The organization meeting of the Municipal District of K'neehill
No. 278 was held in the Municipal Office, Three Hills, Alberta
on March 7, 1944
The meeting was called to order at 2.00 p m by the Returning
Officer, Mr. John Atkinson
The Returning Officer read the Minister's order setting the
date, hour and place of the first meeting.
The Administrator of the Department of Municipal Affairs,
Mr Bruce Ramsay, was present, and he was requested by the
Returning Officer to act as temporary Secretary, and keep the
minutes of the meeting.
The Returning Officer read the certificate of the result of the
election, and declared the following candidates elected:
Division 1: John IV Olson
2: John A. Ohlhauser
" 3: Matthew schmaltz
4: Hugh Parry
5: Frank C. Petersen
6: George R. Walker
" 7: Clayton C Campbell
The Oath of Office was taken by each elected Councillor
The Returning Officer declared nominations open for Reeve.
Mr. Schmaltz nominated Mr Parry for Reeve. Mr. Petersen
moved that nominations be closed. Carried unanimously
Mr Parry declared elected Reeve by acclamation, and he
immediately took the Chair.
The terms of the office of Councillor was then determined as
per Section 137 of the Municipal Districts Act, with the
following results:
Frank C. Petersen
George R. Walker
Hugh Parry
John A. Ohlhauser
John W. Olson
Clayton C Campbell
Matthew Schmaltz
elected for 3 years

The Reeve declared nominations open for Deputy Reeve
Mr. Petersen nominated Mr Walker for Deputy Reeve
Pair. Walker nominated Mr. Schmaltz for Deputy Reeve
Moved by Mr. Ohlhauser that nominations be closed. Carried
Mr Schmaltz was elected Deputy Reeve for six months.
Applications were received for the office of Secretary Treasurer.
Each of the four applicants: C. J. Christie, S F Torrance,
A J Purvis and G. G. King were interviewed by the Council

Moved by Mr. Ohlhauser that a Secretary Treasurer and two assistants
be appointed �G '
Moved by Mr Schmaltz that the Secretary Treasurer be paid a salary
of $2,400.00 per year. Carried
Moved by Mr Ohlhauser that the two assistants be paid a salary of
$2,100.00 each per year. Carried
Miss McPherson interviewed the Council regarding the appointment
to the position of stenographer.
The Council resolved itself into a Committee of the whole to
discuss the appointment of a Secretary Treasurer and two assistants.
After a great deal of discussion, and a decision having been reached,
the Council re- assembled as a Council The Reeve declared, that
in accordance with the decision reached in the Committee of the
whole, A. J. Purvis was appointed Secretary Treasurer, and
C J Christie and G G. King were appointed as assistants.
Moved by Mr. Walker that the Reeve and Secretary Treasurer be
authorized to sign cheques, and to transact the banking business
of the Municipal District, and that the Deputy Reeve be authorized
to sign in place of the Reeve, if necessary. Carried.
Mr. Schmaltz moved a vote of tha#ks to Mr Ramsay, the Administ-
rator of the Department of Municipal Affairs. Carried.
Mr Hutcheson, representing the Royal Bank of Canada, interviewed
the Council
Mr. Linn and Mr. Olive, representing the Treasury Branch of the
Province of Alberta, interviewed the Council.
Mr MacKay, representing the Bank of Montreal, interviewed the
Council.
Mr Walker moved that Three Hills be selected as the location
of the Municipal Office. Carried unanimously
Moved by Mr. Olson that the name of the Municipal District be
"Municipal District of Kneehill No. 278 ". Carried.
Moved by Mr. Schmaltz that the rate of remuneration for the
election officials be:
Returning Officer $6 00 per day and 10� per mile
Deputy Returning Officers $5 00 " " 100 " "
Poll Clerks $4.00 " " (no mileage).
Carried.
It was moved by Mr. Schmaltz that a donation of $20.00 be made
to the Red Cross branches at each of the following piints:
Huxley, Trochu, Three Hills, Swalwell, Carbon, Acme and Beiseker.
Carried.
Moved by Mr Schmaltz that Council do now adjourn to re- assemble
on March 20th, 1944 at 10.00 a.m.. Carried.
