King 1.1UNICIPAL DISTRICT OF KNEEHILL # 48 COUNCIL MEETING HELD MARCH 10, 1947 The Council of the Municipal District of Kneehill # 48 held a regular meeting at the Municipal Office, Three Hills, commencing at 10'00 A M. on Monday, March 10, 1947. Councillors present were' Matthew Schmaltz,... H Parry,.. F. and C. C. Campbell,.,. J. W. Olsons, J. A. Ohlhauser,, C. Petersen, S C. Schmelke, Mr. Ohlhauser moved that the minutes of the meeting of Feb. 10, 1947, be adopted. Carried. The Financial Statement for the month of February was then presented' RECEIPTS. Crawley Camera Weed Prizes COUNCIL MEETING MARCH 10, 1947 Page 2 Mr. Schmaltz moved that the District approve of the application of bliss Linda Isaacs for a licence to cover operations as a Dreddmaker and Tailor and retailing of same near Linden. Carried. Moved by Mr. Olson that Drs. Ross and Ross, Drumheller, be paid $50.00 as full settlement of account of Chas. Trumbley, that Chas.Trumbley be refunded Mr Petersen moved that the Drumheller Hospital Board be informed that this District does not favor building an isolation hospital in Drumheller at this time, but might support the scheme insofar as the Drumh &ller Hospital District is concerned after building costs return to a more normal level. Carried. Moved by Mr. Olson that the next meeting of Council start on April 2nd. at 10.00 A.M., and that applicants for road employment be notified to meet the Council that day at 1.00 P.M- Carried. Council adjourned for lunch at 12.00 noon and resumed the meeting at 1.15 P M. All councillors presaat. Mr. McKay, of Armco Drainage and Metal Products, inter- viewed the Council and received an order for culverts. Mr. Bell, District Agriculturist, and Mr Umbrite, Field Supervisor, gave a report of the Agricultural Service Board meeting of March 70 1947. Mr. Schmaltz moved that Mr Russell Rice, of Torrington, Alta., be appointed as member of the Agricultural Service Board in the place of Mr P. Jamieson, and that the appoint- ment be retroactive to March 11 1947. Carried. Ilion Mr. Olson moved that W. C Crawley attend the Agricultural Service Board Convention to be held in Edmonton on March 259 26, and 27, and that the Municipal District pay his expenses at the same rate as that paid by the Government to other delegates. Carried. Mr. Ohlhauser moved that Mr Umbrite be given authority to purchase a 35 mm. camera, price to be about $130.00. Carried. Mr. Ohlhauser moved that the District donate $30.00 for prizes for weed collections in contests under the supervision of the Agricultural Service Board. Carried. Mr. Bell expressed his appreciation for the co- operation he had received from Mr. Umbrite and the Council. Mr. Schmaltz moved that the Council express its appreciation to Mr. Bell for his assistance. Carried. Mr. Campbell moved thatfirst reading be given By-lay # 69 299-26 (Re Order of Reclamation against Jaquith Estate S.W. -14- -4) Mr Schmelke moved second reading to said By -law. Carried, Mr. Ohlhauser moved third reading to said By -law. Carried. Mr. Ohlhauser moved that first reading be given By-law # 70 (Re Order of Reclamation against P. H. Goertzen EJ and NVI -13- 31 -26 -4) Mr. Carried. Schmelke moved second reading to said By -law. Carried. Mr. Olson moved third reading to said By -law. Carried. Umbrite, Field Stupervisor, be ?2000.00 per year, as from Jan. 1, 1947. and he be appointed 1947 Weed Inspector. Carried Mr. Campbell moved that the account of Dr. Lambert for $70.00 as M.H.0. be paid Carried. Mr. Olson moved that account for 472.00 be sent to the Prairie Bible Institutefor repayment of M.H 0. services. Carried. Mr. Schmaltz moved that the Prairie Bible Institute be informed that the Council, after due consideration, does not believe that the Municipal District should #tq" refund to the said Institute the 1945 taxes which were paid as per receipt # 3002, dated June 23, 1945. Carried. Moved by Mr. Olson that J G. Umbrite be appointed as Fire Warden. Carried. Moved by Mr. Petersen that the Council approve of the application of Albert Baerg for a licence to operate a business near Linden, said business being the sale of Automotive parts, Farm Implement parts, etc Carried. Loved by Mr. Petersen that the District approve of the dam built by Peter Hugo on the Sly -1 »32-22 -4 insofar as the road allowance is affected. Carried. Moved by Mr. Petersen that By -law # 67 be given third reading and finally passed (By-law being to provide for a compromise of taxes on NW- 5- 30 -24 -4) Carried. Moved by Mr. Schmelke that Mr. Campbell arrange to have 30 brands for pounds made in Trochu. Carried Moved by Mr. Ohlhauser that all existing brands be cancelled and that the new brand '0; (Right thigh on horses; Right hip on cattle) be accepted. Carried. Moved by Mr. Campbell that the District apply to the Government for road grants to be earned on a 1/3, 2/3 basis on the following projects. Govt Share 1. Nest of Sections 30 & 31 of 32-22-4 $300.00- 2. North & East of Sec. 32, and East of NE- 29- 32 -23 -4 500.00 3. West of Sec. 5 & 8 of 28 -25-4 400.00 4. South of Sec. 2 & 3 and West of 3 & 10, all in 33-23 -4, and West of NW- 34-32 -23 -4 750.00 Motion Carried. Moved by Mr Ohlhauser that all correspondence be tabled Carried. Dan Gordon Est. Moved by Mr. Petersen that a letter be of written to the Dept. of Attorney- General to ask if C. C. Campbell and G. G. IIKing van be appointed as executors of the Estate of the late Daniel R. Gordon Carried. Bunk houses Insurance machinery Moved by Mr. Schmaltz that Mr. Petersen, J. A. Ohlhauser, H. J. Gimbel, and Vim. Howell be a committee to consider the building of trucks and bunk houses. Carried. Moved by Mr. schmaltz that the RD -8 in the south camp be insured for fire for $6300. through the agency of S. F. Torrance, and that the Union Tractor # 12 Road Patrol be insured for $10,000. for fire through the agency of C. J. Christie. Carried. Mr. Olson moved* 1. That the resignation of Geo. A. Cranston as pound - keeper be accepted, and that his son, Geo. Its Cranston,be appointed in his place, the pound to be located on the NE- 24- 34 -23 -4, with notices posted at Huxley Post Office and at the pound. 2. That the resignation of H. W Vickers as pound - keeper be accepted and that Fred Vickers be appointed in his place, the pound to be located on NW•28-28 -20 -4, with notices posted at Drumheller post Office and at the pound. 3. That Herbert C. Currie be appointed poundkeeper, the pound to be located on the SE- 23- 30 -22 -4, with notices to be posted at the Ghost Pine Creek Post Office and at the pound. Motion Carried. Mr. Ohlhauser moved that Mr. Schmaltz and H. J. Gimbel be appointed a committee to look into the purchase of 46 a "Low-Trailer". Carried. Mr. Schmaltz moved that the Office Staff supply local papers with Municipal information Carried. A letter from the Alta Association of Municipal Districts re pensions was ordered tabled. Mr. Schmaltz moved that the District purchase 1000 lbs. Crested Wheat grass and 2500 lbs. Brome Grass for seeding along roadsides. Carried. Cdr. Campbell moved that the District make application to the Government for a 60 -inch st culvert to be placed at the South side of 5 34 -23 -4. Carried. The various paysheets were presented for the consideration of the Council. Moved by Mr. Schmelke that the paysheets be approved for payment. Carried. Mr. C. J.
