COUNCIL MEETING HELD ON MARCH 12, 1945.

The Council of the Municipal District of Kneehill #278
held a regular meeting on March 12th, 1945. Mr. Hugh
Parry, Reeve, presided, and the metting was called to
order at 10 00 a m
Councillors present' J. W Olson, J A. Ohlhauser,
Y. Schmaltz, Hugh Parry (Reeve), F. C. Petersen,
G R. Walker and C. C. Campbell
Air. Schmaltz moved that the minutes of the previous
meeting be adopted. Carried.
Mr. Ohlhauser moved that the financial statement for
the month of February, 1945, be adopted. Carried.

appeal of the C N I. B.

tabled until April 3rd,
1945.

Air. Olson moved that a clothing order of 120 00 be
authorizer-{ for Mrs. Kate Muir. Carried.
Mr. Schmaltz moved that Lot "A ", Block 1, Hamlet of
Torrington, be declared to be a. public park, that the
property be exempt from taxation, and that arrears of
taxes in ttie amount of $12.60 be cancelled. Carried.

Mr. Ohlhauser moved that the Seed Grain account of
Pratt Kary in the amount of $391.98 be cancelled.
Carried. (Reference Account No 2007 Carbon)
Secretary was instructed to inform General Hospital that
Mrs. Mary Linderman is not an indigent, and that she
should pay her own account
Mr. Schmaltz moved that Mr Ohlhauser be appointed to
investigate the case of Clifford Little Carried
Secretary was instructed to inform the Currie Construc-
tion Co. that there will be considerable gravelling done
in 1945, and that an interview at a future date would be
welcome.
Secretary was instructed to write Canada Ingot Iron
when new Austin Western Motor Grader will be available
Mr Walker moved that x5.00 per month allowance for
Dan Gordon be paid as from Harch 1, 1945 Carried.
Mr Schmaltz moved that recommendation be made to the
141others' Allowance Dept that allowance for firs Kate
Schleppe be discontinued. Carried. �'.'

Third reading was given to By -Law No. 16 (A By -Law
to provide for the sale of NE- 7- 29 -21 -4 to Alfred Stewart)
Mr. Olson moved that third reading of By -Law No 16
be approved. Carried
Third reading was given to By -Law No. 17 (A By -Law
to provide for the sale of Lot 21, Blk 2, Huxley to
Thos Robinson). Mr Schmaltz moved that third reading
of By -Law No. 17 be approved. Carried.
Third reading was given to By -Law No 18 (A By -Law to
provide for a penalty on arrears of taxes). Mr. Schmaltz
moved that third reading of By -Law No. 18 be approved.
Carried.
Third reading was given to Icy -Law No. 19 (A By -Law to
provide for discounts on current taxes). Mr. Campbell
moved that third reading of By -Law No 19 be approved.
Carried.
Third reading was given to By -Law No 21 (A By -Law to
provide for the sale of NE- 29- 34 -22 -4 to Lester Gibson).
Mr. Walker moved that third reading of By -Law No. 21
be approved Carried.
Third reading was given to By -Law No. 22 (A By -law to
provide for the purchase of a tractor). Mn. Ohlhauser
moved that third reading to By -Law No. 22 be approved
Carried.
Third reading was given to By -Law No 23 (A By -Law to
proved for the purchase of a LeTourneau Scraper, and
a Caterpillar Motor Grader). Moved by Mr. Campbell
that third reading of By -Law No. 23 be approved. Carried.
Second reading was given to By -Law No. 24 (A By -Law
to provide for the sale of Pt. SE- 7- 29 -21 -4 to Maurice
Grenier). Mr. Olson moved that third reading of By -Law
No 24 be approved Carried.
Mr. Parry moved that fir. Campbell be appointed a
comxlittee of one to investigate the matter of Mrs
Adamson and Mothers' Allowance. Carried.
Yr Schmaltz moved that Costello Equipment Co be paid
,,;15,000.00 on account. Carried.
Mr. McFee and Mr. Davidson interviewed the Council on
the matter of a donation to the Three Hills Smokes fund,
also on the matter of a donation to the Red Cross Society.
Mr. Ohlhauser moved that a donation of $20.00 be made
to each of the Red Cross branches located at Huxley,
Trochu, Three Hills, Swalwell, Carbon, Acme Beiseker and
Drumheller. Carried
Mr. Foster of ''Oestern Engineers Limited interviewed the
Council, and discussed contract gravel work.
Mr. Albert Staite interviewed the Council, and discussed
employment as operator of a Motor Grader
Mr. Vialter Hourihan and hair. Andrew, representing the
Drumheller School Division, interviewed the Council and
discussed the matter of Public Health services
Mr J. P. Ferguson, Mr. John Frere and Mr. Alfred Meehan
interviewed the Council on the matter of a Municipal
Hospital District in the territory adjacent to Trochu,
Alberta.

After considerable discussion, Nor. Cam.pbell moved
that the resolution recorded on Page 6 of the Minutes
of the Council meeting held on November 13th, 1944,
be amended by striking out the works in which the area
is described, and by substituting therefor the follow-
ing
Tp. 34 That part of Range 22 hest of the Red Deer
River, all of Range 23.
Tp. 33• That part of Range 22 west of the Red Deer
River, all of Ranges 23, 24 and 25.
Tp. 32. The north two- thirds of Range 21 west of the
Red Deer River
The north two- thirds of Ranges 22 and 23.
The north one -third of Ranges 24 and 25.

Mr. Waiker moved that Asir. Campbell and Dr. Frere be
appointed to the provisional board of the proposed
Hospital District in and edja.cent to Trochu, tilta
Carried.
Mr J. J. Diller, assessor, Mr. Christie, r_ssistant
Assessor, and Mr Schmaltz, Councillor, reported on
the school for assessors held in Calgary Feb. 28,
March 1 and 2, 1945.
Per. Walker moved that Mr. Schmaltz be paid X15.00
for his expenses attending the school for assessors
Carried.

join the South Centre Alberta Association of Municipal
?districts, that the membership fee of X5.00 be paid,
and that the respresentative of this M D. be either
the Reeve or Deputy Reeve. Carried

Air. `4'.`alker reported on the matter of nuisance grounds
for the hamlets of Wimborne and Torrington. sir. Talker
moved that surveys be made of the said nuisance grounds,
also of the Ieimborne Cemetery. Carried.
Mr Campbell reported on the Mrs Fleming relief case
Mr. Schmaltz moved that the Secretary- Treasurer be
instructed to proceed at once with the settlement of
the Sept -Zeh pound dispute, as per Minutes of Jan. 8th,
1945, Page 1. Carried.
Air. Campbell moved that the award of ,120.00 to John Sept
authorized by the Council on Jan 8th, 1945, be paid
Carried.

The Council reviewed the application of Mrs. Iary
Bogner, of Trochu, .Alta for a 4others' Allowance
Mr. Campbell moved that recommendation be made
to the Supt of TI'lothers' Allowance that a monthly
allowance of ';40.00 be granted Carried.
Mr. Schmaltz moved that Mr. Petersen be appointed a
co=Tittee of one to arrange for the building of a
Bunk -car, and for the repairing of the machinery in
the north camp. Carried.
Secretary - Treasurer was instructed to make arrange-
ments for the leasing in 1945 of all lands now under
the control of the Municipal District by virtue of
Tax Recovery Act proceedings.
Mr. Christie, Assistant Secretary- Treasurer,
presented the accounts for consideration and approval.
