MUNICIPAL DISTRICT OF KNEEHILL No 48,.
The Council of the Municipal District of Kneehill No. 48
met at 10 00 a.m. on Tuesday April 3rd, 1945, with the
following Councillors in attendance* Mr J. F1. Olson,
;sir. J. A. Ohlhauser, Mr. Matt Schmaltz, Mr. Hugh Parry
(Reeve), Mr F. C. Petersen, Pair. G R. stalker and Mr.
C. C. Campbell
)aths The Oaths of Office were taken by the newly elected
members of the Council' Mr Olson for Div. 1, Mr. Ilatt
Schmaltz for Div 3, and Mr Campbell for Div 7.
Reeve The Reeve declared nominations open for the office
of Reeve for 1945. Mr. Ohlhauser nominated Mr. Parry
Mr. Schmaltz moved that nominations be closed. Carried.
Mr. Parry was declared elected Reeve for 1945.
Deputy Mr Campbell moved that Mr. .achmaltz be elected Deputy
Reeve for the first six months of 1945. Carried.
Mr. Walker moved that the minutes of the preUious
meeting (held on March ltith, 1945) be approved. Carried
Zr. Olson moved that the financial statement for the
month of March, 19459 be approved. Carried.
Fleming Pair. Schmaltz moved that firs. A R. Jones, of Mantario,
Sask. be asked if she will accept )35 00 per month
for the maintenance of Pairs Fleming. Carried.
Mr. Schmaltz inoved that the carpenters on the bunk -car
job be paid 65V/ per hour Carried.
Assessors Mr. Christie reported that a conference of Assessors
will be held in the office on April 5th, 1945.
Mr Schmaltz moved that the Municipal District entertain
the visitors, and that the Reeve, Pair. Hugh Parry, be
in attendance. Carried.
Twining A delegation of eight ratepayers of the Twining area
road interviewed the Council on the matter of a road between
Tps. 30 and 31, at Highway No. 21 and 4 miles east.
The Reeve, Mr. Parry, mode an appointment to inspect
the said project on April 6th, 1945.

Adam ( Mr. Walker moved that approval be given to the applie-
ation of firs. Emilie Adam for Old Age Pension. Carried.
Beulah Pair Campbell moved that the Council proceed to pass a
Home By -Law to provide for a grant of $100.00 to Beulah
Horne, Edmonton. Carried.
Laird Mr Schmaltz moved that approval be given to the
employment of Eric Laird by the Rawleigh dealer at
Gleichen, Alta. and that the payment of 415.00 per month
for personal comforts for .Eric Laird be discontinued_.

Council on the matter of 'need control.

Mr Schmaltz moved that Mr Kerns be engaged as

Mr Petersen moved that Robertson & Co., Red Deer,
Alta. be appointed as Auditors of the Municipal
District for 1945 at a salary of $600.00 per year.
Carried.
JFault
Mr. Ohlhauser moved that Mr. Parry, Mr. Schmaltz
and Mr. Purvis be a committee to arrange for the
building of the vault. Carried.
vans Mr. Schmaltz moved that we contact I,ir. Evans,
and inform him that we want the vault job completed
as soon as possible, and that he be requested to
measure the building and give the Secretary the
measurement of the rods required for the roof of the
vault. Carried.
eh -Sept. Mr. Parry reported that he had interviewed Mr. Zeh
in the matter of the pound dispute, and that Zeh
had promised to pay the award of t20.00 by April 15,
1945. Cer ried.
Mr. Christie gave a report on the meeting of the
Board of Olds School Division held in Didsbury on
March 24t1J, 1945. moved
At 10.45 p.m. Mr. Ohlhauser that Council do now
adjourn until Wednesday April 4th at 10.00 a.m.

A letter from the Bank of Montreal, Leme, was
presented
inking Mr Campbell moved that the banking business of the
Municipal District be conducted on the same lines
as in 1944, viz.,that the business be divided
evenly between the Treaaury Branch, Three Hills,
and the Three Hills branch of the Royal Bank.
Carried.
damson Ur Campbell reported that he had made an invest-
igation into the Mrs. kdamson hospital case. The
Doctor reported that firs. Adamson would be a
hospital case for some time, and this was confirmed
by nurses at the Hospital.
ittle Mr. Ohlheuser reported on the Clifford Little
case. This boy is subject to epileptic fits, but
family can support him at the present time.

