The Council of the Municipal District of Kneehill held a regular meeting on Monday, the 12th day of November, starting!at 10.00 a.m. The Reeve, Mr. Hugh Parry, presided. No. 48 1945, Councillors present* Mr. John W. Olson, Mr. John A. Ohlhause , Mr. Matt. Schmaltz, Mr. Hugh Parry (Reeve), Mr. F. C. Petersen Mr. Stanley Schmelke, Mr. C. C Campbell. Air. Schmaltz moved that the minutes of the meeting of Octob r 9th, 1945 be adopted. Ruby and Mr. Elmer Hiller interviewed the it on the matter of the Council providing financial d assistance to Miss Dolly Petersen of Ghost Pine d to Mrs. Olive Hiller, also of Ghost Pine Creek. ation was made to the Council that Miss Dolly Petersen 35 years of age, and is unable to provide for herself epileptic condition, and that Mrs. Olive Hiller is years of age, and is unable to provide for herself r age, but is not yet eligible for an Old Age Pension. Air. Petersen moved that Miss Dolly Petersen be granted is relief allowance of $20.00 per month, and that Mrs. Olive Hider be granted an allowance of $10.00 per month, effectiv immediately. Olds Municipal Hospital The letter from the Dept. of Public Works suggests lrtain area in the Hamlet of Wimborne now reserved for oses, be surveyed and divided into lots; the -said work ertaken by the Municipal District to provide for the the Hamlet. Mr. Schmaltz moved that Mr. Schmelke and sen be appointed to interview the Wimborne Board of this matter, and to report to the Council at a later rried. Secretary - Treasurer was instructed to interview the Deputy Minister of Municipal Affairs at the A L M. D. Convention on the matter of Tax exemption, either in whole or in part, for the Prairie Bible Institute. Mr. C. J. Davidson, Mayor of the Town of Three Hills, was present, and discussed with the Council the matter of Taxation of the P airie Bible Institute. He also made an appeal on behalf of the Three Hills Committee of the Ninth Victory Loan Mr. Schmaltz moved that the Municipal District purchase one Five Thousand Dollar Bond of the Ninth Victory Loan, fully f registered as to both principal and interest. Carried. Secretary- Treasurer was instructed to inform Jack McLeod, f Hay Lake, Alberta, that his application for the position of Field -man is on file, and will be given consideration when the matter of the appointment is made. Secretary - Treasurer was instructed to have copies of the letter from the C P. R. regarding gravel at railways, sent to the operators of motor graders in this Municipal District. Secretary- Treasurer was instructed to notify the C. P. R. that no ravel was removed from NE- 15- 27 -24 -4 in 1945 by employee or contractors in the service of this Municipal Dist- rict. Mr. Schmaltz moved that Mr. Olson and the Secretary- M Ireasurer engage a lawyer, and place in his hands the matter of settlement of the claim for damages of Mr. Ted Thomas, of Drum- heller, Alta. Carried Mr. Schmelke moved that a grant of $150.00 be made to the Canadian National Institute for the Blind, and that the Council proceed o pass a By -Law to provide for same. Carried. Mr. Ohlhauser moved that the account of Brownlee, Baldwin end Brownlee for $16.00 in the case of the Trusts and Guarantee Co. and tire Hager be paid. Carried. Lambert, of Three Hills, as Medical icer for that part of the Municipal District known as Bible In titute. Carried. Page 3. the appoint - Health Off- The Prairie The report of Mr. R. B Ritchie, Inspector of the Dept. of Municipal Affairs, of his inspection of the work in the office on Sept. 26th, 1945, was read and discussed by the Council. It was movei by Mr. Schmaltz that the report be accepted, and placed on file for future reference. Carried. Secretary - Treasurer reported that Carl Knudsen wishes to rent E- 10-34 -22 -4 for the years 1946, 1947 and 1948 for one-thiri share of the crops grown on the said land in those years. 4r. Schmelke moved that this be done, and that the Secretar - Treasurer prepare a By -Law to provide for the same. Carried. An application for an Old Age Pension submitted by Chester fferemiah Crawford, of Three Hills, was considered by the Council, also an application for an Old Age Pension submitted by Jane Alberta Crawford, wife of the above. It was moved by Mr. Pete sen that the approval of the Council be given to these applieat ons. Carried. Mr. Olson reported that he had investigated the applica- tion of Ars. Sarah Mayne, of Drumheller, for an Old Age Pension. He recomnends that the Council approve the application. It was m ved by Mr. Olson that the approval of the Council be given to