COUNCIL MEETING ON MAY 14th, 1945. Page 1.
The Council of the Municipal District of Kneehill No 48 held a
regular meeting on Monday May 14th, 1945. The Reeve of the
Municipal District, Mr. Hugh Parry, presided, and celled the
meeting to order at 10 00 a.m.
The Secretary- Treasurer read the statement of the Returning
Officer respecting the Nominations for the office of Councillor
in Division No. 6 held on May 5th, 1945. the statement showing
that Mr Stanley Schmelke of Wimborne has been elected by
acclamation Mr. Schmelke was present, and took the official
oath of office
Councillors present Mr J. W. Olson, Mr. J. A Ohlhauser,
Mr. M. Schmaltz, Mr. Hugh Parry (Reeve), Mr. F. C Petersen,
Mr Stanley Schmelke and fir C. C. Campbell.
Mr. Schmaltz moved that the minutes of the meeting held on
April 4th, 1945 be adopted Carried
The Secretary- Treasurer read the minutes of the meeting held on
May 2, 1945, and Mr Campbell moved that they be adopted. Carried.
Mr. Campbell reported that 12 sheep owned by Mrs. £trills- had been
impounded by Albert seeding in the pound operated by Emil r; ammel,
and that Alberteding has made a claim for x;.50 00 damages from
the said animals. Er Schmaltz moved that Ivor. Campbell be
appointed as a Committee of the Council to settle the amount of
the award for damages in accordance with Section 27 (4) of
The Domestic animals Act. Carried.
The Financial Statement for the month of kpril, 1945 was read
by the Secretary- Treasurer, and it was moved by Mr Petersen that
same be adopted Carried
Mr. Schmaltz moved that the Secretary- Treasurer be instructed to
take delivery of the Victory Bonds of the Eighth Victory Loan
in the follov:ing, denominations . one 610,000 bond, one Q5,000
bond, and three 1,000 bonds Carried
Mr. Campbell moved that Arthur Tetz be engaged as employee
on the municipal road work camp that his wages for the first
thirty dais be at the rate of 751 per hour, and at the rate of
90e per hour after thirty days; that he be engage:-. +. with the under-
standing that it is of a temporary nature, and that he may be
released at any time. Carried.

Mr Campbell moved that 1,11r. Schmaltz be appointed a Committee
to investigate the matter of purchasing a Rotor Truck from the
War Assets Corporation. Carried
Mr Schmaltz moved that Bury i:nd Bury be informed that this
Municipal District will not remove the caveats registered by
it on the property of the Gottfred Hager, being lot 5, in
Block 2, and lots 5 and 19, in Block 3, Hamlet of Torrington
Carried.
lir Schmaltz moved that the Survey of Road Diversion between
Sections 13 and 24, in Tp 31, Rge 23, ELI. 4 11. be cancelled.
Carried.
It was roved by hir Campbell that maintenance of I,,Irs. Fleming
in the household of I,irs A R Jones of Mantario, 'ask be
paid at the rate of 4x40.00 per month Carried.
rlr Campbell reported on the circumstances of Mars. Lydia.
Adamson of Trochu, who is now a patient in St F.iary's Hospital,
Trochu This woman wishes to go to :Banff :springs
Hospital, for treatment of Rheumatism and Arthritis.
Fair Ohlhauser moved that hir Campbell be appointed a Committee
to interview Fairs. Adamson's physician, and if he advises so,
apply to the Banff Mineral Springs Hospital for admission of
Mrs. Adamson for treatment. Carried
a
Mr Schmltz moved that Council adjourn until 1 30 p.m.
The Council re- convened at 1 30 p m
Mr Olson moved that N B. Vickers, oviner of N?- 27- 28 -21 -4
and drrlp- 34- 28 -21 -4, be offered compensation in the amount of
4;100.00 for full payment for road diversion expropriated in
1944. Carried
Fair. Schmelke moved. that "r c, F. Torrence be advised that
portion of SE- 14- 29 -23 -4 (69 acres, more or less) is for
sale, end that the 1,1unicipal District will accept the sum
of 4;;500.00 net, subject to the approval of the 1 inister of
11unicipal Affairs, for said lands. Carried
Mr. Campbell moved that the 113011 Caterpillar gasoline tractor
be offered for sale for 4x1,400.00 cash Carried.
14r. Petersen moved that F«r Schmaltz be authorized to make
such arrangements for the storage and disposal of the property
of the Municipal District, now stored in the U F A shed,
Acme, as he may see fit. Carried
Mr. Schmaltz moved that the Cheque for x:700 00, signed by
Robert Sutherland, be returned by registered mail to E 111
Brown, Acme, th -.t Robert Sutherland be asked to sign a lease
for I Es- 36- 29 -26 -4 and S14-1-30-26-4 4 for 1945, the said lease
to provide for the 1,!u111cipal District to receive one -third
share of the 1945 crops on the said lands. Carried.
Philip gill interviewed the Council on the matter of wages
end employment.

