`The Council of the Municipal District of Kneehill # 48
held a meeting at Three Hills commencing at 10:00 A.M. on
May 14 1947.

�A"r. Campbell moved that Mr. Ohlhauser investigate
whether or not Mrs. Jane Price is a resident of this District
and whOther or not her husband is able to pay the account of
the City of Calgary Reli,ff Department. Carried.
Mr Campbell moved that the Municippal District offer
the Hail Insurance Board the sum of $2606.80 as settlement in
full of all Hail arrears outstanding Carried
Mr. Schmaltz moved that the account of Mrs. Lydia
Adamson for $82.60 be paid to the Holy Cross Hospital, Calgary.
Carried.
Moved by Mr. Ohlhauser that the Salvation Army be
instructed to use its own judgement re medical treatment for
Eric Laird, so long as he is able to pay for same Carried
Moved by Mr. Sdhmaltz that G G King and J. P.
Ferguson be appointed to represent the Municipal District at
the hearing in Calgary on May 20, 1947, re Howard Painter. Carrd.

Acme Power
Mr. Schmaltz moved that the Municipal District
approv
of the Acme Rural Electrification Scheme* as per
the Ca gary Power Co map, # CO 3210 Carried
Carbon work
Mr. Schmaltz moved that Mr Ohlhauser be given
authority to arrange the renting of Municipal equipment to
the Village of Carbon, in accordance with the request in
the letter from the said Village. Carried.

The Sec. -Treas was instructed to reply to the letter
of R. J. Petersen and advise him to contact his local Councillor

Gravel
Mr. Ohlhauser moved that the Sec. - Treas. write to
Mr. J.
E. Brownlee, Barrister & Solicitor, for a ruling as to
whether
the removal of gravel affects only surface rights or
minera
rights, or both. Carried.
Coyotes
Mr Schmelke moved that a resolution be passed and
sent to the Department of Lands and Mines, Edmonton, requesting
a government bounty on coyotes and coyote pups Carried.
At 12:15 P.M. Mr. Ohlhauser moved that the Council
adjourl for lunch Carried
The meeting resumed at 1.30 P M., with all councillors
again present.
Mothers
Mr. C. J Christie gave his report on the inspection
Allowance
of Mothers
Allowance cases Moved by Mr. Schmaltz that the
report be accepted. Carried.
Sunnyslope
Mr. McIntyre, of Canadian Utilities, interviewed the
Power
Council re the Sunnyslope project. The following Resolution
was moored by Mr. Petersen*
"Whereas Rural Electrification is highly desirable
and wh reas there is no other source of Electric Power
available
Be it resolved that we, the councillors of M. D. of
Kneehi 1 # 48 grant our consent to the Canadian Utilities
Limited, Calgary, Alberta, to erecta power line to serve the
Ha.mlet`of Sunnyslope and farms along the proposed transmission
line, is is shown on the Canadian Utilities Map Experimental
Areal; 1 of this Area, and request the Board of Public Comm -
issioners to grant an order to the Canadian Utilities Limited
permitting the same." Carried.
Moved by Mr. Schmaltz that street lighting be granted
to Sunnyslope at a minimum rate of $10.00 per month, subject
only to a petition favoring this being secured by the Utilities
and shbwn to the Sec. -Treas Carried.
D. J. Brodner
Mr Daniel J. Brodner interviewed the Council re
an appeal of his assessments for 1947. He was informed that
no appal for 1947 could be considered, but that he would be
able to appeal for 1948.
Cruikshanks
Traveller of Cruikshank Equipment interviewed the
CounciL
He stated he would be glad to give levels of ditches
where necessary
Swalwell road
A deputation from Swalwell and vicintty interviewed
the Council re gravelling the road leading west from the said
Hamlet, said road being used as School Bus and Mail
Route Moved by Mr. Petersen that Mr. Ohlhauser attend the
next Swalwell
Board of Trade meeting and discuss the matter
with that
Board Carried.
Ganske Permit
A delegation interviewed the Council to request the
Council
to refuse consent to the application of Ludwig Ganske
to do
General Garage Work and Service in the Hamlet of
Torri
gton After discussion it was moved by Mr Campbell
that the
District give its consent to the said application.