:ospital Mr. Campbell moved that the 'sinister of Health be
informed that the residents of Twp. 34, Ranges
21, 22, 23 and 24, have indicated their approval
and support to a scheme to establish a Municipal
Hospital District centering on Trochu, Alta
Carried.
'oung Mr. Campbell moved that the Council proceeds to
pass a By -Law to provide for the sale of Lots 18
and 19, Block 2, Hamlet of Huxley, to Vm. Young
for $10.00 each. Carried.
Snow -plow --Mr. Ohlhauser moved that the Council proceed to
pass a Dy -Lava to provide for the purchase of a
Snow -plow attachment for the J#99 1Lustin- 'Jestern
Motor Grader. Carried.
lrants Mr. Schmaltz moved that application be made to the
Provincial "government for a grant of $149000 00 for
public works, the said grant to be earned on a 50 -50
ho.sis, according to the regulations respecting the
same. Carried.
Mr. Schmaltz moved that application be made for a
grant of $300.00 for the gravelling of the road
between Sections 35- 28 -25-4 and 2- 29- 25.4. Carried.
Mr. Ohlhauser moved that application be made for
a grant of :1400.00 for the gravelling of the rood
south of Sec. 5- 28 -24 -4 Carried.
Mr. Walker moved that application be made for a
grant of 1 1,500.00 for the gravelling of the Wimborne
Torrington road, the said grant having been authorizeds
but not earned, in 1944. Carried.
A letter from 1{1r. L. G Casewell, Barrister, Drum-
heller, respecting E-1-25-28-20-4 was read, and Mr.
Schmaltz moved that a statement of the taxes be for -
warded. Carried.
Budget Mr. Christie end Mr King presented for consideration
a proposed budget and estimates for 1945. After con-
siderable discussion, and after various amendments
had been made, Pair. '.,balker moved that the estimates
for 1945 be approved. Carried.

.'rochu A Committee of three representing the Trochu Valley
)ffice School District on the matter of purchasing the
Municipal Office building in Trochu, interviewed the
Council.
Mr Campbell moved that the said building and site
be advertised for sale by sealed tenders, which will
be received to May 5th, 1945, the said advertising
to be done in the local papers of the Municipal
District, viz., Trochu Tribune, Three Hills Capital,
Carbon Chronicle, Acme Sentinel and Drumheller Mail.
Carried.
Mr J E. YGcFee interviewed the Council on the
matter of Victory Bonds
3onds Mr. Schmaltz moved that $18,000 be invested in
Eighth Victory Loan Bonds, and that the said
Bonds be purchased as follows*

.N.I.H Mr Schmaltz moved that a By-Law be passed to
provide for a grant of ;1150.00 to the Canadian
National Institute for the Blind. Carried.
a.lvation Air Petersen moved that a By -Law be passed to
.rmy provide for a grant of $500.00 to The Saltation
Army. Carried.
Secretary Treasurer was instructed to get inform-
ation regarding the steps to be taken to have the
Municipal District declared a "T B. free" area.

)utherlp.nd Council on the matter of taxes on Y6'- 36- 29 -26 -4 and
S - .,- 30 -26 -4, land which is occupied by Robert
Sutherland, of Acme, Alta.

a By -Law to provide for the sale of NPd- 22- 32 -22 -4
to Tom Lynch, of Trochu, Alta.. for x$`'250.00, cash

owell Mr. Petersen moved that Vim. Howell be appointed as
foreman of the "North camp ". Carried.
imbel Mr. Ohlhauser moved that H. J. Gimbel be appointed
foreman of the "South camp" Carried.
Mr Schmaltz moved that two foremen be paid j`4.10
per hour Carried.

Austin- Western Motor Grader, Fnd that A F Staite
be offered emplyment as operator of the #99 Motor

