The Council of the Municipal District of Kneehill #278 held a regular meeting on Monday August 14th, 1944 The meeting was called to order by the Reeve, Mr Hugh Parry, who presided at the meeting All members of the Council were present. inutes It was moved by Mr Ohlha.user that the minutes of the previous meeting held on July 6th, 1944, be adopted. Carried. financial The financial statement for the month of July 1944, eport was presented for consideration, and it was moved by Mr. Olson that sane be approved and adopted. It was moved by Mr. Campbell that first and second reading be given to By -Law No 12 (A By -Law for the purpose of governing the running at large of domestic animals within the Municipal District ) Carried It was moved by Mr. Olson that the following be appointed Poundkeepers. F. P. Braconnier, Ralph Loosemore, Stewart Hay, and Chester Rist Carried It was moved by Zr. Vialker that recommendation be made to the Mothers' Allowance Department that an allowance of $+35 00 per month for Mrs Agnes Hazel be authorized. Carried It was moved by Mr. V4'alker that recommendation be made to the Mothers' Allowance Department that an allowance of IS35.00 per month for Mrs. Edith Morse be continued. Carried It was moved by Mr. Olson that Mr. J A Burns of Hesketh, Alta. be informed that the mowing- machine of the Municipal District is not for sale. Carried. It was moved by Pr. Campbell that council adjourn until 1.30 p.m. Carried. The Council re- convened at 1.30 p.m. All members present. Mr Gottlieb Adam, of Trochu, Alta was present He requested assistance from the Municipal District in paying an account of 4200.00 due to the Calgary Associate Clinic. It was moved by Mr. Vdalker that Mr. Schmaltz be appointed a Committee of one to interview the Calgary Associate Clinic regarding this account Carried Mr. R. H. Kerns, Weed Inspector, Acme, was present, and reported an outbreak of White Cockle on Sec. 7- 30 -25 -4. It was moved by Mr Schmaltz that the Secretary Treasurer be instructed to write to the Department of Agriculture regarding Weed Burners. Carried. Mr, Wm. Hewlett, Supervisor of Collections, Department of Municipal Affairs, was present, and discussed with the Council the matter of collections of Seed Grain, Feed, Fodder and Fuel Advances for 1936, 1937, 1938 and 1939 It was moved by J. A. Ohlhauser that the Secretary- Treas- urer be instructed to take steps to collect as much as possible of the accounts outstanding Carried Mr. and lairs. F Viilki:ns of Drumheller, were present and discussed with the Council the matter of building a graded road to their farm. It was moved by Mr. Camp- bell that Mr Petersen and Mr Ohlhauser be appointed a Committee of two to investigate the advisability of said work. Carried. Mr. Glen Farrow and Mr. J P Ferf-uson, both of Trochu, were present, and discussed with the Council the matter of compensation for a road diversion across 5E- 29- 83 -22 -4. After considerable discussion, it was moved by Mr. Schmaltz that the following offer of compensation be made to Mr Farrow, owner of SE- 29- 33 -22 -4 (1) payment of $25 00 per acre for 4 15 acres of land (2) if 4100.00 for general damages (3) the Municipal District undertakes to build a sub -way 7 ft high and 4 ft wide at the "South location" (4) the Municipal District undertakes to build a fence of three wires with posts 1 rod apart on both sides of the said road diversion. C C-,- ,.mpbell will re- imburse the Municipal District for the cost of building the fence, and for the sum of 4-100 00 paid for general damages. Carried. It was moved by Mr Campbell that the Council proceed to pass a By -Law to provide for the sale of Lot 28, Block 4, Huxley (Plan 6680 AP) to Mr Floyd Nelson, of Trochu, Alberta, for ;350.00, cash. Carried. It was moved by Mr Ohlhauser that Mr Walker and Mr Campbell be appointed a Committee of two to investigate the matter of buying a set of tractor tools, and that they be given authority to buy same, if considered suitable. Carried It was moved by Mr. Schmaltz that each division be charged the actual labor costs of each crew while doing work for the division, Plus 40% to cover cost of fuel. oil, etc. Carried It was moved by Mr. Olson that the previous motion charging $8 00 per hr for the 'South camp" and �,p4 00 per hr. for the "North camps" be rescinded Carried It was moved by Mr Schmaltz that refund of 8 120.11 for overpaid to >es be made to the Netherlands Investment Co., `rrinnipeg. (Reference Receipt 512). Carried It was moved by Mr Olson that insurance for (- 300.00 on the machine shed in Carbon be renewed in the agencies of S. F. Torrance. Carried. It was moved by Mr Ohlhauser that the approval of the Council be given to the farm electrification program of Canadian Utilities Limited west of Swalwell, providing poles are placed two feet from the boundary line. Carried. It was moved by Mr 'Talker that Secretary Treasurer communicate with Mr. Norman Cook, M L A on the matter of having the Marten child placed in an institution for the feeble minded. Carried. It was moved by Mr. Campbell that the Secretary- Treasurer be instructed to distrain for taxes where said action is considered advisable. Carried. It was moved by Mr. Campbell that Mr C H Snell, of Red Deer, Alta. be engaged as surveyor in 1944 Carried It was moved by Mr Ohlhauser that the owners of NE- 15- 29 -22 -4 and SE- 22- 29 -22 -4 be offered compensation at the rate of ��'30.00 per acre for land expropriated for road diversion Carried It was moved by Mr. Campbell that surveys at the following locations be cancelled. Cooney Linden Grants Vault 0 COUNCIL MEETING AUG 14th, 1944 Page 4 It was moved by Mr. Walker that approval of the Council be given to the application of Mr. Patrick Cooney, Trochu, for an Old Age Pension. Carried. Second reading was given to By -Law No 13 (A By -Law to provide for the sale of N2- 20- 34 -22 -4 to E K Linden) It way, moved by Mr. Ohlhauser the second reading of By -Law No 13 be passed. Carried. It was moved by Reeve Parry that rental at the rate of $6.00 per hour be charged for use of tractor and bull- dozer, while said machine is hired for the excav- ating of cellars Carried It was moved by Mr. Olson that the account of the Whitlock Lumber Co. for $658.61 for material be charged to "General Account ". Carried. Application of Mrs. Peck. Drumheller, for the leasing of the road allowance south of ;_sec. 5- 29 -21 -4 was read. The Secretary Treasurer was instructed to inform Mrs. Peck that the matter would be investigated N. Gallelli was present. It was moved by Mr. Schmaltz that the accounts of N. Gallelli for loading and hauling gravel be paid on the following basis Loading. It was moved by Mr Ohlhauser that application be made for grants from the Provincial Government for the gravelling of the following roads $300.00 grant for the gravelling of the Drumheller - Carbon road, starting at the Dry Canyon Hill, and west $300 00 grant for the gravelling of the road between Sections 3- 32 -22 -4 and 34- 31 -22 -4 Carried It was moved by T,ir Schmaltz th=t accounts for the rental of the Motor Grader at the rate of $2 50 per hr be tendered the Municipal District of Mountainview and Improvement District No. 276 for work done as per time -book of E. Wilson, operator. Carried. There was considerable discussion regarding the building of a vault, and it was moved by Mr Schmaltz that the Secretary Treasurer be authorized to order a car -load of brick, if considered advisable.