Mr. Campbell moved that Mr. Schmaltz be appointed a Committee
of one to take up the matter of the account of Central Alberta
Sanatorium (45,44 ;6.00) with the authorities in Calgary. Carried.
Mr. Schmaltz moved that $2.50 per hour be charged for rental of
taiotor Graders. Car ried
Secretary Treasurer was instructed to inform the Council of the
Municipal District of Serviceberry that it is the intention of
this Council to complete the grading end grovelling of these
parts of the Rockyford North and Rosebud North roads within this
.anicipal District in 1945 C
Mr# Petersen moved that the approval of this Council be given to
the application of George Vasseur to Department of Trade and
Industry for a License to sell lighting plants and batteries.
Carried.
111r. Campbell moved that approval of the Council be given to the
application of John Elliott for an Old .age Pension. Carried.
Mr. Petersen moved that the office staff be given leave of
absence to o_ttend the Refresher Course at the University of
Alberta on June 20, 21 and 22, 1945 Carried.
Mr. Petersen moved that x25 00 expenses be allowed for each
menber of the staff attending the said course. Carried
Mr. Olson moved that application be made for assistance in the
Maintenance of aged and infirm persons, as per "An nct respecting
A
ged and Infirm persons ". Carried.
Mr. Campbell moved that Martin Morris be paid •;,4.00 for work
at the Trochu poll. Carried.
Mr. Campbell moved that SE -10-34 -212 -4 be leased to Carl Knudsen
for 1 year for ,40.00 Carried.
Mr Schmelke moved that Mr. Campbell be appointed as a Committee
of one to investigate the Bruneski and Rasmussen relief cases.
Carried.
Mr Olhauser moved that duplicate cheque for y:9.50 be issued
to I� Cunnington (Original cheque No. T -126). Carried.
The Secretary- Treasurer presented three tenders received for the
purchase of the Trochu Office, viz.

It was moved by Mr. Ohlhauser that the tender of Trochu School
District for ' "'2,100.00 be accepted, and the Reeve end Secretary -
Treasurer be authorized to execute Transfer of the said property

At the request of the Council Constables ,'call and Bryson, R C 11-P.
were present, and discussed with the Council the matter of taking
steps to compel Mr. Bruneski and IIr. Rasmussen to support their
families
IVir. Philip Viill was present, and discussed with the Council the
matter of payment of pay -sheet No G -28. It was moved by hir
Scmaltz that Philip gill be paid for "8 hours labor in the month
of iLpril at 90� per hour Carried.

