The Council of the Municipal District of Kneehill No. 48 assemble in the Village of Acme on May 13th, 1946 at 9.00 a.m. and tray lled to the Municipal Office at Three Hills. McKay, representing Armco Metal and Drainage Products, interviewed the Council, and received an order for culverts At 2.00 p.m. the Council met as a Court of Revision, and gave consideration to the appeals against the 1946 Assess- ment: Mrs. Ida Jennings. NW- 34- 29 -24 -4 and SW- 34- 29 -24 -4 Mrs. Jennings was present at the Court of Revision. Moved by Mr. J. A. Ohlhauser that the Assessment of NW-34-29-24-4 of $2,300.00 be confirmed; that the Assessment of SW -34 29 -24 -4 be reduced from $2,780.00 to $2,470.00 Carried. W. J. Mr. G G King, Assistant Secretary, presented the pay -shee s for the month of April, 1946. Moved by F. C. Petersen that the employment of A. M Pe ersen be confirmed, end that he be paid 75V per hour for the irst 30 days of his employment as operator of municipa machinery, and that he be paid 90� per hour there- after, p oviding his services are satisfactory to the Council. Carried. per hour Moved by Mr. Fetersen that A. M. Petersen be paid 60� for his work assisting the surveyor. Carried. Moved by Mr. Olson that Mr. F. C. Petersen be appointed a Commit ee to supervise the use and care of the equipment of the "Nor h Camp ", and that Mr. J. A. Ohlhauser be similarly appointe to supervise the "South Camp ". Carried. Mr. Petersen moved that this Council support the Trade of Delburne, Elnora, Lousana, Huxley, Trochu .ls, Swalwell, Acme, Beiseker, Torrington and Wimborne, request addressed to The Minister of Public Works road from Lousana Corner west to Pine Lake be I this year, and (2) that the road known as the Olds a be taken over by the Dept. of Public Works, and lined and operated as a Provincial Highway. Carried Secretary was instructed to write to the Department of Public Welfare and explain the facts respecting the account of Airs. Margaret Bogart for the month of January, 1946 in The Salvation Army's Sunset Lodge Carried. The report of Mr. G. G. King on the affairs of Mrs. Lydia Adamson, and his recommendation that an allowance W of 0 per month be recommended to the Superintendent of Mothers' Allowance was read, and it was moved by Mr. Camp- bell that the said report be accepted, and recommendation of the Coun it given XX�y to the Supt. of Motherst Allowance that $35 00 allowance be paid to Mrs Adamson. Carried. Moved by Mr. Parry that the application of J. F. Toews to the Department of Trade and Industry for a License to operate a Garage at Linden, Alberta, be approved. Carried. Moved by Mr. Olson that an account of $57.00 be rendered to The Prairie Bible Institute for Medical Health Officers services paid Dr. Lambert in Cheque No. 1830. Carried. Moved by Mr. Schmaltz, that letter from Three Hills Legion be acknowledged, and that they be informed that Wilmer Tetz was a former employee of the (dissolved) Municipal Dist- rict of Norquay No. 279, and that during the war years he was engaged in farm work on his fathers farm in the Beiseker district also that all other employees engaged by this Municipa District in the spring of 1946 are veterans of The Second World War. Carried. The order of The Minister of Public Health establishing the Elnora Hospital District was read, and the map showing the southern boundary of the district provided considerable dis- cussion. It was moved by Mr. Campbell that a letter be addressed to The Department of Public Health, protesting the- irregular, jagged boundary of the said District in Tp. 34, Rgs. 220 23 and 24. Carried, The order of The Minister of Public Health establishing the Acme Municipal Hospital District was read, and it was moved by Mr. S hmaltz that Mr. B. 0. Brown be appointed as represent- ative of this Municipal District on the Provisional Board of the said District. Carried. Moved by Mr. Schmaltz that the University of Alberta Hospital be offered $150.00 as full settlement of the 1936 account of Mrs. Bessie Webber (deceased) Carried. Mr. Olson moved that the offer of Mrs. Annie Klam- czynski and Walter Klamczynski to purchase Ez- 25- 28 -20 -4 for $1,000.00 be accepted, and that The Council proceed to pass a By-Law to authorize the said sale. P. for Twenty 00 /100 Dollars $20.00, cash, be accepted, and that the Council proceed to pass a By -Law to provide for the said sale. Carried. Mr. Campbell moved that first reading of By-Law No. 54 (A By-Lam, to provide for the sale of Lots 16 and 17, Block 2, in the Hamlet of Huxley to tiF+m. Young for $20.00) be passed. Carried. Mr. F. C. Petersen moved that second reading of By -Law N . 