A regular meeting of the Council of the Municipal
District of Kneehill No. 278 was held on Monday
May 8th, 1944
The finance committee of Reeve Parry, Councillor
Olson and Councillor Campbell met at 9 30 p.m
The Council met at 10 00 p.m. and the following
were present* Reeve Parry, Councillors Olson, Ohlhauser,
Schmaltz, Petersen, Walker and Campbell.
It was moved by Councillor Olson that $5,00 per month
be sent to each of the following indigents. George
McCurrach, Dan Gordon, Eric Laird, Margaret Bogart and
John Robinson for personal comforts. Carried
It was moved by Councillor Schmaltz that the minutes
of the previous meeting held on April 11, 1944 be
adopted. Carried.
It was moved by Reeve Parry that Mr. Prysiazny be
hired to do the landscaping and gardening on the
office site in 1944 Carried.
Councillors Schmaltz and Ohlhauser reported on their
committee work respecting the sale of the Carbon office.
It was moved by Councillor Schmaltz that the Carbon
office be offered for sale to S. F. Torrance for
(1) $600.00 for building and site, (2) $350.00 for
the furniture and equipment Carried
It was moved by Councillor

Allowance granted to Mrs. Violet Klause be authorized
to be increased to 35 00 per month Carried.
It was moved by Councillor Olson that Council adjourn

The letter from the Department of Agriculture respecting
Weed Control was discussed, and it was moved by Councillor
Schmaltz that E H Van Wart of Grainger be engaged as
Weed Inspector for the area of the Municipal District
formerly in the Municipal District of Norquay. Carried.
It was moved by Councillor Olson that Chas Smith of
Carbon be engaged as Weed Inspector for that part of
the Municipal District fomerly in the Municipal District
of Carbon. Carried.
It was moved by Councillor Walker that Chas Fentiman
of Three Hills be engaged as ';,eed Inspector for that
part of the Municipal District formerly in the Municipal
District of Stauffer. Carried.
It was moved by Councillor Campbell that Alfred Meehan
of Trochu be appointed Weed Inspector for that part of
the Municipal District formerly in the Municipal Dist-
rict of Ghost Pine, and in the event that he does not
accept the appointment, that Gordon Grant of Three Hills
be appointed as alternate for the said territory

It was moved by Councillor Walker that 7 drums of
Sodium Chlorate Chemical be ordered from the Dept. of
Agriculture. Carried.
It was moved by Councillor Schmaltz that Ben Hongel
of Swalwell and H W Tooker, Division Engineer,
Canadian National Railways, Calgary be informed that
the machinery of the Municipal District will be avail-
able for hire at a date late in the summer of 1944
Carried.
Blue print and specifications of the proposed construc-
tion of an undercrossing of the C. N R Three Hills
subdivision at Mile 94.3 between Sections 34 and 35,
Twp. 27, Rge. 26, West 4 14. was presented for consider-
ation. It was moved by Councillor Schmaltz that
approval of the Council be given to the said specifica-
tions Carried.
Mr. McLeod, representing Allis Chalmers Rumely Limited
was present and interviewed the Council It was moved
by Councillor Campbell that the 12uuncil pass a By -Law
to provide for the purchase of an Allis Chalmers
Motor Grader Model AD, equipped with Cab, Lights,
and Scarifier for $10,693.00 FOB Three Hills Carried
A. H. McKenzie and 4'd. Cole of Elnora, representing
the committee which has been formed for the purpose
of organizing a Hospital District in the area of
Elnora and Delburne interviwed the Council. It was
moved by Councillor Walker °that Councillor Campbell
reprsent this Municipal District on the said Committee.
Carried.
R. C. Lounshury, representing J. D. Adams Limited
interviewed the Council
N F Bell, District Agriculturist, Box 578, Phone 381,
Treasury Building, Drumheller interviewed the Council.
It was moved by Councillor Schmaltz that Council adjourn
until 7.45 p m

present.

J McQueen, District Engineer, Dept. of Public Works,
Red Deer, was present and discussed with the Council
the matter of appropriating the Government Grant of
X10,000 for public works in 1944

It was moved by Councillor Schmaltz that recommendation
be made that the grant be spent on the following
projects
1. Beiseker West 10000
2 Three Hills South - .4est 13,000
3. Olds- Trochu 2,500
4. Carbon South and West 2,500-
5. Three Hills East and South to
Orkney Hill 3,000
TOTAL ...... 100000
and that the Reeve and Secretary Treasurer be authorized
to sign articles of agreement with the Department of
Public Works to earn the above grant at the above
locations and projects on a 50 -50 basis Carried.
Mr. J. McQueen indicated that the above projects were
acceptable to the:Department of Public Works, and
articles of agreement were signed accordingly.

