The Council of the Municipal District of Kneehill No 48
organization meeting, as per Section 145 of The Municipal
Act, on April 3rd, 1946, starting at 10.00 a.m.
Councillors present' John W Olson, John A. Ohlhauser,
Matthew chmaltz, Hugh Parry, F C. Petersen, C. C. Campbell
The Oath of Office was taken by the newly elected
Councill rs. Mr Ohlhauser for Div. 2, and Mr. Parry for Div 4.
Mr. Schmaltz nominated Mr. Parry for Reeve for 1946.
Mr. Ohlh user moved that nominations be closed. Carried.
Ivir Parry elected as Reeve by acclamation.
Mr. Fred Bell, District Agriculturist, interviewed the
Council n the work of the Agricultural Service Board. Mr. Peter-
sen nominated Mr. Schmaltz as Chairman of the said Board for 1946
Carried. Mr Ohlhauser nominated Mr. Petersen as a member of the
said Boa -d for 1946. Carried. Mr. Schmaltz nominated Mr. C. C.
Crawley f Drumheller as a member of the said Board for 1946.
Carried. Mr Petersen nominated Mr. Peter Jamieson of Allingham
as a mem er of the said Board for 1946. Carried.
Mr Schmaltz announced that a meeting of the Agricultural
Service 3oard will be held in the Municipal Office on Wednesday
April 10 h, 1946 at 1.30 p M.
14r. Olson nominated Mr Schmaltz as Deputy Reeve for
1946. C rried. There being no further nominations Mr. Schmaltz
was decl red elected Deputy Reeve for 1946.

Mr. Schmaltz moved that an account for $10.00 for
of a building with Municipal equipment be tendered
fetzger, of Feiseker, Alberta. Carried.
Mr Ohlhauser moved that the labor accounts on the Carried.

Mr Petersen moved that the various pay - sheets which
have bee approved by the Council concerned, be passed for pay-
ment. C rried.
Mr Campbell moved that all pay- sheets submitted for
the mont s of January, February and *11arch, covering winter
repair work, snow - plowing, etc. be charged to the General Acct
Carried.
Mr. Schmaltz moved that a 2 blade road drag be sold
to John E. Toews, of Acme for 5 00 cash Carried

Secretary was instructed to send a copy of the letter

the Dlunicipal District does not require any work of the type
which he can give with his equipment
Mr Ohlhauser moved that Mr. Schmaltz and Pur. Olson
represent this Municipal District at the meeting of the
Southern k1berta k. A. M D. to be held in Calgary April 5th,
1946. Carried
Mr. Kramer, Mr. Wilson and Mr. George Vtebber, represent-
ing the rumheller Hospital District, interviewed the Council on
the matt r of the proposed home for old people, to be built in
the City of Drumheller, adjacent to the Drumheller Municipal
Hospital. There was considerable discussion on this subject,
and it w s decided to table the matter of a decision until
April 4t , when a complete number of Councillors were present.

Mr George u,ebber interviewed the Council on the matter of
inpaid ac ount of X221.50 due the University of Alberta. Hospital,
;dmonton, for the hospitalization of the late Mrr. a +ebber.
Ir. Webbe informed the Council that there was a dispute between
iim and tae Hospital regarding the amount of this account, and
-hat he w uld pay the account if and when the dispute could be
settled. The Secretary was instructed to notify the Hospital of
t1jis matter.

Mr. Schmaltz moved that the Three Hills Hospital Board
be given the use of the board room for their board meetings.

Mr. Campbell moved that the offer of G. E. Postill
of Troch , to buy part of NW -12- 3322-4 (135 acres, more or less)
for .100.00 cash, be accepted, and that By -Law to provide for
this sale be given first reading. Carried.
Mr. Olson moved that the By -Law authorizing the sale
of NW -12 33-22-4 be given second reading. Carried.
Mr. Petersen moved that the claim of Erle Crosby, of
Acme, for .t,45.55 damages to car on March 18th, 1946, be refused.

After the letter of explanation from Dr. C C. Hartman
of Olds, regarding the Mrs. Stelter account had been read, it
was move by 113r. Schmaltz that Dr. Hartman's account of $200.00
be paid Carried.