54 be passed. Carried. Mr. J. A. Ohlhauser moved that Mr. S. F. Torrance be informed that 5E- 16-29 -23 -4 is for sale for $1,490.00, subject to the terms of an existing lease between the Municipal Dist- rict of Kneehill and Mr H. R. Brown, of Carbon, Alta. C Campbell A report of the activities of the Board of the Old Folks' H me in Drumheller was read, and it was moved by Mr. A A Ohlhauser that this Council pledge its support and participation in the proposed scheme to the extent outlined in the schedules of the said report. Mr. F C Petersen moved that the Council appoint Mr. M Schmaltz as representative on the Board of the Old Folks' Home. Carried. Mr. F. C. Petersen moved that the Court of Revision for the General Assessment be held on July 4th and 5th, 1946 and that the previous motion on Page 3 of the April 3rd, 1946 minutes setting the Court of Revision on July 2nd and 3rd, 1946 be rescinded. Carried. Mr. F. C. Petersen reported that the elevator companies operatin at Equity siding are not willing to make any donation to a pro ram to improve the roads leading to the elevators. C Petersen and Mr. C. J. Christie reported investigation into the condition of the Nuisance if Town of Three Hills. They recommend that steps to compel the burial of all offensive matter the nuisance ground, so that the health of the the Inland Coal Mine may be protected. The staff was instructed to get information regarding the draf ing of a By -Law to govern the operation and control of the v rious nuisance grounds within the Municipal District. �Mr. J A Ohlhauser had no report on the hospital account f Mrs. Chas. Trumbley Mr J. A. Ohlhauser reported that the shop, now located tit Carbon, will be moved to Three Hills in a short time, and it was agreed that this shop should be placed in the south-east corner of the office lot Mr. Schmaltz moved that the requisition of 106.26 received from Irricana School District No. 2163 be accepted, and a rate of 12 mills levied on the area to meet the said requisition Carried. , /,9S a The agreement between the Municipal District and Glenn H. Farrow was read, and Mr. Campbell stated that he would seo that the various conditions of the agreement were complied with in the summer of 1946, when machinery will be avail ble to do the various works. The monthly report of J. G. Umbrite, Field Super- visor, w s read, and accepted. Mr Campbell moved that Mr J A Olhauser assist Mr. Umbrite in any grass - hopper control Measures that are considered necessary. Carried. The letter from the Carbon Local A. F. U. regarding gress-holipers was read. IMr. J A Ohlhauser moved that G. G King and A. J. Pu vis be each paid $125.00. being the final payment for Asse sment work. Carried. Mr. G G King reported on his investigation into the 1945 crop in Tp. 34, Rge. 23, and the payment of P F A. A. awards In this area. He recommends that no request be made for payment of P F. A. A. awards as, in his opinion, the 1945 crop was too heavy to justify the payment of P. F A A. awards Mr. Schur ltz moved that the report be accepted. Carried. Mr. Schmaltz reported the Government Bridge located between ections 2 and 3, Tp 30, Rge. 25, to be in bad eonditio , and instructed a copy of this report to be forwarded to Jas. cQueen, District Engineer. 