COUNCIL MEETING HELD NOVE1fBER 13, 1944 Page 1
The Council of the 11unicipal District of Kneehill No. 278
met on I,ionday the 13th day of November, 1944, at 10.00 a m
The Council was called to order by the Reeve, sir H Parry,
who presided at the meeting.
Councillors present* Par. J 'V Olson, Mr. J. A. Ohlhauser,
Mr. hi Schmaltz, Mr. H. Parry (Reeve), Mr F. C Petersen,
Mr. Geo. R. 'dalker and A`r C. C. Campbell
Mr M Schmaltz moved that the minutes of the previous
meeting be adopted. Carried.
Mr J t4 Olson moved that the financial statement for
the month of October, 1944, be adopted. Carried.
Mr. C. J. Christie, Assistant Secretary Treasurer, read
the accounts rendered and waiting approval for payment.
Mr. F C Petersen moved that the 1,lagorack family be cut
off relief at the end of November, 1944 Carried
Mr C. C Campbell moved that the Provincial Government
be asked to compromise on the account of the Provincial
Mental Hospital with the (dissolved) lunicipal District
of Ghost Pine No 308 Carried
Mr. J A. Ohlhauser moved that the Secretary Treasurer
be instructed to investigate the account of Olga Bertsch
with the Provincial Mental iIospital Carried.
Mr G G King, Assistant Secretory Treasurer, presented
the Public ':works statement. Mr. 11. Schmaltz moved that
additional allocations for public works in 1944 be made
as follows*

Mr. J. " Ohlhauser moved that Council adjourn until 1 30
p.m. for lunch. Carried.
The Council re- convened at 1.30 p.m. All _members present.
Mr. K. 4. Davidson interviewed the Council on the matter o:
hiring Municipal machinery for the removal of earth from
his coal mine.
R�r. R. Id. Currie interviewed the Council on the matter
of taxes on NW-26-30-22-4 and SE- 27- 30 -22 -4. The Secret-
ary presented computations of the taxes as follows.

The Secretary read a communication from the Department
of Municipal Affairs, dated October 19, 1944, and under
the signature of J. M. Heaton, Chief Municipal Inspector,
stating that the Council would be within its rights by
accepting the tares levied in the years prior to 1936
with the elimination of penalties thereon, (as per the
proposal of the Board of Review), and further that the
Council would be within its rights to grant the benefits
of The Tax Consolidation Act in respect to the taxes
for the years 1936 - 1943.
Mr. Ohlhauser moved that the following settlement be
offered to Mr .R. 'uu Currie for the payment of the taxes
on NW- 26- 30 -22 -4 and SE- 27- 30 -22 -4•
Balance owing for 1931 -1935
Plus Interest for 8 yrs @ 6%
Balance owing for 1936 -1943
Less 25% diset on 573 10
Less 25% diset. on 499.59

erry the Council on the matter of the location of road lead -
ing to the 111orrin ferry from the �i;est side of the Red
Deer River after considerable discussion, I+.Ir 'Ala.lker
moved that the Council as a body investigate the
location of the road in question in the spring of 1945,
and pefore the said road is built Carried
lds ;,1r. -'elk Dundas, Trustee of the Olds School Division,
chool I interviewed the Council on the matter of school facil-
ivision ities in the area immediately Jest of the Hamlet of
;imborne. He asked the Council to give consideration
to the construction of a. "Blind Line" bet-een
Sections 27 & 28- 33 -26 -4 and erections 33 & 34- 33 -26 -4,
and made representations to show that the construction
of such a "Blind Line" would be of benefit to those
i ratepayers whose children attend the school in the
Hamlet of 'dimborne, and who live in the area immediately
crest of the said Hamlet. 1..1r George R Walker indicated
that the matter would receive attention when the public
works program for 1.945 was being prepared.

rochu 11r. J P Ferguson, and Er Frere, representing the
ospital I Trochu and district hospital committee, interviewed the
Council on the matter of a Municipal Hospital District
for the northern part of the :Municipality After much
discussion, Mr. Campbell moved that the Council petition
the 1,1inister of Health to establish into a 1.1unicipal
Hospital District the area.
Tp. 33 that part of Rge 22 to the ?��iest of the Red
Deer River, all of Ranges 23, 24, 25 and 26.
Tp. 32• That part of Rge 21 to the vest of the Red
Deer River, all of Ranges 22, 23, 24, 25 and 26.

Tp 31 That part of Rge. 21 to the west of the Red
Deer River, all of Ranges 22, 23, 24, 25 and 26.
and also that alternatively- the araa'
Tp. 34' Ranges 22, 23 and 24, and that part of Range 21
to the west of the Red Deer River
be added to the said Iaunicipal Hospital District, the
said 'Municipal Hospital District to utilize, by contract,
the services of St. 111ary's Hospital, located in the
I Village of Trochu, k1berta.
The Reeve called for a. vote on the question, and the
vote , ,,Jas. Yeas. Olson, Ohlhauser, Schmaltz, talker,
Campbell. The Reeve declared the motion aerried.

3eting I made for the annual meeting of the ratepayers ,
1. That Nomination Day be the 19th day of February, 1945
2 That the Nominations be received, and the annual meetin
of the ratepayers be held in the Town of Three Hills,
and that Secretary Treasurer be instructed to hire a
public hall for the said mecti.n,
3. That 11, C Milligen, of 3'unnyslope, be appointed as
Returning Officer.

shop the building of a Repair Shop in the Village of Carbon,

Size of shop' 361 x 301, 16t posts, studding 211 x 6"
Foundation. 181" above ,round line, 8't wide
Building to have concrete floor thoughout, and to be
equipped with two overhead inverted U beams for hoists.
Building to be equipped with two large doors 11 ft.
high, to allow for admission of machinery.

Mr. Schmaltz move'd' that 11r. Glenn Farrow be informed that
the Municipal District hereby amends its offer of settle-
ment for road diversion (as recorded on the bottom of
Page 2 11.1iinutes of .1�ugust 14th, 1944) as follows
(1) unchanged
(2) unchanged
(3) the 11unicipal District undertakes to build a
sub --way 8 ft. x 5 ft at a location to be mutually
agrcod upon.
(4) the 11unicipal District undertakes to build a fence
on both sides of the diversion, using three strands
of tiiire, with cedar posts where necessary, with
trees used as posts where cedar posts are not required.
(5) the 1.1un_icipal T)i.strict assumes no responsibility for
repair or Maintenance of fence after construction.