It was moved by Councillor Olson that the Council
Diversions
proceed to pass a By -Law to provide for the exprop-
riation of land for "rounded corners" at the following
locations*
The N.E. Corner of NE- 33- 31 -22 -4
The S.W. if of SW- 27- 31 -22 -4

The S.E. " of NW- 9- 29 -23 -4
The N.W. " of SW- 9- 20 -23 -4
The N.E. " of SE- 8- 29 -23 -4
The S.W. " of SW- 16- 28 -23 -4
The S E. " of SE- 17- 28 -23 -4
and that the amount to be expropriated at each of the
above locations be a triangular area of 8.8 acres
being made by a right angled triangle of 16 rods
base and 16 rods altitude. Carried.
It was moved by Councillor Olson that compensation
at the rate of $40.00 per acre be offered to esah
of thw owners of land affected by the above exprop-
riations, and the Municipal District to fence the
lands so expropriated. Carried.
Gallelli
Nick Gallelli, 618 - 1st Avenue N. E. Calgary, inter-
viewed the Council It was moved by J. A Ohlhauser
that Nick Gallelli be engaged to haul gravel for
the Municipal District, and that the Reeve and
Secretary Treasurer be authorized to sign an agreement
with the said Nick Gallelli to loan and haul gravel
at the following rates.

It was moved by Councillor Ohlhauser that Survey
Plans #8110 and 3853 M.D in NW- 15- 30 -26 -4 and
SW- 22- 30 -26 -4 be cancelled to facilitate the regist-
ration of the new survey at said location. Carried.
It was moved by Councillor Campbell that the Alfalfa
Seed now on hand be sold for 25� per lb. Carried.
It was moved by Councillor Schmaltz that each councillor
now take delivery of 400 lbs. of Crested Wheat Grass
Seed, the said seed to be used for the seeding of road
allowances Carried.
The proposed extension of the Calgary Power Co. Line
on the road allowances adjacent to Sections 23 -2a -25
and 26, Twp. 29, Rge 26, was considered, and the
blus print examined. It was moved by Councillor
Schmaltz that the approval of the Council be given to
the said extension, providing poles are placed within
two feet of the property line Carried
It was moved by Councillor Schmaltz that Councillor
Olson be appointed a Committee to investigate the
possibility of collecting taxes on E2- 25- 28 -20 -4.
Carried.
It was moved by Councillor Walker that correspondence
now be filed. Carried.
It was moved by Councillor Schmaltz that Public
Liability and Property Damage insurance be taken out
on the Chevrolet truck owned by the Municipal District
the said business to be taken with Mr. S. F Torrance.
Carried.
It was moved by Councillor Ohlhauser that Councillors
Olson, Petersen and Campbell be appointed a Committee
of three to investigate the matter of roads serving
the ferries across the Red Deer River. Carried.

Mr. L. A. Cady of Huxley, was present, and made an
offer to purchase Lot 9, Block 4, Hamlet of Huxley
for $20.00. It was moved by Councillor Campbell that
the Council pass a By -Law to provide for the sale of
said lot to Mr. Cady for the above amount. Carried
It was moved by Councillor Olson that By -Law No. 3
(A By -Law to provide for a Discount on Current Taxes
paid in the year 1944.) be now given third reading
and finally passed. Carried.

It was moved by Councillor Ohlhauser that By -law #4
(A By -Law to provide for the leasing of certain lands
finally acquired under The Tax Recovery Act ) be now
given third reading and finally passed Carried.
It was moved by Councillor Schmaltz that By -Law #5
(A By -Law to provide for the levying and collection
of taxes in the year 1944.) be now given third reading
and finally passed Carried.
It was moved by Councillor Campbell that the Municipal
District invest $6,000.00 in Dominion of Candda Victory
Bonds of the Sixth Victory Loan, the said Bonds to be
fully registered at to both principal and interest,
and to be subscribed for at the following places.

Councillor Olson and Reeve Parry reported on the meeting
of the Drumheller Municipal Hospital Board held in
Drumheller on April 18, 1944. It was moved by Councillor
Schmaltz that the report of the Hospital Committee be
Pecepted Carried.
The Secretary was instructed to order 2 grader belts.
It was moved by Councillor Ohlhauser that S F Torrance
be given notice of his termination of employment as at
April 30, 19440 that his salary for the month of April
be paid, and that he be paid a Bonus of $200.00 for
faithful, efficient service to the Municipal District
of Carbon 278 and to the Municipal District of Kneehill
#278. Carried.
It was moved by F. C. Petersen that account of V1 0
Patton for $85 00 for funeral for Mrs. Benusic be paid.

It was moved by C. C. Campbell that the Secretary be
instructed to have the phone and electric light service
at the Trochu office discontinued, and that Chas. Carter
be engaged to maintain the grounds during the summer months.
Carried.
It was moved by Councillor Schmaltz that the tentative
program of labor for the "South Camp" be allotted to each
division in 1944 as follows*

and that each division be charged for the work performed
by the "South Camp" at the rate of $8.00 per hour. Carried.
It was moved by Councillor Petersen that the tentative
program of labor for the "North West" and "North East"
camps be allotted to each division in 1944 as follows'

for Public Works It was moved by Councillor Ohlhauser that

It was moved by Councillor Schmaltz that Council adjourn
until 7.30 p.m.
The Council re- convened at 7.30 p.m. All members present.
The Reeve called for a vote on the amendment made by
Councillor Petersen, and after voting had taken place,
the Reeve declared that the amendment had carried, end
the motion was lost.
The Secretary was instructed to take the necessary
steps to have Katie Martens, daughter of F J Martens
committed to an institution for the feeble - minded.