Mr. Christie reported that John Seltr, a resident of
Icipal District, is in the Linden Home and is unable
for his keep there Mr. Schmaltz moved that the
al District pay the said John Seltr's board at the
Home. Carried.
Mr. Christie also reported that Mrs. Eliza Hastie
had also been admitted to the Linden Home, and that she is
able tc pay for her keep there. Moved by Mr. Schmelke that
the re ort be accepted. Carried.
An application from Mrs Kate Shyjka for relief was
considered. Moved by Mr Shmaltz that no relief be granted
Carried.
Mr. Reegan, Dominion Government engineer, and Mr.
Davids n, Mayor of Three Hills, interviewed the Council re
the pr posed dam on the Three Hills Creek under tie Prairie
Farm R habilitation Act. A copy of a petition opposing the
scheme was presented by a number of ratepayers, the main
objections being that the flow of water might be affected,
that t e Creek would not be flushed in the Spring, and that
the disposal of sewage might contaminate the Creek After
a lengthy discussion the following was unanimously agreed to
by the ratepayers present who represented the petitioners.
"The petitioners regarding waterworks are willing to
support the application for a dam on the Three Hills Creek
on the guarantee of the Provincial Government that water
rights and privileges and safety willnot be affected, they
reques a darn of sufficient size to provide a continuous
flow of water; and that a written agreement be made with the
Town of Three Hills whereby the said Town agrees to assume
all costs and responsibilities over and above those borne by
the Dominion Government." The ratepayers present were:
Connor W. Edwards (who acted as their chairman), Ed Lammle,
Mr. & s. Fred Lammle, Fred Schmidt, D. J Brodner, C. V.
Parker, and Clarence Brosseau.
The application of Emil Eslinger to purchase Lot 20,
Block P, Wimborne, for $75.00 cash was considered Moved by
Mr. Schinelke that the application be accepted on condition that
title 11 not be given until such time as a dwelling worth
at leas $750.00 has been erected thereon. Carried.
rA petition requesting an improvement of the road into
Bircham was considered Moved by Mr. Schmaltz that the District
offer E J. C. Boake $50.00 per acre for extra land needed
from S 4- 10- 29 -25 -4 to widen the existing road diversion
33 feet on the west side so as to bring the roadway up to
the st dard width Carried.
;Moved by Mr Schmelke that Ed Snyder's application to
for a permit to operate a Barber Shop, Pool Hall, and Con -
fectionory in Torrington be approved. Carried.
;Moved by Mr. Petersen that the Council approve of the
lease or the S W 4 -14 -29 -2684 to Art Cormode, of Crossfield,
and the 'lease of 2- & NW�- 13- 31 -26 -4 to Paul Weigum, of

Torrinon, said leases to be on the terms and conditions
as recommended by the Agricultural Service Board. Carried.
The Council adjourned for supper at 5:30 P.M. and
resumed the meeting at 7:15 P.M.

Mr. Connors, District Engineer, interviewed the
Council and advised the Council that the Government had
approved of a grant of $20,000. to this District for 1947,
on tho usual 50-50 basis. The projects to be undertaken were
outliied and given conditional approval by the Engineer.
It was moved by Mr. Campbell that the Reeve and Sec -Treas
be authorized to sign an agreement with the Government in
respect to the said grant. Carried.
The meeting adjourned at 9.15 P.M., to be resumed
On lea 13th at 10.00 A. M
The meeting was resumed on May 13th. The Councillors
prese t were: J W. Olson, John A. Ohlhauser, M. Schmaltz,
H. Pa Try (Reeve), F. C. Petersen, S C. Schmelke, and
C. C. Campbell.
Since T H White was no longer living on his farm,
it was moved by Mr Schmaltz that the District advertise his
resignation as poundkeeper for the pound on SW- 12- 30 -23 -4,
and that the said pound be discontinued Carried
Mr Ohlhauser moved that all labor accounts of the
two road foremen be charged to General. Carried.