Mr Olson instructed the Secretary to notify Mr. Cor on
Taylor, L. A. that the matter of the maintenance of the

Mr. Ohlhauser moved that Robertson, Anderson and Co.
of Red D er, Alberta, be appointed Auditors for 1946, and that
the Audi fee be $600 00 Carried.
Mr. Campbell moved that Mr. C. J Christie be appointed
Assessor for 1946. Carried.
Mr. Olson moved that the banking business of the
Municipa District be divided between the Royal Bank, Three
Hills an the Three Hills branch of the Treasury Branch, and
that the Reeve and Secretary-Treasurer be hereby authorized
to trans et the banking business accordingly.
Mr. Ohlhauser moved that the Council pass a Tax Con -
solidati n By -Law for the year 1946. Carried
Mr. Schmaltz moved that the regular meetings of the
Council e held on the second Monday of each month at the hour
of ten o clock in the morning. Carried
Mr. Campbell moved that Councillors be paid in 1946'
(a) for ttending meetings' 5.000 per day & 1� per mile for car.
(b) for upervision

Council n the matter of treatment for Sciatica. Mr. Petersen
moved th t thirteen additional treatments with J. E Ostlund,
Masseur, be authorized for Mr Williams. Carried.
Mr. Schmaltz moved that A. J. Purvis be engaged as
Secretar - Treasurer for 1946 and that he be paid a salary
of �;�2,50 .00; that C J. Christie and G G. King be en aged
as Assis ants" that they each be paid a salary of 2,300.00.,
Carried.
I Mr. Ohlhauser moved that Arthur Biebrick be sent
notice b registered mail to make good his cheque for 5;120.89
which ha been refused by the bank as "N. S. F." Carried,
Mr. Schmaltz moved that Mr Ohlhauser be instructed
to inves igate the application of Jesse Scarlett for a restaur-
ant liee se in Swalwell; and that if said application is approved
by Pair. 0 lhauser, the approval of the Council be given to the
said app ication. Carried.
Mr. Schmaltz moved that the Ban on the roads of this
Municipal District be lifted on Monday .April 8th at 7.00 a.m.
Carried.
Mr. Campbell moved that the Council proceed to pass
a By -Law to provide for the sale of the Austin - Western 1177"
Motor Gr der to H J Cruikshank for $3,500.00, payable
$2,500.0 in cash, and ;1,000 00 worth of steel culverts,
subject o immediate delivery, and that first reading of this
By -law b passed Carried.
Mr. Petersen moved that second reading to the By -Law
authorizing the sale of the 1177" Motor Grader be passed. Carried.
Mr. 01s,n moved that the third reading of the
By -Law b passed. Carried.
Mr. Schmaltz moved that the approval of the Council
be granted to the application of Ivan Schmidt to operate a
wholesal oil business at Bircham, Alberta Carried.

Mr. Petersen was asked to interview the agents of the
anies operating at Equity Siding, and get full particulars
the grading of the elevator road.
I Mr. Olson moved that Mr. Umbrite investigate the cost
and effectiveness of using Atlacide as weed killer &n road
allowances. Carried.
Mr. Schmaltz moved that recommendation 'be made to the
Director of Surveys that cancellation be made of that part of
Plan Ro 4011 X lying in NE- 12- 28-26 -4, and to the east of the
intersection of the said roadway with Highway T;o 9. Carried.
Mr. Campbell moved that Council do now adjourn until

Mr. Ohlhauser reported that he had investigated the
applicat on of Jesse Scarlett for a restaurant license in the
Hamlet o Swa.lwell, and recomi._tends that same be approved.
Dr. H. J Lambert interviewed the Council on the
matter o Medical Health Officer services for the Prairie Bible
Institut .
Mr Schmaltz moved that Dr Lamberts account for
$57.00 b paid. Carried.
Mr. Petersen moved that an advertisement be placed
in the B lletin being put out by the Drumheller
Board of Trade advertising a calf club sale on June 152 1946.
Carried.
Douglas Brown and two other men interviewed the Council
on the matter of painting bridges and spraying of cattle for
Warble Fly Control.
Mr. Schmelke moved that Thos. Scott be given the
contract for drilling the well in the Hamlet of Torrington
and that he paid in accordance with the terms given in his
tender o March 28th, 1946. y1.50 per ft. up to 200 ft.,
$1.75 pe ft. from 200 ft. to 250 ft., X2.00 per ft from
250 ft o 300 ft. Casing �ke1.51 per ft. installed. Carried.

