held a regular meeting on Monday, the 12th day of November,
starting!at 10.00 a.m. The Reeve, Mr. Hugh Parry, presided.

The letter from the Dept. of Public Works suggests
lrtain area in the Hamlet of Wimborne now reserved for

the Hamlet. Mr. Schmaltz moved that Mr. Schmelke and
sen be appointed to interview the Wimborne Board of
this matter, and to report to the Council at a later

Secretary - Treasurer was instructed to interview the
Deputy Minister of Municipal Affairs at the A L M. D.
Convention on the matter of Tax exemption, either in whole
or in part, for the Prairie Bible Institute.
Mr. C. J. Davidson, Mayor of the Town of Three Hills,
was present, and discussed with the Council the matter of Taxation
of the P airie Bible Institute. He also made an appeal on
behalf of the Three Hills Committee of the Ninth Victory Loan
Mr. Schmaltz moved that the Municipal District purchase
one Five Thousand Dollar Bond of the Ninth Victory Loan, fully f
registered as to both principal and interest. Carried.
Secretary- Treasurer was instructed to inform Jack
McLeod, f Hay Lake, Alberta, that his application for the
position of Field -man is on file, and will be given consideration
when the matter of the appointment is made.
Secretary - Treasurer was instructed to have copies of
the letter from the C P. R. regarding gravel at railways,
sent to the operators of motor graders in this Municipal District.
Secretary- Treasurer was instructed to notify the C. P. R.
that no ravel was removed from NE- 15- 27 -24 -4 in 1945 by
employee or contractors in the service of this Municipal Dist-
rict.
Mr. Schmaltz moved that Mr. Olson and the Secretary-

Ireasurer engage a lawyer, and place in his hands the matter of
settlement of the claim for damages of Mr. Ted Thomas, of Drum-
heller, Alta. Carried
Mr. Schmelke moved that a grant of $150.00 be made to
the Canadian National Institute for the Blind, and that the Council
proceed o pass a By -Law to provide for same. Carried.
Mr. Ohlhauser moved that the account of Brownlee,
Baldwin end Brownlee for $16.00 in the case of the Trusts and
Guarantee Co. and tire Hager be paid. Carried.

Mr. Campbell moved that the Council confirm
ment of r. H. J. Lambert, of Three Hills, as Medical

Bible In titute. Carried.

The report of Mr. R. B Ritchie, Inspector of the Dept.
of Municipal Affairs, of his inspection of the work in the office
on Sept. 26th, 1945, was read and discussed by the Council. It
was movei by Mr. Schmaltz that the report be accepted, and placed
on file for future reference. Carried.
Secretary - Treasurer reported that Carl Knudsen wishes
to rent E- 10-34 -22 -4 for the years 1946, 1947 and 1948 for
one-thiri share of the crops grown on the said land in those
years. 4r. Schmelke moved that this be done, and that the
Secretar - Treasurer prepare a By -Law to provide for the same.
Carried.
An application for an Old Age Pension submitted by
Chester fferemiah Crawford, of Three Hills, was considered by
the Council, also an application for an Old Age Pension submitted
by Jane Alberta Crawford, wife of the above. It was moved by
Mr. Pete sen that the approval of the Council be given to these
applieat ons. Carried.
Mr. Olson reported that he had investigated the applica-
tion of Ars. Sarah Mayne, of Drumheller, for an Old Age Pension.
He recomnends that the Council approve the application.
It was m ved by Mr. Olson that the approval of the Council be
given to Mrs. Maynets application. Carried.
It was moved by Mr. Ohlhauser that the Secretary- Treasurer
be instructed to proceed with a Tax Sale under The Tax Recovery
Act and L.o offer for sale all lands on which the arrears of taxes
exceed t n per cent of the assessment; the said sale to be held
in the M nicipal Office, Three Hills, on January h, 19469 at
2.00 p.m Carried.
!Mr. Ohlhauser moved that the annual meeting of the
ratepaye s be held in the Lyric Theatre, Three Hills, on
Monday tie 18th day of February, 1946. Carried.
Mr. Campbell moved that the following arrangements
and appo ntments be made for the election of Councillors in
Division 2 and 4'
1. That R. C. Milligen, of Sunnyslope be appointed
as Retur ing Officer.
2. That nominations be received at the Lyric Theatre,
Three Hi Is, on Monday the 18th day of February, 1946, between
the hour of 3.00 p.m. and 4.00 p.m.
3. That election day be March 18th, 1946.
4. That the following be appointed as Enumerators:
S. F. To ranee, of Carbon, for Division 2, and C. E. Davis, of
Three Hi ls, for Division 4.
5. That polls be held, and Deputy Returning Officers