Third reading was given to By -Law No 27 (A By -Law to provide for
the Consolidation of Taxes in 1945). I,Ir Sclxnnaltz moved that
third reading of By -Law No. 27 be approved. Carried.
Third reading was given to By -Lacy No 28 (A By -Law to provide for
the sale of EVN- 34- 31 -26 -4 to Oliver Parry). Mr. Ohlhauser moved
that third reading of By -Law No. 28 be approved. Carried.
Secretary Treasurer read a letter from the Department of Municipal
Affairs respecting the proposed sale of NW- 22-33 -22 -4 to mhos
Lynch for ;;250.00. 1dr. Campbell moved that the Department be
informed that the offer of Thos. Lynch to buy the said land is t'ie
only offer received to date, and that the Council consider the
sum of ,"x,250.00 as a fair and equitable price. Carried.
The Secretary - Treasurer read a letter from the Department of
Municipal Affairs in which the approval of the Minister is
refused to By -Law No. 30 (A By -Law to provide for the sale of
NV- 36- 29 -26 -4 and S'1- 1- 30 -26 -4 to Robert Sutherland)
Third reading was given to By -Lava No. 31 (A By -Law to provide for
the sale of Lots 18 and 19, Bloc)j 2, Hamlet of Huxley, to
i'dilliam Young) . Mr. Ohlhauser moved that third reading of
By -Law No 31 be approved. Carried.
Third reading was given to By -Law No to& (A By -Law to provide for
the sale of SE- 7- 29 -21- -4 to Maurice Grenier). Mr. Olson moved
that third reading of By -Law No 21 be approved. Carried
Third reading was given to By -Law No 25 (k By -Law to provide for
a Business Tax in 1945). Mr Campbell moved that the third reading
of By -Law No. 25 be approved. Carried.
The Secretary - Treasurer read the contracts between the Municipal
District and Glenn Farrow, and between C. C. Campbell and Glenn
Farrow, as prepared by ',. h rlebb. Mr. Schmaltz moved that the
said contracts be accepted, and that the Reeve and Secretary- Treasur
be authorized to sign seise on beh1lf of the Municipal District,
and that the sum of ";'25.00 paud by Mr Farrow to cover arbitration
proceedings be repaid. Carried.
i::r Schmaltz reported that a survey is needed for a road diversion
in SJW- 15- 30 -25 -4. He moved that the owner of - OW- 15- 30 -25 -4 be
offered compensation for land expropriated at the rate of x;20.00
per acre, and that a survey at the said location be authorized

Mr. Parry reported that a survey is needed for a road diversion
in NW-33- 30 -23 -4. He moved that a survey at the said location be
authorized, and that Survey M D. 2688 M D. in NE- 32- 30 -23 -4
be cancelled. Carried.

Mr Schmaltz moved that the following schedule of duties of
Foremen be approved, and that copies of same be sent to
the Foremen, H. J. Gimbel and um. Ho.vell.
1 The foreman shall supervise the repairing and operation of
all tractprs and other machinery, and shall operate any machine
as is found necessary from time to time.
2 The foreman shall assist the Councillor in laying out road
work, and supervise the building of same.
3. The foreman shall prepare and certify all pay - sheets for all
employees in his camp, shall certify all invoices for goods used
in his camp, and shall forward said paysheets and invoices to the
office at the end of each month Carried.

The Council re- convened on Tuesday May 15th, 1945 at 10.00 a.m.
All members of the Council were present.
Mir. Walter Hourihan, Trustee of Dru�aheller School Division, was
present, and discussed with the Council the matter of Public
Health services in this tiunicipal District and the Drumheller
School Division.

present, and discussed with the Council the matter of the alloc-
ation of the Grant of the Provincial Government of �10,000
After considerable discussion it was moved by ir'r Ohlhauser that
the Reeve and Secratary- Treasurer be authorized to sign an
agreement with the Provincial Government to earn on a 50/50
basis grants as follows.

Mr N Gallelli, representing N. Gallelli and Sons, interviewed
the Council.
Mr. Schmaltz moved that T. Gallelli and Sons be engaged to
load and haul gravel at the following rates

lair. Gallelli accepted this schedule of rates, and indicated
that his workmen would be ready to start work in the near
future. The Oecretary- Treasurer L.:as instructed to prepare a
contract providing for payment in accordance with the above
schedule, the same to be signed by 'Mr. Gallell& and the Reeve
and Secretary - Treasurer of the Municipal District.
Mr Schmelke moved that steps be taken to earn in 1945 the
unearned balance of the 1944 Grant of the Provincial Govern-
ment to the V1imborne- Torrington road Carried.
There was considerable discussion vaith 11r. Jas. McQueen,
District Engineer, on the route of the District Highways
from keme to ujimborne, and from Three Hills to Drumheller,
and the Secretary- Treasurer was instructed to requast the
Dept of Public Works to change the location in accordance
with the routes as shown on a map now prepared.
