Council of the Municipal District of Kneehill X48 meeting on 11onday December 9th, 1946, starting Councillors present. John 1Y. Olson, John i�. Ohlhauser, Matthew Schmaltz, Hugh Parry, F. C. Petersen, S. C. Schmelke, and C. C. Campbell It was moved by Mr. Ohlhauser that the minutes of the previous Council meeting be approved. Carried. Wm. Howell, Floyd Johnson and Victor Gresl, employees, interviewed the Council on the matter of winter employment. After considerable discussion and detailed consideration of the earnings of the various employees, it was moved by Mr. Schmaltz that no guarantee of winter employment or wages be given to any of the road employees, but that they be paid at regular rates ;;for any necessary work authorized. Carried. Mr. John Ranta, Trochu, interviewed the Council regarding welding He has a mobile unit. He was advised to get in touch with the foremen of the two road camps. The report of Mr. B. Ramsay, Inspector of the Dept. of Municipal Affairs, was discussed. It was moved by Mr. 1I. Schmaltz that the report be accepted, and that the Inspection Branch be informed that the recommendations contained in the report have been duly noted Carried. Mr. Parry and Mr. Petersen reported on their invest- igation into the matter of disposing of the unused road diversion in NE- 36- 30 -23 -4 to Robert Gibson for $75.00. It was moved by Mr Petersen that Mr. Gibson's offer to purchase the said diversion for $75.00 be accepted, and that Survey Plan No. 5811 be canceled. Carried. IThe Secretary - Treasurer read an application for Mothers' *llowance submitted by Mrs Emma Dobler, of Carbon. Mr. J. A. Ohlhauser submitted information regarding this family which he gained by an interview on Dee 9th, 1946. It was mo ed by Mr. Ohlhauser that the application be accepted, .and recondendation be made to The Superintendent of Mothers' Allowance,that an allowance of X30.00 per month be granted to Mrs Dobler. Grant 1 Mr. Schmaltz moved that the letter from the Carbon Local ;454 of the Alberta Farmers' Union be tabled. Carried. J. G. Umbrite, Field Supervisor, was instructed to get inform- ation on the legal case in the M. D. of Conrich„ for failure to destroy weeds on road allowances. sued Mr. Schmaltz moved that R. W Hunter be informed that the position of the Council regarding road to Sl- 5 -30 -21 is the same as outlined in Secretary's letter of Nov. 16, 1946. Carried. Mr. Petersen moved that the application for the payment of P. F. A. A. awards on the 1946 crop in the follow- ing townships be withdrawn' 28 -24 -4' 31 -22 -4. 31 -23 -4. 32 -22 -4' 33 -22 -4. Carried. Mr. Petersen moved that the approval of the Council be given to the application of Mrs. Rosine Jasman for an Old Age Pension. Carried. Mr. Schmaltz moved that a grant of $100.00 be made to the building fund of the C. N. I. B., and a grant of $100.00 be made to C. N. I. B. in carrying out its ordinary work. Carried. Mr. Olson moved that the renewal of insurance for 500.00 on the tools and equipment in the old Carbon shop be discontinued, and that the agent, S. F. Torrance, be notified of this cancellation. Carried. The Secretary - Treasurer gave a report on the sale of three horses in the pound operated by George Cranston in April, 1945. The three horses were purchased by Jack Lynch, who later disposed of them. one to Red Top Products, one to Chas. H. Morse, one to Lester Gibson. Thromgh an over -sight the sale ',of these animals was not advertised in "The Alberta Gazette ", The owner of the horses, L. A. Anderson, of Lousana, demands that the horses now in the possession of Chas. H Morse and Lester Gibson be restored to him. Mr. Ohlhauser moved that Mr 'Campbell and Mr. G G. King be appointed as a Committee to investigate this matter, and that they be given authority to settle same. Carried. Mr. Schmelke moved that application be made to the Recorder of Brands for a brand for the Municipal District, preferable with the character /^%, Carried. Mr. Ohlhauser gave a report on his investigation regarding Mrs. Amy Gore of Swalwell. The report showed that Mr. Oliver Gore (her husband) died in May, 1945, that his estate has not yet been probated, that the returns that Mrs. Gore rec4ives from the estate are quite small; that she and her 16 y4ar old daughter are still in need of assistance from the Municipal District. Mr. Ohlhauser moved that an allowance of $25,00 per month be continued to be paid to Mrs. Gore. Carried.; V/ /_ Council Meeting held December 9th, 1946. Page 3. Mr. Olson gave a report of his investigations regardin Mrs. Eva Bruneski, of Drumheller. His report shows t t Mrs. Bruneski is now living in the Bamkview sub - divisioniof Drumheller, that she is having a house built by one Fred Braunberger; that she is living in the house, which is unfinished and very uncomfortable, that she has two boys aged apptoximately 13 and 10 years of age, and that an older son about 20 years age and crippled, lives with her, but he receivesjrelief from the Municipal District of Red Deer; that Mrs. Bruneski has work in one of the Drumheller restaurants Mr. Olson moved that Mrs. Bratuibe -rge -r continue to receive a relief allowance of $15.00 per month Carried. The Secretary - Treasurer read a letter from Mrs. Lydia Adamson, addressed to C. C Campbell, in which she requested the Municipal District to provide her with a small house. It was mowed by Mr Schmaltz that Mr. Campbell be appointed to investigate this matter, and report at the next meeting of the Council. Carried. Mr. Fleetham, representing Costello Equipment Co., interviewed the Council. It was moved by C C. Campbell that the Municipal District purchase from Costello Equipment Co. one Caterpillar 1166" Power Controlled Blade Grader, re-condition - ad and guaranteed, for the sum of $2,350.00, F.O.B. Three Hills. deliveryto be made not later than April 1st, 1947, and that the Council proceed to pass a By -Law to provide for the said pur- chase. Carried. Moved by Mr. Campbell that fist reading be given to By -Law Na. 65 (A By -Law to provide fvr the purchase of a blade grader from Costello Equipment Co. for X22350.00). Carried Moved by Mr. Petersen that second reading be given to By -Law No. 65 Carried. Moved by Mr. Ohlhauser that third reading be given to By -La� No. 65. Carried. Mr. Parry, as a member of the Board of Three Hills Hospital District, requested the use of Municipal equipment for the excavating of the basement of the hospital; the said work to be done in the early spring of 1947. Mr. Petersen moved that the Municipal equipment be rented fvv this purpose at the rate of $4.00 per hour, plus operator's wages. Carried. Mr. Ohlhauser moved that an electric heater be purchased for use in the office vault. Carried. Mr G. G. King, Asst Secretary- Treasurer, submitted the Public Works statement for the month of November for the consideraition of the Council.
