The Council of the Municipal District of Kneehill #278 held a regular meeting Monday February 12, 1945, at 10.00 a.m. The Reeve, Mr Hugh Parry presided. The following members of the Council attended' J W. Olson, J. A. Ohlhauser, M. Schmaltz, Hugh Parry (Reeve), F. C. Petersen, G. R. Walker and C. C. Campbell. Moved by Mr. Schmaltz that the minutes of the meeting held on January 8th, 1945, be approved. Carried. Mr. D. W. Moved by Mr. Walker that an invitation to extended to Mr. N. F. Bell, District Agriculturist, to attend the annual meeting of the ratepayers, and give an address on vVarble fly control. Carried. Moved by Mr. Schmaltz that Mr. Parry, nor. Petersen and Mr. Ohlhauser be appointed a Committee of three to make an investigation and report on the Glenn Farrow road diversion (SE- 29- 33-22 -4). Carried. Secretary Treasurer was instructed to notify fir Farrow of the appointment of this committee. Moved by Mr. Petersen that a recommendation be made to the Department of Public Health that the recent addition to the Drumheller Municipal Hospital District be extended easterly to the Red Deer River. COUNCIL MEETING FEBRUARY 12th, 1945 Page 2. The Secretary Treasurer was instructed to inform the firm of Western Engineers Ltd. that gravelling work will be done in this Municipal District in 1945, and ask them to attend a future meeting of the Council. Moved by Mr. Walker toat approval be given to the recommendation of the R. C. M P that the Mothers' Allowance to Mrs. Yvonne Lavoie be increased to X25.00 per month. Carried. Moved by Mr. Ohlhauser that the Reeve or Deputy Reeve attend the school for assessors in Calgary on Feb. 28, A:arch 1 and 2; also that J. J. Miller, S. F. Torrance and C. J. Christie be instructed to attend the said school. Carried. Moved by Mr. Schmaltz that R. H. Kerns, "heed Inspector, be informed that his report has been considered by the Council, and that he be thanked for same. Carried. Moved by Mr. Schmaltz that 44.00 poll tax paid by W. H. McPherson in 1944 be refunded, as he is taxed for 4 -3-28 -26-4 in this M. D. Carried. F. C Petersen offered to make an investigation and report on the de Beaudrap road (14- 32 -22 -4) Moved by Mr. Campbell that Mr. 'Talker be appointed to make an investigation and report on the matter of Nuisance grounds for the hamlets of Wimborne and Torr- ington. Carried. Secretary Treasurer was instructed to inform the Torring- ton Chamber of Commerce that this M. D. can take no action to deal with the house owned by John Davis, and located on Lot 9, Block 1, in the said hamlet. C Moved by J. A Ohlhauser that account of Gottlieb Berreth for pound fees of $17.20 be paid. Carried. Moved by Mr Schmaltz that account of Emil Fischer for pound fees of W.20 be paid. Carried. Moved by Mr. Olson that S. F. Torrance be paid X1,250 for fees as Assistant Assessor, that C. J. Christie be given three months leave of absence from the post of assistant Secretary Treasurer, and that he be paid X1,250 for fees as.Assistant Assessor. Carried. Moved by Mr. Schmaltz that G. G. King and A. J. Purvis be paid 4500.00 each for extra work i4volved by the Assessment, and by the absence of C. J. Christie for three months. Carried. It was moved by Mr. Schmaltz that the Council give approval to the settlement of '137.50 made with Poffenroth Bros. for Seed Grain account. Carried. It was moved by Mr. Ohlhauser that correspondence be filed. Carried. Moved by F. C. Petersen that tenders be called for the purchase of SW- 34 -31- 26.4; the said to be advertised in the local papers at Three Hills and Trochu, and to be received to March 10, 1945. By -Law No. 21 (A By -Law to provide for the sale of NE- 29- 34 -22 -4 to Lester Gibson, Huxley, Alta.) was given second reading. Moved by Mr. Walker that the second reading of this By -Law be approved. Carried Moved by Mr. Campbell that the financial statement for the month of January, 1945, be adopted. Carried. Moved by Mr. Campbell that the account of Dr. McPherson of Edmonton for services to Mrs. Fleming be paid. Carried. Moved by Mr Campbell that this Council approve the application of Leonard Falk of Sunyyslope to operate a retail lumber business. Carried. ,Moved by Mr. Walker that this Council approve of the application of Sam Eslinger of Wimborne for a Hawker's and Pedlar's license for sale of fish. Carried. It was moved by Mr. Ohlhauser that the Council proceed to pass a By -Law to provide for the purchase of a RD -8 Caterpillar tractor from the Costello Equipment Co. of Calgary, Alberta, for $8,400.00 cash. FOB Calgary. Carried. By-Law No. 22 (A By -Law to provide for the purchase of machinery) was then given first reading. Moved by J A. Ohlhauser that first reading be passed and approved. Carried. Mr. Schmaltz moved that the two " Notth camps" be amalgamate into one unit, and that the RD -7 tractor and attached bulldozer from the "North infest" camp be exchanged for the TD -18 International tractor and LeTourneau scraper from the "Sofath" camp. Carried. Mr. Costello interviewed the Council and reported that he had 2 Caterpillar LP Scrapers in very good shape., price u�6,175, new price $8.,718, also a Caterpillar Motor Grader, price $4,500.00 Mr. Ohlhauser moved that Council proceed to pass a By•Law to provide for the purchase of an LP Scraper with Power Control Unit for b6,175.00 and a Caterpillar No. 11 Motor Grader for "4,500,00, less ;975.00 allowed on one C -5 Scraper to be traded in, the said purchases to be made from Costello Equipment Co. of Calgary, iLlta. Carried. Mr Ohlhauser that first reading be given to By -Laws No. 22 and 23 Carried. Mr. Christie, Asst Sec. Treas. read a letter from the Soldier Settlement of Canada, requesting the cancellation of old arrears of taxes on SVr- 6- 31 -26 -4. Mr. Schmaltz mowed that this request be refused. Carried.
