COUNCIL MEETING HELD DECEMBER 11, 1944. Page 1.
The Council of the Municipal District of Kneehill #278
held a regular meeting on December 11th, 1944. The
Reeve presided, and called the meeting to order at
10.00 a.m
Councillors present' fir. Olson, Mr. Ohlhauser, Mr.
Schmaltz, Mr. Parry (Reeve), Air Petersen, Mr. Walker
and rr;r Campbell.
Mr. calker moved that the minutes of the meeting
held on December 4th, 1944, and the report of the tax
sale held on December 4th, 1944, be adopted. Carried.
Mr. Campbell moved that Mr. G. E Postill be appointed
as Enumerator for Division No. 7. Carried.
Mr. Ohlhauser moved that an extension of one year be
made to the Tax Consolidation Contract of G. M. Jenn-
ings on NVi- 9- 30 -23 -4 and SW- 16- 30 -23 -4. Carried.
Mr. Petersen moved that "The 18estern Municipal News"
be subscribed for each member of the Council, and one
copy for the office. Carried
Mr. Ohlhauser moved that Fidelity Bonds for $5,000 each
for C. J. Christie and G. G. King, Assistant Secretaries
be taken in the agencies of S. F. Torrance, Carbon.
Carried.
Mr. Schmaltz moved that the Reeve and Secretary be hereby
authorized to sign, on behalf of the Municipal District,
Lease agreement for tile drain in NE- 19- 29 -25 -4.
Carried.
Mr. G G. King, Assistant Secretary Treasurer, presented
the Public ",'forks statement. Mr. Schmaltz moved that the
said report be accepted as presented. Carried.
Mr. Petersen moved that the Financial Statement for
the month of November, 1944, be adopted. Carried.
The Secretary Treasurer read the report of Mr R. B.
Ritchie, Inspector of the Department of Municipal
Affairs, on his inspection of November 1st, 1944.
Mr. Schmaltz moved that the report be accepted, and
filed for reference, and that the Reeve acknowledge
receipt of said report. Carried.
Mr. F. J. Lammle and Pir D. J. Brodner interviewed the
Council on the matter of the impassable condition of the
road between 31- 30 -23 -4 and 36- 30 -24 -4 Air. Ohlhauser
moved that :10.00 be paid to Mr. F. J Lammle for
damages caused by the trespassing of the public on his
lands, due to the fact that the road mentioned above is
impassable. Carried.
Mr Maurice Grenier and Son interviewed the Council
on the matter of purchasing SE- 7- 29 -21 -4. Air. Ohlhauser
moved that the Council proceed to pass a By -Law to
provide for the sale of this land to Air Grenier for
X700.00, cash. Carried.
Mr Schmaltz moved that the Council rescind the previous
motion, and proceed to pass a By -Law to provide for
the sale of the said land (SE- 7- 29 -21 -4) to Maurice
:;
Grenier for 600.00' ly500.00 cash, a nd X100.00 on
December 1st, 1945. Carried. Mr Grenier accepted
this offer.

Second reading was given to By -Law No. 16 (A By -Law
to provide for the sale of NE- 7- 29 -21 -4 to Alfred
Stewart for $400.00) Mr Ohlhauser moved that the
second reading of By -Law No. 16 be given approval.
Carried.
Second reading was given to By -Law No. 17 (A By -Law
to provide for the sale of Lot 21, Block 2, Hamlet
of Huxley to Thos. Robinson for X10 00). Mr. "dalker
moved that second reeding of By -Law No. 17 be given
approval. Carried.
Second reading was given to By -Law No. 18 (A By -Law
to provide for -the addition of a penalty to arrears
of taxes7. Mr. Campbell moved that second reading of
By -Law No. 18 be approved. Carried.
Second reading was given to By -Law No. 19 (A By -Law
to provide for a discount on current taxes).
Mr. Petersen moved that second reading of By -Law #19
be approved. Carried.
Third reading was given to By -Law No 20 (A By -Law
to provide for a grant of $100.00 to the Trochu
Hospital Aid Society). Mr. Cam pbell moved that
third reading of By -Law No. 20 be approved. Carried.
1,1r. Olson moved that surveys of road diversions be
made at the following locations* 27- 28 -21 -4. 29- 28 -21 -4.
