Page 1. The Council of the Municipal District of Kneehill No 278 met on Thursday July 6th, 1944. The meeting was called to order at 10.00 by the Reeve, Mr. Hugh Parry, who presided All members of the Council were present. It was moved by Mr Schmaltz that the minutes of the previous meeting be adopted with the following correction (Page 2) "It was moved by C. C. Campbell that the Municipal District purchase from Mr. Hugh J. Cruikshank a No. 77 Austin Western Motor Grader, (Rebuilt), for $8,000.00 on 30 days approval, and that the Council proceed to pass a By -Law to provide for the purchase of this machine Carried." It was moved. by Mr. Schmaltz that application be made for a. grant from the Provincial Government for a grant of $400 00 to match donations by locryl residents for the gravelling of two miles of road between Sections 23 and 24- 28 -26 -4 and Sections 25 and 26- 28 -26 -4 Carried It was moved by Mr. Ohlha.user that a similar application be made for $400 00 to match donations by local residents for the gravelling of four miles of road between Sections 10, 11 and 12- 30 -24 -4, Section 7- 30 -23 -4 and Sections 15, 14 and 13- 30 -24 -4, Section 18- 30 -23 -4. Carried. The Secretary Treasurer was instructed to inform Trochu Valley S D No 1742 that the office building in Trochu will not be for sale until such time as a Vault is added to the Municipal office, Three Hills Carried Alfred Fox, of Carbon, was present, and reported that he had secured donations from local residents for $565 00 for the gravelling of the Carbon - Sharples road The Secretary Treasurer was instructed to forward to Mrs Alice Fawcett, c/o Earl Fawcett, U. G. G. Agent, Blackie, Alta application forms for re- instatement of Old Age Pension. It was moved by Mr Walker that this Council recommend that maximum Old Age Pension be granted to Thos M Kinsey. Page 2 It was moved by Mr. Walker that the Municipal District pay School Taxes for the period Jan 1st, 1944 to April 30th, 1944 on the Acme Municipal Office building Carried The Secretary Treasurer was instructed to inform the M. D. of Starland No. 277 that the Pile- driver formerly owned by the M D of Carbon is useless It was moved by Mr. Ohlhauser that recommendation be made to the Department of Public works that the Depart- ment classify the road extending through the Village of Rockyford in a North and South direction and joining Highways #1 and #9 as a Provincial highway, and that recommendation be made that the Provincial Government take over the maintenace thereof Carried Secretary Treasurer was instructed to order a. #936 Walker jack for the planer ofi Division #6. It was moved by F C Petersen that this Municipal District recommend that no Mothers' Allowance be granted to Mrs. Elsie Ziegler, of Carbon, Alta.. Carried. It was moved by Mr Schmaltz that recommendation be made to the Mothers Allowance Department that Allowance of $20.00 per month be continued for Mrs. Yvonne Lavoie Carried. It was moved by J A Ohlhauser that the account of the Internf-itional Harvester Co. for service charges '65.00 be paid. Carried. It was moved by Mr. Schmaltz that Mr. C. J Christie Assistant Secretary Treasurer, be given his annual holidays in the last two weeks of July, 1944. Carried It was moved by Mr Schmaltz that the Reeve examine the six $1,000 bonds bought on May 8th, 1944. Carried. It was moved by Mr. Olson that the Financial Statement for the month of June, 1944, be accepted. Carried Mr C J Christie reported on the Refresher Course held in Edmonton June 14- 15 -16, 1944. It was moved by Mr. Campbell that the report be accepted with thanks Carried Mr. C. J. Christie reported on a Seizure made for taxes owing by the Union Coal Co It was moved by Mr Petersen that the Municipal District endorse cheque from Eureka - Security Fire and Marine Insurance Company for `74.98, the said cheque then to be returned to Smeltzer & Co. to pay premium of fire insurance Carried The Secretary Treasurer reported that Mr S F Torrance had accepted the offer of the Council for sale of the Municipal office and equipment in Carbon, and had paid $600 00 for office and :4350.00 for equipment. It was moved by Mr. Ohlhauser that the Reeve and Secretary be authorized to prepare Transfer for the office and Bill of Sale for equipment, and forward same to Mr Torrance. Carried It was moved by engaged as Cook from June 28th, as Motor Grader June 28th, 1944 Mr. Olson that with wages of 1944; and that Man with wages Carried. Chas. It was moved by Mr Ohlhauser that Mr Schmaltz be authorized to buy a truck chasis for $95 00, and have a bunk house built on said chassis. Carried. It was moved by J A Ohlhauser that the actual cost of operating the Austin 'Western Motor Grader be charged to each Division using said machine. Carried. It was moved by Mr. Olson that each division be given an allocation of 100 hours use of the Austin 'estern Motor Grader. Carried. Mr J R Boon, Supervisor of rI-eed Control, interviewed the Council It was moved by Mr. Walker that a vote of thanks be given Mr. Boon for his visit and address Carried fir 11cKay, representing Austin Western Road Machinery Co , Aurora, Illinoin, U. S. A. interviewed the Council. It was moved by Mr. Campbell that this Municipal District purchase a No 99 -M Austin iestern ?.Rotor Grader equipped with cab, lights, scarifier, and sides for motor from the Austin Western Road Machinery Co., for $12,569.00, F.O.B. Three Hills, Alberta, and that the Council proceed to pass a By -Law to provide for the purchase of said machine Carried. Mr E K Linden was present, and discussed with the council the matter of tax recovery proceedings on N?