Proctor, all of Torrington, advised to the applications of reputable licenses J� cannot refuse approve parties for Licenses to retail gasoline and other oil prod- ucts in the Hamlet of Torrington. Carried. Hiller I Mr. Petersen moved that the application of Mrs. O.A.P. Olive Hiller, of Ghost Pine Creek, for an Old Age Pension be approved. Carried. The Secretary- Treasurer was instructed to inform NIrs. C. Longstaff, of Swalwell that the Municipal Dist- 2, Block 7, in ; s 1 and rict doe not wish to purchase Lo Swalwell. Mr. Ohlhauser moved that the Three Hills Municipal Hospita District No. 45 be requestedto refund the sum of Districtts share of the original 3 H. Hosp. X337,64 aid as this Municipal (Cheque T- 2703)• District plebisc to and organization expense. j Carried. Trochu Mr. Campbell moved that the 1947 requisition of for $2,044.38 be Hosp Dist the Trochu Municipal Hospital District that 4 of this requisition be paid before Sept. 15, accepte , and the balance on Dec. 15, 1947; and that in 1948 the the Trochu �+ Municipisl District levy a sufficient rate on Municipal Hospital District to produce both the 1947 and 1948 requisitions. Carried. Ramsay Mr. Schmaltz moved that Mr. B. Ramsay be offered to his the sum of $14.00 in settlement in full for damages car on Zuly 4th, 1947. Carried. Third reading was given to By -Law No 75• (A By-Law to provide for the sale of Lot 2, Block 3, Hamlet of Huxley, to Thos.;Sloan for $15.00). Mr. Petersen moved that third reading f this By -Law be passed by the Council. Carried. Third reading was iven to By -Law No 77: (A By -Law to provide for the sale of N�- 28- 33 -22 -4 to Albert I. McGougan for $110P0). Mr. Schmleke moved that third reading of this By -Law bO passed by the Council. Carried. 3 Mr. Schmaltz moved that By -Law No. 60 (A By -Law to provi e for a Grant of One Hundred Dollars to the Swalwell Board o.f,Trade) be rescinded. Carried. Mr. Ohlhauser moved that a grant of One Hundred Dollars e made to the Swalwell Union Cemetery, and that Council proceed to pass a By -Law to provide for the same, Carried.' Mr. Ohlhauser moved that first reading of By -Law No 79 be passed. Carried. Mr. Olson moved that second reading of By -Law No. 79 b3 passed. Carried. Mr. Petersen moved that third reading of By -Law No. 79 bb passed. Carried. Mr. Campbell moved that Otto Haller, Trochu, be paid $35 00 for culvert. Carried. Mr. Ohlhauser moved that communications be filed for future reference. Carried. 194 -7 Tax Sale Mr. I be instr cted the Municipal Act: the said advertis d in Ohlhauser moved that the Secretary- Treasurer to hold a Tax Sale of all properties within District subject to sale under The Tax Recovery sale to be held on Oct. 13, 1947, and to be The Alberta Gazette of Aug. 30, 1947. Carried. Hail taxes F Mr. Schmelke moved that a discount of on the old uncollected hail tax accounts, that payers o ing hail taax accounts be notified of and give 30 days to settle; and at the end of uncollec ed accounts be placed in the hands of for Coll ction. Carried. Salvation Army d Dramiellaer r,y Muw Hospital FORM No. 149 -P 40% be allowed all rate - this discount, 30 days the J. A Findlay Major Buckley of The Salvation Army interviewed the Council, and made an appeal for a grant for his organization; he also reported on Mrs. Jame Price who is now lodged in the Grace Maternity Home, and her son is now being cared for in The Sal tion Army's Children's Shelter. Mr. Ohlhauser moved that a grant of $700.00 be made to the Salvation Army in 1947. Carried. A delegation of four men, representing the Drum- heller punicipal Hospital District interviewed the Council. The Sec etary Mr. Leonard Wilson informed the Council that steps are being taken to enter into a contract with Municipal Districts to provide hospitalization for non - contributors at the rate of $3.50 per day, providing the Municipal Dist- ricts guarantee all accounts originating within their bound- aries. Nr Smith, representing Union Tractor & Equipment ary, interviewed the Council. I Pair. Ohlhauser moved that the Bunk -house - Carbon be sold'to H J. Gimbel for $ 50.00 Carried. Mr. Ohlhauser moved that the building committee be instructed to proceed with the building of an implement shop in Three Hills. Carried. At 8.00 p.m. the Council of the Town of Three Hills (C. J. Davidenn) (Mayor), Councillors Dormer, Smith, Long, McLaren, Waterbury and Sec. Treas. Davies) interviewed the Council on the matter of the dam on the Three Hills Creek in SE- 27-31 -24-4. After considerable discussion it was agreed that a Committee of the Town Council, and a Committee of the Municipal District Council meet at the office of Mr. J. E. Brownle0 in Calgary to draw up a contract to provide for the Town of Three Hills to assume the costs of this project. Mr. Ohlhauser moved that Mr. Parry, M. Schmaltz and A. Bell, Drumheller be appo nted as a member of The Agricultural Service Board of this Municipal District. Carried. Mr. Schmaleke moved that the Committee named to represe t this Municipal District in the negotiations with the To of Three Hills be given authority to sign the said co tract on behalf of the Municipal District, if, in their opinion, said contract is satisfactory Carried, Yr.