Mrs. Maynets application. Carried. It was moved by Mr. Ohlhauser that the Secretary- Treasurer be instructed to proceed with a Tax Sale under The Tax Recovery Act and L.o offer for sale all lands on which the arrears of taxes exceed t n per cent of the assessment; the said sale to be held in the M nicipal Office, Three Hills, on January h, 19469 at 2.00 p.m Carried. !Mr. Ohlhauser moved that the annual meeting of the ratepaye s be held in the Lyric Theatre, Three Hills, on Monday tie 18th day of February, 1946. Carried. Mr. Campbell moved that the following arrangements and appo ntments be made for the election of Councillors in Division 2 and 4' 1. That R. C. Milligen, of Sunnyslope be appointed as Retur ing Officer. 2. That nominations be received at the Lyric Theatre, Three Hi Is, on Monday the 18th day of February, 1946, between the hour of 3.00 p.m. and 4.00 p.m. 3. That election day be March 18th, 1946. 4. That the following be appointed as Enumerators: S. F. To ranee, of Carbon, for Division 2, and C. E. Davis, of Three Hi ls, for Division 4. 5. Whereas a petation has been received from residents of cipal District in Townships 29, Ranges 25 and 26, request - ouncil to grant permission to the Calgary Power Company o build transmission lines and other works along the streets, lanes and avenues of the said Townships and nd further to consent to a Permissive Order being granted and of Public Utility Commissioners of the Province of n order that the petitioners may be served with electric Now therefore on motion of Councillor Schmaltz, be it that the Council of the Municipal District of Kneehill ant permission to The Calgary Power Company Limited to nsmission lines along the highways, streets, lanes and n the said Townships and Ranges of this Municipal and to install such works as may be necessary to serve rs therein with electric energy. Provided that such ion lines, poles and works do not interfere with the road projects of the Council from year to year, and that erected be not more than eighteen (18) inches from the es, and provided further that there be no liability on of the Municipal District of any nature whatsoever. Carried. Further on motion of Councillor Ohlhauser, be it that this Council doth hereby grant consent to a e Order being granted by the Board of Public Utility ners of the Province of Alberta pursuant to Section 82, n 3, of The Public Utilities Act of the Province of Carried. An application for an Old Age Pension submitted by Frederick W Hibbs, of Huxley, was considered by the Council. Mr. Campbell moved that approval of the Council be given to the said application. Carried. Notification from the Old Age Pensions Department that Ralph T. R. Thomas, of Three Hills, had applied for Pension was read. Mr Ohlhauser moved that Mr. C J. Christie be appointed to investigate the residence qualifications of the applicant. Carried. Mr. Schmaltz moved that 300 feet of 14 inch pipe, previously used at the bait mixing station in Acme, be sold to Oliver Parry for 10V per foot. Carried. Mr. Campbell moved that Insurance of X1,800 be placed on the machine shop in Village of Carbon, also $500 insurance on the equipment of the said shop, the said insurance to placed with the agency of S. F. Torrance, Carbon, and to be for a three year term. Carried. Mr Schmaltz moved that A. W. Klassen be notified that the Lease of the shed, previously used for the storage of grass- opper poison bait in Acme, be terminated on Dec. 1, 1945. Ca ried. Mr. Schmaltz moved that each Councillor supply a list of culve ts on hand in his division to the December 1945 meeting of the C neil. Carried. Mr. Schmaltz reported that the poison bait formerly stored a Acme had been removed and the mixing machinery taken to Carbo . Mr. Schmaltz moved that accounts be rendered to Oscar Ke rle, Acme, for 14 hours work with RD -8 engine and iscraper at $9.00 per hour, to R. R. Bates, Acme, for 8 hours work wit RD -7 and bull -dozer at $7.00 per hour, to E. M. Brown, Acme, for 1 hour work with RD -7 engine and bull -dozer at $7.00 per hour. Carried. (reference pay - sheets General 72- 73 -74) Wm Howell and H. J. Gimbel interviewed the Council, regarding repairs needed for machinery. In brief, the following repairs were authorized. Top tr needed. ready to snow -ploy South Camp: RD -8 engine. Sleeves and pistons, possibly bearings. .ission shaft to be checked RD -7 engine: New cylinder in jack for bull -dozer Elevating Grader. Sleeves and pistons on hand and be installed. All motors: Valves to be ground, and bearings checked. Adams Blade Grader.
