The Council of the Municipal District of Kneehill No. 48 met on July 4th, 1946 at 9.00 a.m. Councillors present* J. W Olson, J. A. Ohlhauser, M. Schmaltz, H Parry, F. C Petersen, S. C. Schmelke and C. C. Campbell. From 9.00 a.m. to 6.00 p m. the Council met as a Court of Revision, and at 6.00 p.m. adjourned until 7.00 p.m. The Council re- assembled at 7.00 p.m. with the Reeve presiding and all members of the Council present. Mr. Ohlha.user moved that the minutes of the previous meeting be adopted. Carried. The Financial Statement for the month of June, 1946 was read by the Secretary - Treasurer Financial Statement for month of June, 1946. Secretary- Treasurer. It was moved by Mr. Petersen that the public works statement be adopted. Carried. It was moved by Mr. Schmelke that the pay - sheets which have been approved by the councillor concerned be now passed for payment. Carried. Correspondence read' Dept. Olson that this Council Trustees give its support to the application of the School Trustees Association for the continuation of school grants at the amount now being paid. Carried. Hart It was moved by Mr. Schmelke that the approval of the Gaetz Council be given to the applications of John Hart and W. E. Geetz for licenses to operate businesses in the Hamlet of Torrington. tarried. Torringt nIt was mooed by Mr. Petersen that the Council refuse the request of the Torrington business men for an early closing by -law. Carried. orring- Third reading was given to By -Law No. 55 (A By -Law ton to provide for the levying of a sur -tax of 5 mills Sur -tax in the Hamlet of Torrington in the year 1946). Mr. Schmalke moved that third reading of By -Law No. 55 be approved. Carried. Swalwell Mr. Ohlhauser moved that a grant of $100.00 be made cemetery to the Swalwell Cemetery, the said grant to be marked paid out of the surplus funds of the Swalwell village. Carried. Bunk Mr. Olson moved that a rubber -tired farm wagon be house bought from J. Wright of Drumheller, and that Les. Courville of Three Hills be engaged to build a caboose on it for the use of operators of the Motor petrol. Carried. The Council met on July 5th, 19462 at 9.00 a.m. Councillors present: J. W. Olson, J. A. Ohlhauser, M. Schmaltz, H. Parry, F. C. Petersen, S. C Schmelke and C. C. Ve Mr. Parry moved that a payment of $200.00 be made to Mr. J. J. Miller on account of assessment work. Carried. Mr. Schmelke moved that Mrs Kate Muir's relief allowance be increased to $35.00 per month, and that she be advised to consent to enter one of the various homes for aged +•- persons. Carried. Mr. Schmaltz moved that Mr. Campbell be authorized to meet with Mr. James McQueen regarding the location of Tolman ferry. Carried. Secretary- Treasurer was instructed to draw to the attention of the Union Tractor and Harvester Co. that the price charged for the No. 12 Motor Grader is $11,915, whereas the rice quoted at the time the order was placed was E10,320 Mr. Petersen moved that an allowance of X15.00 per month be recommended for Mrs Daisy Evans. Carried. Mr. Schmaltz moved that the Superintendent of Mothers' Allowance be advised that, in the opinion of the V Council, the Ensminger family should be able to carry themselves, and that the Council recommend that Mothers' Allowance be discontinued Carried. Mr. Campbell moved that this Council give its support to any movement or action to keep a resident agent of the C. N. R. posted at Huxley, Alta. Carried. Mr. Ohlhauser moved that Mr. Parry investigate the case of Mrs. Eslma Friessin, whose husband has deserted his post in the Canadian Army. Carried. Mr. Schmalke moved that Rudolph Johnson be appointed a pound - keeper to operate a pound at SW- 25- 32 -25 -40 and that the resignation of William McKenzie as pound - keeper be accepted. Carried. Mr. Schmaltz moved that Mr. Ohlhauser investigate the matter of complaint made by Abraham Penner regarding; the gravel pit on SW- 15- 30 -24 -4. Carried. Mr. Petersen moved that the R. C. M. P. in Trochu be asked to investigate sanitary and health conditions in Hamlet of Torrington. Carried, Mr. Schmaltz moved that Mr. Schmelke, Mr. Wagner and Mr. Jack Smith be appointed to make arrangements for the disposal of lots in Block 1P11 in Wimborne. Carried. Mr. Ohlhauser moved that Mr. James McQueen be advised of the wash -outs south and west of Swalwell. Carried. Mr. Campbell moved that a request be made for a Govt, bridge south of 1- 33 -23 -4, on the Olds Town line, and 5 %rmiles east of Highway No. 21. Oarried. Mr. Schmaltz moved that Mr. Petersen be appointed to investigate the Cunningham pound case. Carried. Mr. Campbell moved that surveyor's helpers be paid 70� per hour. Carried. Mr. Parry moved that the date for allowing a discount of 6% on current taxes be extended to July 31st. Carried. The Secretary- Treasurer gave third reading to By -Law No. 53 (A By -Law to provide for the sale of E2- 25 -28 -20 to Annie Klamezynski for $1,000). It was moved by Mr. O�son that the third reading of By -Law No. 53 be approved. Carried. Mr. Olson moved that Mr. Campbell be authorized to make arrangements to have the fence at a certain location set back to provide a temporary road. Carried. Mr. Schmaltz moved that the Council proceed to pass a By -Law under Section 198 of the Municipal District Act to acquire land for extra roadway, and to offer compensation as follows* 1. For a "rounded corner" at the South West corner of Sec. 28- 29 -26 -4, compensation offered' " - $50.00 2. For a "rounded corner" at the North East corner of Sec 8- 30 -26 -4, compensation offered $35.00 per acre and $20 00 damages. 3. For a "rounded corner" at the North G4 st corner of Sec. 9- 30 -26 -4; compensation offered 35 00 per acre The Municipal District pays for the fencing of the new road at all the above locations. Carried. Mr. Schmaltz moved that Arthur Schaffer be paid 5V per yard for 3,974 yds. of gravel and that the ✓ said payment be applied on taxes. Carried. Mr. Ohlhauser moved that Council adjourn.