j Mr. Schmaltz moved that rates of pay for Public
Worksifor casual employees, tractors, etc., be the same
as fo� 1946. Carried
Mr. Schmaltz moved thatthe District advertise in all
locallpapers that it is illegal to dump rubbish along road
allowances Carried.
Mr. Petersen moved that Mr. Campb &ll be a committee
to artange the sale of one bunk -house from the North Camp at
a price of $50.00. Carried.
Mrs. Sullivan Mr Olson moved that the application of Mrs Marvel
Sullivan for Mothers` Allowance be approved, and that the
District recommend an allowance of $40.00 per month. Carried
Gallelli Mr Abdo Gallelli, representing N. Gallelli & Sons, Calgary,
intervviewed the Council re gravel work for 1947, and quoted
the fpllowing as his prices: Straight loading rate - -20¢ yd.;
Loading and crushing - -15% crushing 50¢ yd., 20% crushing 55¢
yd , 25 crushing 60¢ yd., 30o crushing 6 5� yd., all crushing
to be to 1� inch size; Hauling. -- Dead Haul (to 3� miles) to
be 30¢ yd., other mileages at rates as set out in Government
letter to the District under date of April 22, 1947, subject
to futute Government amendments

Miss E. Kalinl
Mr. Sam Eslinger, Wimborne, interviewed the Council
re gravel work. Rates for loading and hauling same as above,
has no crusher, willing to load and screen for 30¢ yd and
look after lhe rocks.
Mr. Schmaltz moved that the Reeve and Sec. - Treas. be
authorized to draw up a contract with N Gallelli & Sons for
gravelling in 1947 for a minimum of $30,000 at the above
rates:. Carried Mr Aldo Gallelli stated that they would
accept such a contract
Mr Petersen moved that each councillor be given auth-
ority to hire either John Atkinson, Jr , Carbon, or Sam
Eslinger, Wimborne, fo do gravelling work at the said rates.
Carried.
Mr Schmelke reported re the account of Miss Elsie
Kalin and recommended that the Hospital account be referred
to toe Three Hills Municipal Hospital District. Mr Schmaltz
moved that this report be accepted and the recommendation
followed. Carried.

sale of May 2, 1947, at the pound kept by Raymond Andrew, and
outline the complaintmade verbally by John A. Neill, of
Morrin. Mr. Schmaltz moved that the report be tabled. Carried.

Moved by Mr. Schmaltz that the Inmisfail Hospital
Alex Reub be paid,$200.00 on the Alex. Reub account, that no payment be
made onhis account with the Medicine Hat Hospital, and that
a caveai be filed against his property to protect the interest
of the Municipal District. Carried.
Paysheets Moved by Mr. Schmelke that the paysheets as presented
and signed by the Councillors be passed for payment Carried
Custom Work Moved by Mr. Campbell that the accounts for custom
work done be ratified and that accounts be rendered for tie
amounts as hhown thereon. Carried.
Moved by Mr Ohlhauser that the rates of taxationas
Mill Rates given in the minutes of April 3, 1947, page 5, be amended in
the following respects

Mr Campbell that this be ratified. Carried.
D.R.Gordon Mr King and Mr Campbell reported on the affairs of
Estate the Daniel R. Gordon Estate, now being handled by the Publid
Administrator. They reported that the NW- 29- 33 -22 -4 had been
offeredfor sale by tender,q that Mrs. Gordon might claim dower

NE- 13- 32 -22 -4 The Council was informed that Alex. Benusic stated he

#62 bu that he could not make payment until fall. Moved by
Mr. Petersen that this matter be tabled until fall. Carried.