Mr. Petersen moved that H Markle, Victor Gresl,
Paul Elvin and Floyd Johnson be engaged as employees
at the "North camp", and that they be paid 90� per
hour. tarried.
The above employees were present, and accepted
employment as above. Carried
Mr, Ohlhauser moved that Neil Giesbrecht, John Esau,
Alfred Wulff and Fred Liddle be engaged as employees
at the "South Camps', and that they be paid 90� per
hour Carried.
The above employees (Fred Liddle excepted) were
present, and accepted employment as above Carried.
Mr. Ohlhauser moved that Chas. Trumbley be engaged
as cook as the "South Camp ", and that Philip Will be
engaged as cook at the "North Camp ", and that they
be paid ,ul30 00 per month. Carried.
The above employees were present, and accepted the
employment as given above.
Ex -Sgt. McNaughton, 1012 - 15th Ave. pest, Calgary,
interviewed the Council on the matter of employment.
Mr Olson moved that Ex -gt. McNaughton be offered
employment as operator of the x#11 Motor Grader, and
that he be paid 75� per hour for the first 30 days,
and 90� per hour thereafter, if his work is satis-
factory. Carried.
Mr Schmaltz moved that h.r. Ohlhauser be appointed
as a Committee of one to have general supervision
of the repair shop in the Village of Carbon. Carried.
Mr Schmaltz reported that 3,000 ft. of lumber will
be required for the repairing of Government bridges
in Div. #3.
Mr Ohlhauser moved that Mr. Schmaltz be authorized
to buy 3,000 ft of lumber, and that the cost of
same be charged to the " @teneral Public Works" account
of the Municipal District. Carried.
Secretary read a letter received from the Relief
Department of the City of Calgary re Mrs Annie Harsch.
Mr. Schmaltz moved that the application for assistance
be refused on the grounds that this woman has left
her husband without any legal separation, end that
the Relief Department of the City of Calgary be so
advised. Carried.
Mr. Schmaltz moved that the "30" Caterpillar tractor
be advertised for sale for X1,800, also the Killifer
scraper for $150.00 Carried.
11,r Petersen moved that the Council proceed to pass
a By-Law to provide for the purchase of a 1 ton Ford
truck from Canadian Motors Ltd , Three Hills. Carried.
Mr. Campbell moved that the #11 141otor Grader be
sent to Div. 4 for 50 hours work, then to Div. 6 for
50 hours work, then to Div. 7 for 50 hours work, and
then to Div 5 for 50 hours work. Carried.
Air. Petersen moved that 2 tons of brome grass seed
be bought for seeding the sides of road allowances
Carried.
Mr. Olson moved that the Council pass a Tax Consolid-

Air. Schmaltz moved that the orders for forage crop
seed now on file be turned over to the Alberta Wheat
Pool Elevator, and that the Pro D take no new orders
for same. Carried.
Mr. Cappbell moved that the rates of remuneration
,s for Councillors in 1945 be set at the same rates
as last year, viz., $6.00 per day for attending
meetings? 46 00 per day for the Reeve for extra
duties, X5.00 per day for the supervision of road
work, and the use of car 10� per mile. Carried.
Cdr. Schmaltz moved that employees be paid 6� per
mile for use of car on municipal business, as from
this date. Carried.
Mr. Walker moved that the Secretary be instructed to
get information from the Department of Municipal
Affairs, regarding mileage for two -day meetings of
the Council, and also expenses of Councillors for
meals and lodging while attending Council meetings.
Carried.
Mor. Ohlhauser moved that Air Schmaltz be a appointed
a Committee of one to interview David Tetz on the
matter of taxes on Stied- 28- 28 -24 -4. Carried.
Mr. Schmaltz moved that Frank Paget be sent notice
by registered mail advising him that the period of
redemption under Tax Recovery Act proceedings has
expired, and that he should take immediate steps
to settle the taxles, and ask hin to call at the
Municipal Office to discuss the situation. Carried.
Air. Schmaltz moved that a similar letter be sent to
Mr end Mrs Jos. Heffernan re SN- 11- 29 -25 -4. Carried.
No sealed tenders were received for the pureha.se of
Ski,- 34- 31 -26 -4, and two open offers were considered,
one from J. M. Dundas for ,,1,000.00, and one from
Oliver Parry for X1,100.00
It was moved by Mr. Ohlhauser that the Council
proceed to pass a By -Law to provide for the sale
of SW- 34- 31 -26 -4 to Oliver Parry, on the following
terms. $500.00 cash, and -WO.00 when the sale
is approved by the Mininster of Municipal Affairs.
Carried.
Mr. Schmaltz moved that the Reeve and Secretary-
Treasurer be empowered to engage the services of
a Lawyer to draw up a contract for the settlement of
of Road Diversion in SE-29- 33 -22 -4 Carried
Mr Schmaltz moved that the Assessor, Mr. J J Miller
be instructed to invesigate, Rnd report on, appeals
of the annual assessment. Carried.
Air. Walker moved that the Council proceed to pass
a By -Law to provide for a Business Tax Carried
Mr Walker moved that first reading be given to
By -Law No. 25 (A By -Law to provide for a Business tax).
Carried.
Mr. Ohlhauser moved that second reading be given to
By-Law No. 25. Carried.