'Mr F. C. Petersen reported the bridge south of Morel's n bad condition, and instructed that Mr McQueen be notified of same. Carried. Mr. F. C. Petersen moved that all custom work for machinerr of the Municipal District be refused in future, unless approved by the Council in a regular meeting, also that a c py of this resolution be mailed to each foreman in chargp of machinery. Carried. Mr. Schmelke moved that where custom work is author- ized, th rate for machinery rentals be as follows: RD -8 engine and bull -dozer 12.00 per hour. The application of Fred Liddle for employment was given consideration. Mr. F. C. Petersen moved that he be informed that there is no work for him at the present time. Carried. Mr. F. C. Petersen moved that Hugh Parry, Reeve, and A. J Pu vis, Secretary - Treasurer, be authorized to transact the bank ng business of the Municipal District with the Three Hills Tr asury Branch, and Three Hills branch of the Royal Bank, an to sign, on behalf of the Municipal District, all cheques, drafts, notes, vouchers and other documents required in the said banking business Carried. A letter from the Town of Three Hills, regarding 1946 school requisition, was read. Mr. Schmaltz moved that, if no reduction is made in the requisition of $5,850.00 submitted by the Three Hills School District for 1946, a rate of 36 mills be levied to meet the said requisition; but should a reduced requisition be presented, then sucli mill rate be struck as will produce the said reduced requisition, plus the usual addition to provide for discounts, and uncollected taxes. Carried. 'The Report of Mr. C J Christie on the affairs of Mrs Lyd a Ernst (Mothers' Allowance) was read. Mr. Christie recommen s that the present allowance of $50.00 per month be continue . Mr. Schmelke moved that the said report be accepted, and the ecommendation be endorsed by the Council Carried. Mr. Schmaltz moved that Secretary- Treasurer be instruct d to secure the services of a competent surveyor. Carried. Mr. Parry and Mr. Petersen reported on the Litz - Schmidt ound dispute. Moved by Mr. Schmelke that the matter be tablel until further information is secured by Mr Parry and Mr. Deterden. Carried. Parry moved that application be made to the Provincial Government for a grant of $700.00 to be earned on a 1/3 /3 basis on the road between Sections 29 & 32 - 28 & 330 Tp. 30, Rge. 25, being the road to The Linden Home. Carried. Mr. S C Schmelke moved that an application be made to the Provincial Government for a grant of 1800.00 to be earned ot a 1/3 - 2/3 basis on the Wimborne- Trochu road. Carried. Mr. J A Ohlhauser moved that application be made to the Provincial Government for a grant of $400.00 to be earned on a 1/3 - 2/3 basis on the road between Sections 4 & 5 8 & 9, Tp 28, Rge 24, being part of a school van route of the Wheatland School Division No. 40. Carried. Mr. J. W Olson moved that application be made to the Provincial Government for a grant of $500.00 be be eanred on a 1/3 .. 2/3 basis on the road from the Carbon Cemetery east to Dry Canyon, this road being known locally as the Pope Lease road. Carried. Mr. M Schmaltz moved that a plication be made to the Provinci 1 Government for a grant of 400.00 to be earned on a 1/3 - /3 basis on the road between Section 2 & 3 - 10 & 11, Tp. 28, Ige, 25. Carried. There was considerable discussion regarding the advisabi ity of crushing gravel before spreading, and also the advi ability of screening gravel betare spreading. N Gallelli, Gravel contractor, was present, and accepted the above scale of payments for 1946. Mr. F. C. Petersen and Mr. C C Campbell engaged N. Galle li to do the gravel work in 1946 in Divisions 5 and 7. Mr. A Ohlhauser engaged N. Gallelli to do the gravel work in 946 in Division 2, unless gravel requires to be crushed before spreading. Mr. Hugh Parry engaged N. Gallelli for the ravel work in Div. 4 in 1946, unless gravel requires to be cr shed before spreading. Mr. J. W. Olson and Mr. M. Schmaltz indicated that they wished to have the gravel used in Divis ons 1 and 3 to be crushed, and Mr. M. Schmaltz indicate that he would interview a Contractor in Calgary onMay 15 1946 for this purpose. Mr. M. Schmaltz moved that the Office Staff be given leave of absence June 19 to 22, 1946 to attend the Secretary - Treasure st Refresher Course in Edmonton. Sarried. Mr. C. C.