Mr Helton and Mr. Morel, representing the Three Hills
School B ard, interviewed the Council on the matter of the
1946 req isition from the School Board to the Municipal District.
They exp essed agreement to the sug6estion that the matter of

Mr Schmaltz moved that the Three Hills School Board

Mr. Schmaltz moved that Drs. McFarlane, Fowler, Elliott,
Lwdon and Lambert be appointed as Medical Health Officers
Lnicipal District, and that they be allotted the saipe
.es as in 1945. Carried.
The Council adjourned at 12.15 p m.
The Council re- assembled at 1.30 p.m. Councillors
present. J. fir. Olson, J A Ohlhauser, M. Schmaltz, H. Parry,
F C Pe ersen, S. C. Schmelke and C C Campbell.
Mr Schmaltz gave a report of the drainage ditch in
NE-19-29--25-4, and he moved that A. J. Purvis be instructed to
get advi e on this matter from Mr J W Judge, Deputy Minister
of Municipal Affairs, in June of this year while attending the
Secretar is Refresher Course Carried.
At 2 00 p.m. a number of prospective anployees were
present, and were interviewed by the Council.
Mr. Petersen moved that William Howell be appointed
as forem n of the North camp, and H. J. Gimbel be appointed as
foreman f the South camp. Carried.
Mr Petersen moved William Howell and H J Gimbel
be paid ,1.10 per hour. Carried
William Howell. and H J Gimbel accepted employment
in the p sitions and for the terms given above Carried.
Mr. Petersen moved that the other employees of the
North camip be: T. 11. ?Markle, Floyd Johnson, Victor Gresl and
Edward C Jensen and that they be paid 90� per hour, that
Philip Will be appointed as Cook for the North camp and that
he be paid $130.00 per month. Carried.
These employees were present and accepted employment
for the Lsitions and terms given above.
Mr. Ohlhauser moved that the employees to work
in the S uth camp under the direction of H. J. Gimbel be*
John Esa , Wilmer Tetz, Joseph Holwegner and E. R. Gordon
and that they be paid 90� per hour, excepting Joseph Holwegner
who is tc be paid 750 per hour for the first 30 days and
W per our thereafter if his work is satisfactory to the
foreman, that Charlos Trumbley be engaged as Cook for the
South canp and that his wages be $130.00 per month. Carried.
These employees were present (E R Gordon excepted)
and acce ted employment for the positions and terms given above.

Mr. Schmelke moved that Albert Staite be engaged

Mr. Schmelke moved that Ernest Wilson be engaged as
of the No. 11 Patrol, and that he be paid 90� per hr.
Ernest Wilson was present and accepted employment
Mr. Ohlhauser moved that employees be paid 8� per mile

Asir. Schmaltz moved that Mr Petersen and Mr. Ohlhauser
be appoi ted a Committee to make arrangements for a fuel supply
for the iotor Patrols. Carried.
Mr Petersen, Sr. Mr. Petersen, Jr , Air Kane and
Mr. Redd kopp interviewed the Council regarding employment.
Mr. Schmaltz moved Council adjourn until 7.30 p.m.
Carried.
The Council re- assembled at 7.30 p.m. All members
of the C uncil were present.
Schmaltz moved that the Council meet at Acme
on May 1 ithr.

Mr. Schmelke moved that the account of J J Miller
for 450. 0 for the Assessment of the Hamlet of Swalwell be
passed f r payment. Carried.
Asir. Schmaltz moved that this Municipal District
give its approval to plan prposed for the building of an
Old Folk ' Home in Drumheller with the following provisions.
(a) that the proposal as finally adopted be substantially
the same plan dis is outlined in Mr. L Wilson's letter of
March 22J 1946 and attached schedules, and
i (b) that the area of that part of this Municipal Dish
rict which lies within the boundaries of the Drumheller Municipal
Hospital District be given at least two members representation
on the Board of ten members. Carried.
The Council gave consideration to the requisitions
submitted by the various School Districts and School Divisions,
and Hospital Districts, also the requisition submitted by
the Provincial Government for Social Services Taxes
Mr. Campbell moved that the rates of taxation for
School, ospital and Social Services taxes in 1946 be set as

Mr. Ohlhauser moved that second reading of the By -Law
be passe . Carried.
Mr. Olson moved that third reading of the By -Law bar
passed. Carried.
The Secretary Treasurer presented an estimate of
the Receipts and Expenditures for 1946, and after considerable
discussion it was moved by Mr. Olson that the estimates be
approved, and that a rate of taxation of Eleven (11) mills
for municipal purposes in 1946 be authorized. Carried.
Mr. Petersen moved that first reading of a By9Law
to provi e for a Municipal rate of 11 mills in 1946 be now
passed. Carried.
Mr. Schmaltz moved that second reading to the By -Law
be passedl Carried.
Mr. Schmelke moved that third reading to the By - Law
be passe . Carried.
' A letter from E H Reed, Barrister, Drumheller,
regardin an unpaid hospital account of Mrs. Chas. Trumbley
was read; and it was moved by Mr Schmaltz that Mr. Ohlhauser
be instr cted to investigate the matter Carried
Mr Parry moved that Mr. Ohlhauser be instructed to
make arr ngements for the moving of a galvanized metal shop
now loca ed in Carbon to the office lot in Three Hills. Carried.