Whereas a petation has been received from residents of
cipal District in Townships 29, Ranges 25 and 26, request -

Further on motion of Councillor Ohlhauser, be it
that this Council doth hereby grant consent to a
e Order being granted by the Board of Public Utility
ners of the Province of Alberta pursuant to Section 82,
n 3, of The Public Utilities Act of the Province of

An application for an Old Age Pension submitted by
Frederick W Hibbs, of Huxley, was considered by the Council.
Mr. Campbell moved that approval of the Council be given to
the said application. Carried.
Notification from the Old Age Pensions Department
that Ralph T. R. Thomas, of Three Hills, had applied for
Pension was read. Mr Ohlhauser moved that Mr. C J. Christie
be appointed to investigate the residence qualifications of
the applicant. Carried.
Mr. Schmaltz moved that 300 feet of 14 inch pipe,
previously used at the bait mixing station in Acme, be sold
to Oliver Parry for 10V per foot. Carried.
Mr. Campbell moved that Insurance of X1,800 be
placed on the machine shop in Village of Carbon, also $500
insurance on the equipment of the said shop, the said insurance
to placed with the agency of S. F. Torrance, Carbon, and
to be for a three year term. Carried.
Mr Schmaltz moved that A. W. Klassen be notified
that the Lease of the shed, previously used for the storage
of grass- opper poison bait in Acme, be terminated on Dec. 1,

stored a Acme had been removed and the mixing machinery taken
to Carbo .
Mr. Schmaltz moved that accounts be rendered to
Oscar Ke rle, Acme, for 14 hours work with RD -8 engine and
iscraper at $9.00 per hour, to R. R. Bates, Acme, for 8 hours
work wit RD -7 and bull -dozer at $7.00 per hour, to E. M. Brown,
Acme, for 1 hour work with RD -7 engine and bull -dozer at $7.00
per hour. Carried. (reference pay - sheets General 72- 73 -74)
Wm Howell and H. J. Gimbel interviewed the Council,
regarding repairs needed for machinery. In brief, the following
repairs were authorized.

New seals for starting motor, and general
for winter, rebushed tracks to be installed
TD -18 engine. Track links on hand to be used. Check
bearings and valves.
Adams Elevating grader- New rings in engine, and
general heck -up.
Caterpillar Elevating Grader: Check bearings on the
power to a -off shaft.
Le Tourneay Scraper. 2 new tires, 7.50 x 20, 8 ply.
It was reported that the old G. P. blade grader,
is in ve y poor shape, and the old Stauffer blade grader is in
fair sha e.
Wm. Howell was instructed to get RD -8 engine ready
immediat ly for snow - plowing work, if required.
Wm. Howell was authorized to rent space in the Trochu
Machine hop at $2.00 per day for repairing machinery.
Moved by Mr. Petersen that John Esau be employed
as main helper to H J Gimbel during the winter. Carried.
Moved by Mr. Schmelke that Floyd Johnson be employed
as main �elper to Wm Howell during the winter. Carried.
Moved by Mr. Ohlhauser that each foreman be paid
$1.00 per hour, and each helper 80X per hour, as from Nov. let,
1945, for shop work and snow - plowing. Carried.
A. E. Staite and Alfred Wulff interviewed the Council
on the matter of winter work
Mr. Petersen moved that A. E. Staite be hired for the
winter, at $80.00 per month minimum, plus $1 00 per hour for
all hour in excess of 100 hours in any month, effective as
from Nov 1st, 1945. Carried,

Alfred -Wulff reported that the No.11 Motor Grader
requires new block, pistons and rings, and that differential
needs eh eking.
Mr. Parry moved that 50 split cedar posts be supplied
Arthur 4sseur as compensation for damage to fence on W2- 6- 32 -22 -4
Carried.
Mr. Petersen moved that the old survey in SE- 5- 32 -22 -4 %
be eance led, and new survey at this location be registered.

Mr. Petersen moved that Mr. Schmelke be appointed
to interriew Mr. Kinsey regarding gravel account, also that
Peter Fr essin be informed that the Council refuses to pay more
than 5¢ per yard for the gravel taken from his gravel pit
in 1945.; Carried.
Mr. Campbell moved that the amended statement
of the D partment of Public Welfare for Government Grant
under th Home for A ed and Infirm Persons Act (Month of
August, 945. $62,.24 be accepted, and Reeve and Secretary -
Treasure authorized to sign same Carried.