- 20- 34 -22 -4. It was moved by Mr Campbell that a By -Law be passed, to provide for the sale of N:- 20- 34 -22 -4 to E K Linden for $1,700.00 on the following terms* Cash payment 100 00 On Oct. 31, 1944 600 00 On Dec. 15, 1945 500 00 On Dec 15, 1946 500.00 Interest at 4 %. Carried Mr E K Linden indicated that he would buy the land for this amount, and agreed that in the event that he defaulted on deferred payments, the cash payment of $100.00 would be considered as Rent for 1944 A delegation consisting of Mr Ferguson, Mr. Frame, Mr Frere, and Mr Miller, all of Trochu, and a delegation of Mrs Kerns, Acme, B 0. Brown, Acme, J. H. Schmaltz, Beiseker, and E. H. Van Wart, Grainger interviewed the Council on the matter of Hospital services for this Municipal District After much discussion, it was moved by Mr Campbell that a petition be addressed to the Minister of Public Health requesting that there be established a Municipal Hospital District comprising that part of the Municipal District not included in the Elnora - Delburne Municipal Hospital District and the Drumheller Municipal Hospital District Carried A vote of thanks was tendered the Council by Mr. Ferguson on behalf of the delegations Mr L -11rown was present, and requested road work be done on the road to NW- 10- 32 -26 -4. P F.R A Resolution moved by Councillor Campbell that the Council endorse an application from Stanley Cirankeewich for a Government Grant under the Prairie Farm Rehabil- itation Act, said grant to be used for consyruction of a dam on S.W. - 17- 3'w -22 -4. Carried. It was moved by 14r Olson that recommendation be made to the Provincial Government that a School of Agri- culture be established at Drumheller, Alberta. Carried. Martens The case of Kate Martens, daughter of F. J. Martens Three Hills, Alta was discussed at some length, and it was moved by 14r &" lke^ that the case be reported to the R. C. M P for further action, and recommendation be made that the said child be sommitted to an instit- ution for the feeble- mended Carried Blind It was moved by Mr Walker that By -Law No 10 (A By -Law to provide for a grant of $150.00 to the Canadian National Institute for the Blind in 1944) be now be given third reading and finally passed. Carried, Motor It was moved by Mr Olson that By -Law No 11 (A By -Law Grader to provide for the purchase of a rebuilt No 77 Austin Western Motor Grader from H J C ruikshank) be now given third reading and finally passed. Carried. Pound It was moved by Mr Ohlhauser that By -Law No 12 (A By -Law By -Law to regulate the running at laege and trespassing of livestock) be forwarded to the Minister of Municipal Affairs, and that said By -Law be advertised as required by the Domestic, Animals Act (Municipalities). Carried. It was movel by fir Schmaltz that the Council proceed to pass a By -Law to regulate the driving of steel wheel tractors across bridges and culverts. Carried. Kerns It was moved by Mr. Schmaltz that R. H. Kerns, Acme, be appointed Weed Inspector for that part of the Municipal District formerly in the. M D of Norquay No 279 Carried. Bridges It was moved by Mr. Schmaltz that all repairs and flooring of government built bridges be charged to General Public Works Account, and that approval of the Council must be obtained to charge to General Public Works account, repairs to any bridges and culverts, other than those built by the Government. Carried. Keirle It was moved by Mr Campbell that the owner of NE- 36- 3,' -25 -4, 14r Oscar Keirle, .Acme, be offered compensation at X25 00 per acre for land expropriated from said quarter for road diversion, and that the Municipal District bear the cost of fencing the said diversion. Carried. It was moved by Mr. Schmaltz that W. J. McCoy and Sons be Paid °500.00 on account. Carried, Motor It was moved by Mr Campbell that "8,000 00 be paid Grader to H. J. Cruikshank, as soon as machine is completed, by the installation of repair parts required Carried Walker The account of Mrs. Walker at the Drumheller Hospital hospital received consideration, and it was moved by Mr. Ohlhauser acct. that the Hospital be instructed and advised to collect the said account from Mr VJm.