9- 30 -21 -4' 8- 30 -21 -4: 18- 31 -21 -4. 15- 29 -22 -4
Carried.
Mr. Ohlhauser and Mr. Petersen reported on their
investigations into the matter of roads in the area
E1- 7- 28 -20 -4. They reported that, in their opinion,
roads in that area are receiving adequate maintenance
and repair as traffic over said roads justified.
Mr Schmaltz moved that the report be accepted. Carried.
Mr. Campbell moved that a reserve bid of $1,000 00 be
placed on NE- 29- 34 -22 -4. terms, X500.00 cash and $500.00
in one year from date of sale, no interest. Carried.
Mr. Schmaltz moved that the Housing Scheme of the
Provincial Government, as outlined in circular letter,
be presented to the annual meeting of the ratepayers
on February 19, 1945. Carried.
Mr. Olson, Mr Petersen and Mr. Ohlhauser reported on
their investigations into the matter of the cancellation
of the Hamlet of Hesketh into acreage. They recommend
that Lots 12 -19 and 23, Block 2 be sold to Mr. E C
Petersen for X15.00 Mr Schmaltz moved that this matter
be tabled until a later meeting of the Council. Carried.
Mr. Campbell moved that an advertisement be put in
"The Trochu Tribune" for Tenders for the purchase of
the house on Lot 28, Block 4, Hamlet of Huxley. Carried.
Mr. Schmaltz moved that a vote of thanks be given to
the office staff for efficient services in 1944.

Mr. B. N. Hagel, representing the Union Tractor and Har-
vester Co., Calgary, interviewed the Council.
Mr. Olhauser moved that the Council proceed to pass a
By -Law to provide for the purchase of a No 12 Cater-
pillar Motor Grader, made by the Caterpillar Tractor
Co. of Peoria, Illinois, U. S. A., equipped with lights,
cab, scarifier and snow plow, for X11,815.00, FOB
Three Hills, Alberta.
First reading was given to By -Law No. 22 (A By -Law
to provide for the purchase of the above machine).
Moved by Mr Ohlhauser that approval be given to this
first reading.
Mr. p -1alker moved that Mr. Parry and bir. Petersen be
appointed as a Committee to determine the damages caused
by the trespassing of horses owned by R Zeh on lands
of John Sept. Carried,
Mr. Walker moved that the 1944 rent on N61- 30- 32 -21 -4
and NE- 30- 32 -21 -4, leased in 1944 to Paul Elvin,
be reduced to 925.00, that the said lands be leased
to Paul Elvin for the year 1945 for an annual rental
of 425.00; and that Paul Elvin be given first chance
to buy the said property. Carried.
Mr. Hugh Cruikshank, representing the Richardson Road
Machiney Co. of Saskatoon, Sask., interviewed the
Council.
Mr. Parry moved that the Councib proceed to pass a
By -Law to provide for the purchase of 7 turn -over
scrapers of 7/8 yd capacity from the Richardson
Roadc Machinery Co. for $175.00 each, FOB Saskatoon,
Sask. Carried.
First reading was given to By -Law No. 23 (A By -Law
to provide for the purchase of the above machines.)
Mr. Parry moved that approval be given to the firs,
reading of By -Law No. 23. Carried.
Mr MacKay, representing Canada Ingot Iron Corporation
interviewed the Council.
Mr. E. N. Hagel, representing the Union Tractor and
Harvester Co., Calgary, interviewed the Council.
Mr. Schmaltz moved that Mr. Parry, hr Ohlhauser and
Mr. Gimbel be appointed as a Committee to purchase
a tractor, and that they be empowered to close any
deal they see fit. Carried.
Mr. Walker mooed that the Munic -? pal District donate
6 chairs and 2 tables to the Three Hills Reconstruction
Committee. Carried.
Mr Walker reported that the RD -8 tractor is needed
to break up frost in the gravel pit.
Mr. Olson moved that H J. Gimbel, 1,7m. Howell and
Harvey 11farkle be paid 90� per hour for repair work
in the winter months, and other employees of the
Municipality be paid 80� per hour for repair work,
the said scale of wages to be effective on and after
December 11th, 1944. Carried.
